About this file

This Performance Work Statement (PWS) details emergency medical services support for the Joint Base McGuire-Dix-Lakehurst (JB MDL) Open House and Air Show (OHAS) on May 17-18, 2025. The contractor must provide comprehensive medical support, including one EMS Task Force Leader, eight Type III ambulances, one Type I Medical Ambulance Bus, two ALS teams, and associated personnel. Specific staffing requirements include paramedics and EMTs with current New Jersey state certifications, valid driver's licenses, and emergency vehicle operator certifications.

The medical support will cover event hours from 6 am to 7 pm daily, with a potential for extended hours during mass casualty situations. The response area is within the McGuire and Dix boundaries of JB MDL, with the contractor's EMS Task Force Lead reporting directly to the event's Unified Command. Key responsibilities include maintaining designated coverage positions, monitoring assigned radio frequencies, patient transportation as directed, and documenting patient care reports using New Jersey Department of Health, Office of EMS approved record systems. The event anticipates 125,000 daily spectators, and the medical services are intended to augment existing base emergency response capabilities.

1.0 DESCRIPTION OF SERVICES

The JB MDL requires contracted emergency medical services to support an Open House and Air Show (OHAS) with expected daily attendance of 125,000 spectators. Services will augment existing base emergency response capabilities to meet our risk mitigation plans.

2.0 TECHNICAL REQUIREMENTS

2.1. PERSONNEL REQUIREMENTS

2.1.1. The contractor shall provide:

· One (1) EMS Task Force Leader with: Comment by MATTSON, MATTHEW R Lt Col USAF AFMC 305 OG/OHAS: Role of this person? Comment by MATTSON, MATTHEW R Lt Col USAF AFMC 305 OG/OHAS: At minimum, managing and rallying the team here (~22 people). They can provide more than that, and I think it's prudent team management and leadership to have a single leader. Comment by STAVELY, SCOTT R CIV USAF AMC 87 CES/CEF: Should this read: " One each day or (1) leader? I don't believe we need (2) each day. Comment by MATTSON, MATTHEW R Lt Col USAF AFMC 305 OG/OHAS: The increase from one to two is based on a guideline Stephanie Matheson tracked down that says for a team this size (8 crews + 1 bus crew + 2 ALS teams = 11 teams) that 2 leads are recommended (needed?). Comment by MATTSON, MATTHEW R Lt Col USAF AFMC 305 OG/OHAS: Feedback welcomed!

· Current National Registry Paramedic certification

· Minimum five (5) years ALS experience

· Valid driver's license with emergency vehicle operator certification

· It is up to the contractor to provide leader transportation

· With each ambulance:

· Two (2) NJ or National Registry Licensed Emergency Medical Technicians (EMTs)

· Valid driver’s license with emergency vehicle operator certification

· Two (2) certified and current Paramedics

· Current certifications per New Jersey state requirements

· Each team will provide one vehicle for their transportation and response needs

2.2. EQUIPMENT REQUIREMENTS

· Eight (8) Type III ambulances meeting KKK-A-1822 specifications Comment by MATTSON, MATTHEW R Lt Col USAF AFMC 305 OG/OHAS: Stephanie and team review for need and accuracy Comment by MATHESON, STEPHANIE A CIV USAF AMC 87 CES/CEX: making changes and highlighting as I do.

· Event’s Morning Situational Brief: prior to 7 am daily

· Operational Shift: 7 am to 7 pm daily

4.0 PLACE OF PERFORMANCE

· Joint Base McGuire-Dix-Lakehurst Passenger Terminal: 1706 Vandenberg Ave, JB MDL, NJ 08641

· Base Checkin at JB MDL: Checkpoint 9 (commercial gate) for contractor access

· Access during operational hours through Arnold Gate

· Staging locations designated by Unified Command

· Response Area: Within the McGuire and Dix boundaries of JB MDL Comment by STAVELY, SCOTT R CIV USAF AMC 87 CES/CEF: Should this read: "Typically responds within the borders of JB MDL McGuire & Dix and as directed by Unified Command". Comment by MATTSON, MATTHEW R Lt Col USAF AFMC 305 OG/OHAS: Good question: Are you aiming to limit to Dix & McGuire on JBMDL (no Lakehurst) or broaden it to more areas?

I've modified the statement to Dix and McGuire only, on an assumption. I've learned from our contracting reps that "typically" isn't a good word to use if we can provide concrete boundaries. If you were aiming to expand the response area rather than limit it, please reply. Comment by MATTSON, MATTHEW R Lt Col USAF AFMC 305 OG/OHAS: We're going to go with the borders of Dix and McGuire, not just OHAS designated areas.
