Statement of Requirements Environmental and Curing Chambers

Background The National Institute of Standards and Technology (NIST), Engineering Laboratory (EL), Materials and Structural Systems Division (MSSD), studies the durability and service life of infrastructure materials (polymer, concrete, engineered composites) for resilience infrastructure applications. One of the key research focuses is the development of Additive Construction methods, materials, and measurement requirements. Additive construction by extrusion (ACE) has the potential to revolutionize construction by complementing the existing workforce, eliminating the need to construct formwork, and enabling architectural or structural designs that cannot be achieved by standard practices. As ACE has progressed over the past few years, the development of standards has not kept pace, and the need has become essential to promote the industry and ensure safe structures.

NIST has the unique opportunity to aid in the development of measurement science tools and a scientific knowledge base to support the industry’s need for performance-based standards for 3- D-printed concrete structures. As part of this effort, NIST is collaborating with external partners through the ACE Consortium to develop, evaluate, and author critical industry-specific testing methods and standards.

One of the largest hurdles to developing test methods and standards is environmental conditions.

Materials used in AC, currently a large portion relegated to cementitious materials, are highly reactive with their environment. Many of the existing publications report laboratory conditions for production and curing that are impractical for most of the world at any given point in time. It is therefore of the essence that laboratory conditions be representative of real field conditions in order to investigate their true implications on the materials used in AC and to develop standards that take these conditions into consideration. Benchmarking is a foundation for all test methods, and therefore, a stable, repeatable, and accurate baseline series of tests must be designed for all standards. As such, chambers capable of achieving these states are critical, and therefore, a large walk-in environmental chamber and a large walk-in moist curing chamber are to be installed in building 206, the Additive Construction Print Laboratory, at NIST’s Gaithersburg campus. This resource additionally provides temperature and humidity-controlled space for essential cementitious investigations through NIST's programs. Currently, there are no secondary systems to perform these functions.

Purpose The purpose of this requirement is to obtain Contractor services for the supply, delivery and installation of an environmental chamber and a moist curing chamber in building 206, room 107, on the NIST Gaithersburg campus. These chambers will control the benchtop production and curing environments for small to mid-sized cementitious elements and other critical materials.

The chambers will also provide overflow and backup needs for building 226.

SCOPE

The Contractor shall provide (1) Environmental and Curing Chamber systems to the NIST Gaithersburg campus, (2) rigging, assembly, and installation of the system by a trained technician, (3) testing and validation of system operation, and (4) training of NIST personnel on programming and safe operation of the system. All requirements are inclusive of FOB Destination delivery, installation, warranty and training.

REQUIREMENTS

The Contractor shall provide an Environmental Chamber and a Curing Chamber that meet all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components are not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

Required Specifications for both chambers (i.e., Environmental and Curing chambers):

Chamber Construction:

• The minimum Chamber size, exterior (nominal), shall fit within available laboratory space of 8' 0'' W x 10' 0'' L x 10’10"H. Each chamber shall not exceed 2 feet more in any one direction, for the maximum size acceptable for each chamber of 10’W x 12’D x 12’H.

• Interior panel surface finish: embossed white aluminum.

• Exterior panel surface finish: Embossed white galvanized steel

• Door: Standard 36” x 78" swinging (specify location), with keyed entry.

• Insulated floor, smooth aluminum or stainless-steel surface finish, min. 600 lbs./sq. ft., distributed loading.

• External Ramp

• Chambers shall be separate units with 4 independent walls (no sharing of walls is acceptable).

• Additional qualities:

o Chambers shall be air cooled (not water cooled).

o There is greater than 10 ft. of clearance above the chambers. The Chambers will be placed in a double story high bay.

o There is no air conditioning in the building for where the chambers will be placed, but the building and laboratory is heated during the colder months.

Chamber Controls:

• Virtual Touchscreen (VTS), Dual display of actual and set point temperature and humidity.

• Controls to be mounted in a CSA/UL control panel

• Temperature and humidity controllers.

• NIST traceable temperature sensor with calibration certificate.

• High and Low Temperature/Humidity Alarms

• Personnel emergency alarm: illuminated pull-to-reset push-button (inside room), control panel mounted with visual and audible alarm.

Environmental (ENV) Chamber – Required Specifications ENV Chamber Operation:

• Chamber temperature range: 5 °C to 33 °C.

• Chamber temperature control at sensor: ±0.2 °C.

• Chamber humidity range: 20% RH to 95% RH. (Dewpoint Range of -16 °C to 32 °C)

• Chamber humidity control at sensor: ± 1% RH.

Curing (CR) Chamber – Required Specifications

CR Chamber Operation:

• Chamber temperature set-point: 23°C ± 1.0 °C.

• Chamber temperature control at sensor: ± 1.0 °C.

• Chamber Humidity: 95% RH+ (continuous fog/water spray).

