About this file
This is an Emergency Purchase Statement filed by the State of Illinois Chief Procurement Office for General Services, involving the Abraham Lincoln Presidential Library & Museum (ALPLM) located in Springfield, Illinois. ALPLM requested emergency procurement of ETC Track Lighting equipment for a new Citizen City exhibit scheduled to open in the coming year. The lighting equipment is essential to the functionality and effectiveness of the exhibit. An initial bid (B-52190) was publicly posted to all vendors in NIGP category 85553, resulting in only one bid received. Theatrical Lighting Connection, the sole bidder, was selected as the vendor. The emergency purchase was authorized on June 11, 2026, and was classified as an "Avoid Lapsing" emergency condition under Section 20-30(d) of the Illinois Procurement Code.
The total contract amount is $120,000.00, with funding sourced from federal grant funds that expire on August 31, 2026. The emergency purchase was necessary because ALPLM had exhausted all available extensions on the grant and could not utilize state-appropriated funding for this equipment. The purchasing process was delayed due to staffing shortages in ALPLM's fiscal department during most of FY26, which prevented timely action on the procurement request. Regarding Business Enterprise Program (BEP) certification requirements, ALPLM documented that the equipment can only be purchased through authorized resellers, and no authorized resellers meeting BEP criteria were available. Although the Chief Equity Officer initially denied a waiver for BEP participation, ALPLM proceeded with the emergency purchase to preserve the grant funding before the August 31, 2026 deadline.

| TextField2: ALPLM placed this for bid on B-52190. One bid was received. The equipment needed can only be purchased through authorized resellers. As such, the vendor was unable to find any BEP subcontractors. However, CEI did not approve this reasoning and denied the waiver. There is no option to appeal. ALPLM is in need of this equipment for a new children's exhibit set to open next year. This lighting equipment is to be paid from a grant that expires August 31, 2026. If we do not spend these funds, they must be returned to the grantor. ALPLM had already asked for several extensions on this grant and no more will be given. Further, for most of FY26, ALPLM Fiscal was short-staffed and did not have a full time procurement person, and accordingly, no action was able to be taken on this procurement request until recently. The agency does not have the budget to pay for this equipment out of its appropriated state funding. |

This equipment will be an important part of the new exhibit and without it, the exhibit will not be effective to its fullest potential. |
