REQUEST FOR INFORMATION (RFI)/ SOURCES SOUGHT

Title: ADVANCED MANUFACTURING COLLABORATIVE FACILITY

ACQUISITION

THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. THIS IS A REQUEST FOR

INFORMATION (RFI) ONLY.

No solicitation is available. This RFI/Sources Sought is released pursuant to Federal Acquisition

Regulation (FAR) 15.201(e), Exchanges with Industry Before Receipt of Proposals, and is issued for the purpose of conducting market research in accordance with FAR Part 10.

The U.S. Department of Energy (DOE), Office of Environmental Management (EM), is currently in the acquisition planning stage for the Advanced Manufacturing Collaborative (AMC) Facility acquisition to be located/constructed on the campus of the University of South Carolina-Aiken in

Aiken, South Carolina.

DOE has aging government-furnished facilities that the Savannah River National Laboratory

(SRNL) utilizes to support the performance of DOE mission needs. Specifically, the DOE needs safer, more cost-effective nuclear chemical manufacturing technology, facilities, and expertise to: 1) complete the safe cleanup of radioactive and chemical waste from Cold War activities including nuclear and energy research; and 2) comply with legally enforceable environmental regulatory requirements.

The commercial chemical and manufacturing sector currently uses a range of proven, advanced technologies which deliver significant improvements in cost, worker and process safety, product quality, environmental stewardship, and workforce training. Adoption and utilization of these technologies is needed by EM to better manage risk, improve program performance, increase safety posture and reduce life cycle costs and schedule.

To meet these challenges, the DOE needs an AMC facility that will provide a modern, accessible

Research and Development (R&D) environment to integrate and exploit the unique attributes of national laboratories, commercial entities, and educational institutions, to stimulate innovative thinking and to adapt innovative technologies to accomplish DOE missions. The AMC Facility concept envisions a facility that accommodates a suite of public spaces that are not to be managed as Property Protection Areas (PPAs), which are secure areas, and governments spaces that are to be managed as PPAs.

The purpose of this RFI is to solicit input via capability statements from interested parties with the specialized capabilities necessary to meet the requirements of the draft Statement of Work

(SOW), which provides the information necessary to design and build new laboratory and office space for DOE that will consolidate some existing SRNL functions and expand additional functions in a modern, state-of-the-art building, suitable for advanced manufacturing research and development, with an emphasis on chemical manufacturing. The resulting R&D facility will be efficient from an operational and space utilization perspective, conducive to laboratory, university and industry collaboration, and will include office, classroom and conference space.

Within these capability statements, the DOE is seeking feedback from offerors and other interested parties regarding opportunities for innovative design approaches for the performance of the attached draft SOW, as well as insight into potential contracting alternatives. This market research will assist DOE with identifying interested and capable sources, and in developing its resulting acquisition strategy. Key market research goals include identifying and minimizing barriers to competition, evaluating small business capabilities, identifying risks, defining potential requirements, completion schedules, contracting alternatives, and identifying appropriate terms and conditions.

The DOE Environmental Management Consolidated Business Center (EMCBC) has created a procurement website providing additional information which may be viewed at https://www.emcbc.doe.gov/seb/AMCFacility.

Information posted on the procurement website will be updated as it becomes available;

therefore, interested parties should continuously monitor the procurement website for additional information. DOE will not respond to, or post on the procurement website, any written or verbal questions or comments pertaining to the RFI package. However, the comments received will be considered when preparing the acquisition plan and any resulting Request for Proposal that may be issued for this requirement.

The DOE will determine whether or not the requirements can be set-aside for small businesses, 8(a) small businesses, small disadvantaged businesses, economically disadvantaged women-owned small businesses, women-owned small businesses, HUBZone small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses, or Alaska Native

Corporation and/or Tribal Owned Corporations. Small businesses believing that they have the capability to perform all or a portion of the work in the draft SOW are encouraged to demonstrate such capabilities by submitting a capability statement in accordance with the instructions below. Information provided in response to this RFI will also help shape small business subcontracting requirements if a small business set-aside is not feasible. The North

American Industry Classification System (NAICS) code for this requirement is anticipated to be

236220, Commercial and Institutional Building Construction, and the corresponding small business size standard is $39.5M.

All interested parties are hereby invited to submit an electronic capability statement of no more than 15 pages with no smaller than 12-point font. Also, electronic file submission must be less than 20 Megabytes. The Government will evaluate each capability statement based on the interested parties’ demonstrated qualifications, capabilities, expertise and past performance in performing the type of work described in the attached draft SOW. More specifically, capability statements shall include the following information as appropriate and as applicable:

1) Identify your business type, business size, and socio-economic status in reference to the projected NAICS code of 236220. If the NAICS code is not currently in your System of

Award Management (SAM) profile, what do you anticipate your business size and socio-economic status will be once the NAICS code is added to your SAM profile? Please suggest an alternate NAICS code if you believe NAICS code 236220 is not appropriate for this procurement.

