About this file
This is Amendment Six to Request for Proposals 2025-0200-0177 / 02-101-25 issued by the State of Alaska Department of Administration, Division of Retirement and Benefits, for Pharmacy Benefit Manager (PBM) services. The amendment modifies RFP Section 5.01 Summary of Evaluation Process to establish a consistency review procedure following the initial Proposal Evaluation Committee (PEC) meeting. Under the new process, after PEC members submit their final technical proposal scores, a consultant's consistency review team will examine proposals for inconsistencies and may develop clarification questions. Offerors will receive a 24-hour response deadline to address only the specific clarifications requested and may not supplement other proposal sections. The PEC may convene an additional meeting to discuss technical clarifications, during which members may adjust their initial scores with written justification. Cost will not be discussed during clarification meetings. All score changes must be documented by the procurement officer, and technical scoring becomes final once the PEC meeting concludes.
The amendment requires offerors to sign and return the document page to acknowledge receipt. All other RFP terms and conditions remain unchanged. The original RFP solicits PBM services for the State of Alaska's AlaskaCare health plans covering approximately 86,900 members with an estimated budget of $65 million to $85 million. The contract term runs from January 1, 2027, through December 31, 2029, with eight potential one-year renewal options and a six-month implementation period. Proposals were due December 15, 2025, at 11:00 AM Alaska Time, with the last day for question submittal on November 10, 2025. The current PBM contractor is Optum Rx. Notably, a Notice of Cancellation was subsequently issued for this RFP, making the amendment moot despite its March 6, 2026, issuance date.

Changes to the RFP:
Change 1: RFP Sec. 5.01 Summary of Evaluation Process
REMOVE:
7. At the end of the PEC meeting, the PEC members will submit their final technical proposal scores to the procurement officer.
REPLACE:
7. At the end of the PEC meeting, the PEC members will submit their final technical proposal scores to the procurement officer. Once submitted, the consultant’s consistency review team will review the proposals to ensure consistency among proposal documents. If inconsistencies or questions are identified, clarification questions may be developed by the consulting firm. The procurement officer will provide the questions to each offeror with a deadline for the submission of responses. Generally, offerors are given 24 hours to respond. Offerors are only permitted to clarify portions of their proposal related to the questions provided to them. They may not supplement any other section of their proposal.
If needed, the PEC may hold an additional PEC meeting to allow discussions of technical clarifications received. As with the initial PEC meeting, all PEC members and the consulting firm, acting as the technical consultant (non-voting member), must be in attendance.
Like the initial PEC meeting, the PEC may discuss any clarified information related to the technical proposal, and PEC members may adjust their initial technical score based on the discussion. Scoring will remain independent for each PEC member. Cost will not be a discussion item during this meeting.
The procurement officer is responsible for chairing this meeting. Any changes to final technical scores must be justified on each PEC member’s score sheet. If final scores are changed as a result of this discussion, the original technical score will be removed, and the new score will be entered and accompanied by a written justification. All score changes will be documented by the procurement officer.
At the end of the PEC meeting, technical scoring is final, and PEC members will provide all score sheets to the procurement officer for final tabulation.
