About this file
This document is a Request for Quotation (RFQ) amendment for the demolition and removal of large reinforced concrete specimens at the National Institute of Standards and Technology (NIST) campus in Gaithersburg, Maryland. The amendment provides question and answer details regarding the concrete specimens, including the compressive strength, allowance for off-site demolition, and requirements for covering exposed grates. It also includes a revised pricing spreadsheet that contractors are required to complete and submit with their quotation. The RFQ is a commercial item acquisition conducted under FAR Part 12 and Part 13 on a total small business set-aside basis. The North American Industry Classification System (NAICS) code is 238910 - Site Preparation Contractors. A site visit is scheduled for May 23, 2024, and quotations are due by the date specified in the solicitation. The award will be made on a competitive best value basis using a tradeoff between price and technical factors, with technical capability and corporate experience being the most important considerations.

REQUEST FOR QUOTATION: AMDTCRQ2401617
Demolition and Removal of Large Reinforced Concrete Specimens
AMENDMENT NO. 0002: Question and Answers (Q&A)
1. What is the strength of the concrete in the specimens needing to be demolished and removed?
a. Answer: ASR and Control Block Specimens, inside Room A140, are 5,000 PSI at 28 days (as of 2017). The Beams and Column sets are 9,000 PSI at 28 days (back in 2023). For the remainder of the concrete specimens, the compressive strength is unknown.
2. Can the specimens stored outside be removed from the NIST campus and demolished at a different location?
a. Answer: Yes. The Contractor may perform limited demolition and remove the specimens from the NIST campus for further demolition and disposal off-site at the Contractor's expense. Please see the revision incorporated in the SOW under Base requirements for Demolition activities.
3. For the 2 wall specimens (Optional Task 3) can the cuts be done outside the damaged area and how far away from the foundation cap?
a. Answer: Yes. A picture of an outside specimen is attached with exposed rebar (damaged area). The Contractor may make the cuts to the wall specimen as close as possible (based on cutting equipment limitations) within a foot from the damaged area and foundation cap.
4. Do the stainless-steel frames on the North, East and West walls stay in place during demolition activities?
a. Answer: Yes.
5. May the grates near the indoor specimens (see pictures released with Amendment 001 to the RFQ) be covered by any existing steel plates?
a. Answer: Yes. NIST has (2) 4’x8’x1” existing steel plates that may be used by the Contractor to cover the exposed grates. However, these (2) existing plates will not cover 100% of those grates (4’x18’area). The Contractor is required to provide additional steel plate(s) as needed to safely perform services. to support the. The Statement of Work is revised to reflect this.
b. It is the responsibility of the Contractor to evaluate and determine if the existing steel plates, referenced in part a. above, if used, are strong enough and sufficient to support the weight of any equipment used in the demolishment of the concrete specimens.
6. Are the 4” thick concrete slabs bonded to the floor inside Room A140?
a. Answer: Yes, the 4” concrete slabs are bonded to the floor. There are rebar dowels connecting them to the existing floor slab. These dowels shall be cut and ground to the existing floor level. However, the large concrete block specimens inside Room A140 are not bonded to the floor or to the 4” slabs. The large concrete specimens are resting on plywood sheets. Additional care shall be taken by the Contractor to not damage existing gas line on the East wall during demolition activities.
7. Can the government confirm if we should follow the instructions provided in the description on SAM.gov as there is no separate instruction attachment?
a. Answer: The government confirms that Contractors shall follow the “Instructions to Offerors” stated in the solicitation in submitting their quotation.
8. Is there a pricing sheet the government would like us to use?
Answer: Yes. Attached to this Amendment is a Pricing Spreadsheet that contractors are required to complete and submit with their quotation. The Pricing Spreadsheet amends the Instructions to Quoters in the solicitation and is a requirement to be included with any quotation submitted.
9. The wage scale included in the solicitation does not appear to be a construction wage determination, and the scope of work will dictate construction trades. Further, it does not appear that fringe benefits are listed. Please clarify and/or provide an updated wage determination.
a. Answer: Attached is DBA Wage Determination (WD) 20240053 (revised 5/17/2027) and this replaces the previous WD that was included in the solicitation.
10. Are there any other noise restrictions in or around the building A140?
a. No. There are no other noise restrictions other than what is described in the solicitation and SOW.
11. Is there a pre-qualification submission that is required prior to the bid submission?
a. No, there is no pre-qualification submission required.
12. Are lights available to perform the demolition and removal activities?
a. Contractors shall be required to providing lighting in the performance of work.
Limited lighting exists inside room A140 and may not provide sufficient lighting.
No lighting exists outside; however, outlets are available adjacent to the building for contractors to use in providing their own lighting.
b. Please see the revision incorporated in the SOW under General requirements.
13. Can commercial equipment enter the Main Gate after 4:30 PM?
