About this file

This Statement of Objectives and related federal contract opportunity describe an Industry Day being held by the Federal Aviation Administration's Civil Aerospace Medical Institute. The FAA CAMI seeks information on high speed camera lighting array technologies to support its research evaluating aircraft seats, restraint systems, and potential injuries using high-speed video cameras. Interested vendors must respond by January 20th, 2023 to secure a time slot for the in-person Industry Day being held on January 25th, 2023 at CAMI in Oklahoma City. At the event, vendors will have 45 minutes to present information on their lighting array solutions covering areas of interest like light output, electrical requirements, mounting capabilities, and controls. The FAA intends to use the data collected at the Industry Day to help develop future procurement requirements for a high speed camera lighting array to support its impact testing and injury research programs.

STATEMENT OF OBJECTIVES

Project: High Speed Camera Lighting Array November 28, 2022

1.0 Purpose: The Federal Aviation Administration (FAA) Civil Aerospace Medical Institute (CAMI) seeks information regarding the state of the art of High Speed Camera Lighting Array technologies.

The Biodynamics Research Team at the Civil Aerospace Medical Institute (CAMI) conducts research focused on improving occupant protection during civil aviation accidents. As part of this research, aircraft seats and restraint systems are evaluated using a dynamic impact sled and component test systems. The team develops new methods, techniques, and equipment for evaluating injury potential and methods to reduce injury and enhance survival.

When conducting crash testing using the CAMI impact sled a critical component to gathering data is the sled lighting system. Overall seat response, occupant interaction with the seat and restraint system is recorded using several high-speed, high-resolution video cameras; with new and novel seating systems being proposed in aircraft, a longer duration of video is required in order fully capture potential injuries.

2.0 Scope or Mission: CAMI seeks information and demonstration of High Speed Lighting Array technologies in the form of 45-minute presentations and/or discussion. Information regarding how High Speed Lighting Arrays could interface with the existing high speed video capture system (2,000 frame per second), interface with existing crane system and future crane improvements, and the required training and light array maintenance, is sought.

Information gained from this Industry Day will be used to inform the development of a future Screening Information Request (SIR).

3.0 Period and Place of Performance: This Industry Day will be held in person at the CAMI Building, Mike Monroney Aeronautical Center, 6500 South MacArthur Blvd, OK 73169

4.0 Performance Objectives: The primary objective is for information to be shared regarding High Speed Lighting Arrays. This may include, but is not limited to:

1. Form factor/sizes of available lighting arrays

2. Light intensity, color temperature, and heat output of available arrays

3. Electrical requirements/load of available arrays

4. Ability to hide light sources from opposing-view cameras - incorporation of adjustable baffles, diffuse light sources that do not interfere with the opposing view, etc.

5. Can mounting structures be made movable from the normal operating position as necessary to permit access for equipment and material handling operations?

6. Maintenance and operation requirements – replace bulbs, move light fixtures and adjust baffles, etc.

7. Controls- can lighting array operate in manual and automatic, computer trigger modes?

5.0 Deliverables / Schedule: [There are likely submission process requirements here, but the primary deliverable of key interest is the (Not to exceed) 45 minutes presentation/demonstration.
