About this file
This is a Single Source/Brand Name Justification Form for simplified acquisitions under $250,000, completed by a federal agency to justify procurement of the Amatrol 950-SH1 Steam Systems 1 Learning System through a single source vendor.
The acquisition requires an Amatrol 950-SH1 Steam Systems 1 Learning System with model dimensions of 82"H x 32"W x 92"L, which includes industrial-grade components: an electric boiler, blow-down separator, condensate feedwater system, and condensate removal system. The 3E131 Course Development team determined this specific unit aligns with the course Specialty Training Standard and is the only system capable of meeting requirements for advanced steam systems education. Market research confirmed no other suppliers can provide a fully integrated learning system with these industrial-grade components within a single training unit. The system must operate on the facility's 3-phase, 208 VAC electrical infrastructure. Tech-Labs is identified as the sole source vendor for this trainer. The justification cites FAR 6.302-1 (only one responsible source), as no other commercially available trainer provides hands-on experience with the required integrated electrical boiler, blow-down separator, and condensate feed-water systems essential for technicians to achieve qualifications outlined in the Career Field Education Training Plan (CFETP). The acquisition is mission-critical for ensuring personnel achieve required steam system operations certifications and CFETP compliance. The justification was signed and approved by the Resource Advisor (26 Feb 2026), Director of Ops (27 Feb 26), Contracting Officer (27 Feb 26), and Contracting Section Chief.

For the following questions, please provide all information available, as specifically as possible.
1. What is the good or service required? (Please provide all model numbers and other identifiers as they are available.)
This purchase requires a Single Source Justification. The good or service requested can only be procured through one specific entity because of its manufacture or other specifications. By checking this box, the requester asserts that adequate market research has been performed to reach this determination.
This purchase requires a Brand Name Justification. Due to pre-existing equipment or technical specifications, a specific brand of the given good or service is required to satisfy the need. By checking this box, the requester asserts that adequate market research has been performed to reach this determination.
2. What market research was conducted to come to the conclusion that a Single Source/Brand
Name justification is necessary?
3. Are there any substitutes or equivalent items that could meet mission requirements? If no, please explain.
4. What is the specific reason for this Single Source/Brand Name Justification? Please include all applicable technical orders, executive orders, Air Force regulations, and any other documentation.
5. FAR 6.302 et seq. identifies the following circumstances which permit other than full and open competition. Please select the option most applicable and then explain.
There is only one responsible source and no other supplies or services will satisfy agency requirements (FAR 6.302-1).
There is an unusual and compelling urgency such that injury to the agency may result (FAR
6.302-2).
A particular source is necessary for Engineering, Developmental, or Research Capability purposes (FAR 6.302-3).
A particular source is mandated by International Agreement (FAR 6.302-4).
A particular source is authorized or required by Statute (FAR 6.302-5).

Question 2 Response: The 3E131 Course Development team has researched/determined that the 950-SH1 is the unit that aligns with the course Specialty Training Standard. Extensive research was conducted to identify a training system capable of meeting our specific requirements for advanced steam systems education, leading to the conclusion that a single-source justification is necessary. The research criteria mandated a fully integrated learning system that includes industrial-grade components to ensure technicians gain realistic, hands-on experience. Specifically, the required system had to include an industrial electrical boiler, a blow-down separator, a condensate feed-water system, a condensate removal system, and a process water heat system, all within a single training unit. Furthermore, a critical and non-negotiable technical requirement is the unit's ability to operate on our facility's 3-phase, 208 VAC, 60 Hz, 60 Amp electrical service. Our analysis concluded that the Amatrol 950-SH1 Steam Systems 1 Learning System is the only commercially available product that integrates all of these specified industrial subsystems and meets the precise power requirements. No other manufacturer provides a comparable all-in-one trainer with these real-world components and electrical specifications, making it the sole product that can fulfill our training objectives.
Question 3 Response: The Amatrol 950-SH1 Steam Systems 1 Learning System must be procured through Tech-Labs, as they are the sole source vendor. To date, no other supplier has demonstrated the capability/availability in providing this specific trainer.
Question 4 Response: The 3E131 Training Manager has formally verified that the Amatrol 950-SH1 Steam Systems 1 Learning System is the only training platform that satisfies the comprehensive requirements for steam system operations as mandated by the Specialty Training Standard (STS) within the Career Field Education Training Plan (CFETP). This verification confirms that no other commercially available trainer provides the required hands-on experience with industrial-grade components—such as an integrated electrical boiler, blow-down separator, and condensate feed-water system—that are essential for our technicians to achieve the qualifications outlined in the training plan. Therefore, the acquisition of this specific trainer is mission-critical for ensuring our personnel are certified and compliant with CFETP standards.