2) Describe your ability and experience in performing all or part of the work described in the draft SOW. Identify all DOE, other Government (Federal, State or local), or other commercial experience relevant to this sources sought (include contract number, role in the effort (i.e., prime contractor or subcontractor), date, scope, duration, contract value, client, and contracting agency contact).

3) Describe your qualifications including direct experience in the following areas:

construction management; designing and building new laboratory and office space suitable for advanced manufacturing research and development with an emphasis on chemical manufacturing; and building an R&D facility conducive to laboratory, university and industry collaboration that includes office, classroom and conference space to meet the needs of the workforce of today and tomorrow.

4) Describe your qualifications including direct experience in the following areas:

Leadership in Energy and Environmental Design (LEED) energy goals and provide examples of integrated energy strategies from previous clients; ability to integrate environment, safety and health into the design and construction of laboratory and office space; and the use of integrated approaches for successful completion of Design-Build projects or other projects with a similar acquisition approach.

5) Describe your qualifications, including direct experience in the following areas:

designing facilities that can house IT equipment (such as a data center or server closets) and the associated conduit to run cabling such as fiber optics and copper wiring;

designing and building a security area (referred to in DOE as a “PPA”) established for the protection of property against damage, destruction, or theft; implementing access controls to protect government property and facilities; and measures taken to give reasonable assurance of protection which may include physical barriers and signs, access control systems, Protective Force (PF) personnel, Intrusion Detection Systems (IDSs), locks and keys, inspection and search, or administrative procedures.

6) Identify any technical and/or performance challenges and risks in meeting the requirements discussed in the draft SOW. Identify how your organization would maximize the probability of successful performance.

7) The facility will be constructed on the University of South Carolina-Aiken property and may require interface and integration with other site contractors and site offices. Describe your experience in collaborating, integrating, and managing multiple subcontractors that would perform specialty functions (i.e. electrical; IT, civil, etc.), which are required for the successful completion of similar projects.

8) As the AMC facility will be constructed within the property of the University of South

Carolina-Aiken, interaction/collaborations with various entities will be required for the successful execution of the project. Describe your experience in developing working relationships and collaborations with stake holders from various institutional backgrounds that have vested interest in the successful performance of similar projects.

9) Discuss your experience in implementing environmental, safety and health plans related to your (and any teaming partners) work on Federal Government sites or Federal

Government-owned facilities. This discussion should address your approach to addressing requirements such as 10 CFR 851 Worker Safety and Health; 29 CFR 1926

Safety and Health Regulations for Construction; and Integrated Safety Management

System (ISMS).

10) Identify any Organizational Conflicts of Interest (OCI) concerns and/or potential OCIs that you or your teaming partners may have pertaining to the work described in this

RFI/the draft SOW.

11) DOE anticipates that the draft SOW requirements may be solicited utilizing fixed-price contract line items. Please provide input on this requirement being solicited as fixed-price and identify any information required from DOE to support development of a fixed-price proposal for the draft SOW.

12) Highlight any factors that would make competing for this contract desirable or undesirable for your firm, including input on proposal evaluation criteria. Discuss any issues the Contracting Officer should consider when developing the solicitation for this requirement. Additionally, please identify and describe any areas in the draft SOW you believe to be missing or in need of clarification.

13) Provide a high-level estimated completion schedule, with major and interim milestones reflecting completion of scope identified in the draft SOW. Assume an anticipated start date of construction no later than December 2021, and provide all assumptions such as annual funding.

Interested parties are requested to provide name of the firm, or firms if a teaming arrangement, as defined in FAR 9.601(1), being contemplated, as well as the point of contact, phone number, address, socio-economic status, Commercial and Government Entity (CAGE)

Code, and/or a Data Universal Numbering System (DUNS) Number(s) used over the past 5 years for the prime and each contemplated teaming partner. All teams or joint ventures shall identify the socio-economic status of each member and shall provide the capabilities of each member, as well as a description of the work that each member would perform under the contract.

DOE reserves the right to use any or all information submitted by, or obtained from, an interested party in any manner DOE determines is appropriate, including, but not limited to, the creation of a competitive solicitation. An interested party should avoid including any classified, business confidential and/or proprietary information in its response. However, if an interested party must submit such information, the information must be clearly marked accordingly, and the interested party must provide sufficient justification as to why such information is business confidential and/or proprietary. DOE will review said information and safeguard it appropriately.

The Government will not pay for any information that is provided in response to this announcement nor will it compensate any respondents for the development of such information.
