About this file
This is Amendment Five to Request for Proposal 2025-0200-0177 / 02-101-25 issued by the State of Alaska, Department of Administration, Division of Retirement and Benefits, for Pharmacy Benefit Manager (PBM) Services. Amendment Five, dated December 10, 2025, provides clarification on questions and answers submitted by potential offerors regarding proposal submission requirements. The RFP solicits proposals for comprehensive PBM services for three distinct AlaskaCare health plans covering approximately 86,900 members with annual prescription volumes exceeding 1.6 million claims and total drug costs around $992 million. The contract term is set from January 1, 2027, through December 31, 2029, with eight potential one-year renewal options and a six-month implementation period. The last day for question submittal was November 10, 2025, with proposals due December 15, 2025, at 11:00 AM Alaska Time.
Amendment Five addresses critical submission requirements, including confirmation that only Submittal Form L must be included in the Cost Proposal, while Submittal Forms M Parts 1 and 2 must be included in the Technical Proposal. The amendment clarifies anonymity requirements for offerors, mandating that program and product names be anonymized in all required submittal forms, including Forms B-E, G, and K, and that responses to the Scope of Work Section 3 must also maintain anonymity. Offerors are responsible for ensuring compliance with anonymity requirements and must use their best judgment where specific guidance is not provided. The estimated budget for this project ranges from $65 million to $85 million, with proposals exceeding $100 million considered non-responsive. The state requires 100% pass-through of rebates for all three plans. The current PBM contractor is Optum Rx, with the existing contract in place since January 1, 2019. All amendments must be signed and returned with proposals, and failure to do so may result in rejection.

Questions submitted by potential offerors and answers from the state:
Question 1:
Re: Section 1.08 Return Instructions, should Offerors submit only Submittal Form L as a part of the “Cost Proposal” submission, or does this also include Submittal Form M Part 1 and Part 2?
Answer:
Yes. Only Submittal Form L must be included in the Cost Proposal. Submittal Form M, Part 1 and Part 2, must be included in the Technical Proposal.
Question 2:
A) Re: Section 4.02 Special Formatting Requirements, are Offerors expected to include program/product names or should we anonymize them? For example, programs we would include on the Clinical Programs tabs in Submittal Form G or items we want to respond with for Submittal Forms B-E.
B) Since Submittal Form K is included on the list of required forms to be anonymous, how should Offeror’s complete column C of that form if we cannot list their name?
C) Also, although it is not included on the list of submittal forms required to be anonymous, are Offeror’s responses to the Scope of Work Section 3 required to be anonymous given the edit from Amendment One, question 17 to provide a response document for that section of the RFP?
Answer:
A) Offerors must anonymize program names where necessary. Offerors are responsible for ensuring that all submitted materials comply with the anonymity requirements outlined in the RFP. Offerors must use their best judgment to meet these requirements. No additional guidance will be provided beyond the requirements stated in the solicitation.
B) Column C of Submittal Form K is designated for listing subcontractor names. Offerors are responsible for ensuring that all submitted materials comply with the anonymity requirements outlined in the RFP.
Offerors must use their best judgment to meet these requirements. No additional guidance will be provided beyond the requirements stated in the solicitation.
C) Yes. Offerors must address the full scope of work in their Submittal Forms, which must be kept anonymous.
