June 16, 2026
Thank you for attending the Pre-Bid Meeting. The following clarifications and amendments should be noted and incorporated into the bid documents:
1. Item 4.0, Appendix A Table 1.0, has been updated for features W01 and W06.
Updates are indicated by the yellow highlighted text.
● The requirements for the ramp have been updated so that the contractor can construct the ramp in whichever way is safest.
● The wattle length required for W06 has been changed to ten (10) linear feet.
2. Item 3.0 Sediment and Erosion Control, total length of wattles has been changed to 1,150 LF.
3. Item 6.0, Revegetation, has been increased to one (1) acre to account for disturbance caused by equipment moving and material hauling.
4. The Trinidad landfill is nearest to the Walsen Project Location. The landfill is located at 2401 North State, Trinidad, CO 81082

Contractor Questions:
1. Looking where it says equipment that is intended to be used under bid item. Who would preapprove this? The project manager will pre-approve any deviations from the specifications outlined in the Special Conditions.
2. Is it the project manager approving it if additional time is needed? Yes, the project manager will be responsible for approving any alterations to the project schedule.
3. What if my equipment can do the job and is just a smaller size than what is listed? I just want to understand a little bit more. So long as the work completed meets the specifications outlined in the bid document, it is ok if your equipment is not the exact size mentioned in the bid document.
4. Could we get clarification on fill specs? Could fill dirt be used? For the purposes of this bid imported fill must consist of a hard, durable, and well graded material with a median diameter of twelve (12) inches and sufficient finer partials to minimize the presents of voids. The contractor shall bid on this project assuming all features will be backfilled with imported fill that meets the specifications outlined above without exception. General Bid Specifications 2009, Section 2.0.
5. Will an engineer's estimate be provided? DRMS does not disclose the engineer’s estimate.
6. Do haul roads need to be ripped and seeded? Yes, all areas disturbed during reclamation work will require revegetation per specifications in Item 6.0 of the Special Conditions.
7. Concerning fill dirt: Can common fill dirt with 3–8-inch rock be used, as “rockfill is not required” is stated in the Work Description? For the purposes of this bid imported fill must consist of a hard, durable, and well graded material with a median diameter of twelve (12) inches and sufficient finer partials to minimize the presents of voids. I will not accept any deviations from the standard specifications outlined in the General Bid Specifications 2009, Section 2.0 as it could give one contractor an unfair advantage over another.
8. KMZ File: On the day of the bid walk through, 6-9-26, a KMZ file was mentioned that could be sent for feature I.D.# 748 RH-03 so we could see the debris to be removed from that site. Could that be sent to us? See attached documents.
9. Could we get the Engineers estimated cost for this project sent to us? See answer to question 5.
10. Monolithic Plug: What size rockfill will be required to be placed with the concrete in feature W08 for the monolithic plug? Rockfill shall have a minimum diameter of twelve (12) inches. Section 7.4 Materials of the General Bid Specifications 2009.
11. Haul road: As discussed on walk through, if a temporary haul road is cut from County Road 340 to feature W05, for backfilling the 3300 plus yards of imported material, will the temporary road need to be roughened up and seeded, or just replace topsoil back to original grade and smooth out? See answer to question 6.
12. Material import: If hauling in materials into different features causes a disturbance by creating a “two track” from truck traffic, what would be the cause of action to repair these areas? All areas disturbed during reclamation work will require revegetation per specifications in Item 6.0 of the Special Conditions.
13. As we excavate these different features, do we need to retain the top foot of topsoil to replace over the fill material we haul in, and any disturbed areas that may be created? Yes, you do need to set aside six (6) inches to one (1) foot worth of the native soil to place atop the imported fill material. See section 2.5.1 of the General Bid Specifications 2009.
14. Can DRMS provide any additional details, drawings, or specifications regarding the monolithic plug closure feature, including dimensions, expected concrete quantities, and rockfill requirements? Table 1.0 and 2.0 in Appendix A list all feature dimensions, quantities, and rockfill requirements. Specifications for the monolithic plug can be found on page 1 of the bid document under Additional Attachment & Links. Click the link entitled ‘General Bid Specifications, 2009’ Section 7.0 outlines the requirements for constructing a monolithic plug.
15. For the monolithic plug feature, does DRMS anticipate that concrete placement can be completed using standard ready-mix truck access, or should contractors anticipate alternative placement methods? See section 7.5.4 (Page 7-2) in the General Bid Specifications 2009 for concrete placement requirements.
16. What are the anticipated working hours for this project, and are there any restrictions regarding weekend or holiday work? See page 4 of the Special Conditions. As mentioned in the pre-bid, the contractor may work for long as they like so long as they provide the project manager with the intended work hours prior to the start of the project.
17. If Davis-Bacon prevailing wage requirements apply to this project, are all subcontractors performing work under the contract also required to comply with the applicable prevailing wage rates and certified payroll reporting requirements?
Yes.
18. If certified payroll reporting is required under these circumstances, are subcontractors responsible for submitting their own weekly payroll reports directly to the prime contractor, or directly to DRMS? The certified payroll forms must be provided to the project manager on a weekly basis. How the contractor chooses to provide the project manager with the certified payroll forms is their choice.
19. For the imported fill required on the six features, are there any restrictions regarding the source of the material, testing requirements, or haul distances?
See section 2.0 of the General Bid Specifications 2009 for requirements for backfilling with imported fill.
20. Will DRMS require documentation demonstrating that imported fill material meets specific engineering or environmental standards? DRMS will not require documentation. Imported fill will be inspected and approved by the Project Manager. See section 2.0 of the General Bid Specifications 2009 for requirements for backfilling with imported fill.
21. Can DRMS clarify the required specifications for imported fill, including gradation requirements, acceptable material types, and whether the material must meet any testing or compaction standards? See section 2.0 of the General Bid Specifications 2009 for requirements for backfilling with imported fill. DRMS will not conduct compaction testing. The contractor will compact each one (1) foot lift by passing over each lift no less than three (3) times in multiple directions with the equipment the contractor has onsite.
22. Will DRMS accept equipment rental agreements as sufficient documentation for the List of Equipment Offered form when equipment is not currently owned by the bidder? Yes.
23. Can DRMS confirm whether there are any pre-approved manufacturers or suppliers for the required biodegradable excelsior wattles, or may the contractor procure wattles from any supplier provided the product meets the project specifications and receives Project Manager approval? The contractor may procure wattles from any supplier provided the product meets the specifications mentioned in bid item 3.0. Any deviations must be approved by the project manager prior to the contractor purchasing the wattles.
24. Will any testing or inspection of the monolithic plug concrete be required, and if so, who will be responsible for arranging and paying for those services? As per Table 1.0 in Appendix A, the DRMS project manager will take cylinder samples of the concrete mixed for the monolithic plug. DRMS will be responsible for testing the concrete cylinders. All other requirements for concrete used in the monolithic plug can be found in Section 7.0 of the General Bid Specifications 2009.
25. Will DRMS require documentation of the volume of imported fill delivered to the site, such as haul tickets or load counts, for payment verification? Yes, haul tickets and/or load counts will be accepted for payment verification.
All terms and conditions of the Documented Quote other than as changed by this amendment remain the same.
Receipt and acceptance of this amendment shall be acknowledged on the bid schedule where noted and by submitting the Revised Bid Schedule.
