Requesting Lab: Engineering Laboratory

I. BACKGROUND INFORMATION

The Structural Testing Laboratory, part of the Engineering Laboratory at the National Institute of Standards and Technology (NIST), has conducted experimental research on various large scale reinforced concrete specimens over the past 10+ years. Now that the experimental research has been completed, NIST requires contractor service for demolition and removal of these large-scale concrete specimens at the NIST Gaithersburg, MD Campus. More information for each group of specimens in contained in the following sections, including additional dimensions, reinforcement details, and relevant pictures in the SOW attachment.

II. PURPOSE/OBJECTIVE:

The purpose of this requirement is to obtain contractor services to demolish and remove four large reinforced concrete specimens (referred to from now on as “block specimens”) from the NIST Environmental Chamber, including the 4” thick concrete slabs on which these block specimens were built on. This objective represents the base portion of this solicitation (see Section V – BASELINE TASKS). The requirement for demolition and removal of the specimens stored outside Bldg. 226 are additional optional requirements (see Section VI – OPTIONAL TASKS).

III. SCOPE OF WORK

The contractor shall provide all labor, materials, equipment, project oversight, administration, and technical execution of this contract. The contractor is responsible for maintaining accurate records of project activities. The contractor shall schedule, arrange for, and manage the demolition and removal of the four reinforced concrete block specimens currently in the Environmental Chamber, including the two 4” concrete slabs on which two of the four block specimens rest on. Additionally, the Contractor will manage the demolition and removal of any of the 3 groups of tested specimens that are stored outside, based on the possible exercise of options.

IV. GENERAL REQUIREMENTS:

The contractor shall make arrangement for the concrete demolition activities to take place anytime between 7:00 PM – 6:00 AM Monday through Friday to avoid disruption of business activities at NIST. The Contractor may perform the demolition activities on Saturdays or Sundays, or federal holidays, during the day with prior NIST Contracting Officer’s Representative (COR) approval.

Following demolition activities, removal of the concrete debris (i.e., via loading dumpsters or dump trucks to be provided by the Contractor) may occur during normal business hours Monday through Friday, as the noise levels during these activities are anticipated to be acceptable for normal research activities conducted at NIST.

The Contractor is responsible for maintaining safe operating procedures, in accordance with the NIST Office of Safety, Health and Environment (OSHE) requirements (see SAFETY PLAN REQUIREMENTS under the Base Requirement kick-off section). The Contractor shall perform all activities per the Safety Plan submitted and approved by NIST-OSHE.