Required Services for the Chambers:

Task 1: Pre-installation

a. Prior to installation, provide pre-inspection testing and report of the area, noting any changes or requirements for the selected location.

b. Prepare location for chamber installations.

c. Provide Safety Documentation, including Activity Hazard Analysis and Accident

Prevention Plan, as needed for the project.

Task 2: Assemble the chambers and associated systems

a. Assemble chambers, including all systems, and ensure proper operation.

Task 3: Certify proper installation and operation

a. Provide report of operations and limitations

b. Provide training on operations and NIST maintenance responsibilities

GOVERNMENT FURNISHED PROPERTY/INFORMATION

NIST will provide the following:

• Provide a clear path through the warehouse area to the loading dock area

• Electrical distribution to the chamber

• Water distribution with shut-off valve within 6’ of the chamber

• Air distribution with shutoff valve within 6’ of the chamber

PLACE OF PERFORMANCE

The place of performance is the NIST Gaithersburg, Maryland Campus, Building 206, Room

107. Required products shall be delivered to this location and then installation and training shall be performed at the same site.

PERIOD OF PERFORMANCE/LEAD TIME

The Period of Performance shall be eight (8) 4 months after contractor receipt of order (ARO).

Delivery, installation and training shall occur within 8 4 months ARO. Installation and training may take place on a different day than delivery, as mutually agreed between NIST and the Contractor.

Delivery Terms:

Delivery shall be F.O.B Destination and shall occur such that the overall period of performance identified above is achieved.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

Warranty Requirements The Contractor shall provide a commercial warranty for the entire system and provide, at minimum, a one-year warranty for all new equipment and services. The warranty shall cover all parts, labor, and travel. The warranty shall commence upon successful completion of delivery, installation, and training. Existing water, air, and electrical supplies in the building 206 location beyond the contractors’ connection are not covered under this warranty. The warranty shall be in accordance with the terms specified in FAR 52.212-4.

Maintenance Requirement The contractor shall provide maintenance to coincide with the one-year warranty. The maintenance services shall provide, at a minimum, preventative maintenance services as specified by the manufacturer’s operations and maintenance manual at the time of award, all released software upgrades, unlimited telephone support during NIST business hours, and on-site technical downtime support on the second business day. The maintenance services shall cover all parts, labor, and travel. Any repairs which cannot be processed under the preventive maintenance for any reason shall be estimated for the Government and provided to the NIST Contracting Officer’s Representative (COR) for review. No additional work, beyond the preventive maintenance described, shall be performed without written authorization by the Contracting Officer.

Installation:

The system shall be installed by the Contractor and meet contract specifications no later than 14 days after delivery. Installation, at a minimum, shall include uncrating/unpackaging of all equipment, set-up and hook-up of the system, and removal of trash. Onsite installation shall be performed at NIST (Gaithersburg, MD- Building 206, Room 107). The contractor may perform installation immediately after delivery or another date as mutually agreed upon between the Contractor and the COR in advance, and in accordance with the overall award period of performance.

Training Requirements The Contractor shall schedule and facilitate training for up to 5 people at NIST Gaithersburg.

The training shall provide a thorough demonstration of all equipment functions, equipment operation, and basic troubleshooting. The training may be completed on-site at NIST immediately after installation, but not more than 14 days after installation, as mutually agreed upon between the Contactor and NIST. The training shall be completed at NIST on Monday – Friday during the operating hours of 8:00 AM to 5:00 PM. The contractor providing the training shall be a field service technician, designated as such by the supplier of the instrument.

Inspection & Acceptance In addition to the inspection and acceptance terms articulated in FAR 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense. In addition, testing after start-up will consist of demonstrating the individual chamber components and their appropriate use and performance for data collection. Evaluation/acceptance after installation will occur by NIST staff after the vendor demonstrates that the instrument meets all the vendor specifications in the Gaithersburg, MD, laboratory. If all requirements are met and the equipment is operational, the product/ services shall be accepted.

The Contractor has the right, at its expense, to be present during the inspection. The place of inspection and acceptance shall be: NIST, 100 Bureau Drive, building 206, room 107, Gaithersburg, MD 20899.

RISK ASSESSMENT

The contractor will not need access to a system that processes non-public or sensitive DOC information. All work to be performed under this contract is considered to be Non IT - Low Risk.

MISCELLANEOUS INFORMATION

Safety: The Contractor employee must be responsible for knowing and complying with all installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.

Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and is shown to the armed Security Police when entering the campus.

Regular Business Hours. Regular business hours are Monday through Friday, (8:00 am to 5:00

pm) Eastern Time, excluding Federal holidays and NIST closures.

Identification Badges: Contractor employees must comply with NIST identification and access requirements. Each Contractor employee must wear a visible identification badge provided by the NIST Security Office.

Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass must be displayed on the vehicle in accordance with NIST Security Office instructions.
