About this file
This is a Request for Proposals (RFP) issued by Washington County, Oregon, for preliminary engineering, design, and related architectural and engineering services for the Aloha Access Improvements Project. The County is soliciting qualified consultant firms to develop 30% level designs for sidewalk infills on three separate segments: SW 187th Avenue between SW Johnson Street and SW Tualatin Valley Highway, SW 182nd Avenue between SW Johnson Street and SW Tualatin Valley Highway, and SW 174th Avenue between SW Arborcrest Way and SW Tualatin Valley Highway. The scope also includes design of an enhanced pedestrian crossing at SW 185th Avenue and SW Cascade Drive. All sidewalk designs must comply with Metro criteria requiring a minimum total width of 8 feet for sidewalks and buffers, with buffers potentially consisting of drainage ditches, parking, or other acceptable alternatives. The design work will address stormwater management considerations and impacts to existing vegetation. Proposals were released on November 14, 2025, with a deadline for questions on November 28, 2025, and proposal responses due by December 5, 2025, at 5:00 PM. The County anticipates awarding a single contract and will make the final determination on how many of the three sidewalk segments will be constructed based on the consultant's recommendations and available funding. The estimated project construction cost is $3,292,485, with a scheduled construction bid-let date in March 2028 and estimated A&E services completion date of December 2028.
The estimated cost range for the architectural and engineering services is $700,000 to $1,400,000, subject to negotiation with the selected proposer. A Statement of Work will be developed and finalized with the selected consultant for inclusion in the contract. The project will be funded through the Regional Flexible Fund Allocation from Metro, with local matching funds from the Major Streets Transportation Improvement Program (MSTIP) Opportunity Fund and federal funding through the Oregon Department of Transportation (ODOT). The RFP specifies that proposers must demonstrate the ability to self-perform at least 51% of the contract value and comply with Disadvantaged Business Enterprise (DBE) participation goals. Proposals must not exceed eight pages of written material (excluding biographies and brochures) and must use a minimum 12-point font with 1-inch margins. Electronic submissions are required through the County's procurement portal, and the County reserves the right to reject any or all proposals and to waive informalities in its best interest. All proposers must certify compliance with Oregon tax laws and provide current Certificates of Insurance (Accord form) indicating their existing coverage levels, which the County may consider reducing.

Aloha is an unincorporated community in Washington County, Oregon. The Aloha Access Improvements Project will design sidewalk infills on SW 187th Ave. between SW Johnson St. and SW Tualatin Valley Hwy., on SW 182nd Ave. between SW Johnson St. and SW Tualatin Valley Hwy., on SW 174th Ave. between SW Arborcrest Way and SW Tualatin Valley Hwy., and an enhanced pedestrian crossing of SW 185th at SW Cascade Dr.
The design of the sidewalk infills will first only be taken to a 30% level design. The project will follow criteria set by Metro which includes a sidewalk width and/or buffer for a minimum total of 8-feet. The buffer maybe a drainage ditch, parking or other acceptable proposals. Please refer the original grant application included in this RFP for more detail. The 30% level design will provide a detailed understanding of impacts and costs to deliver each of the 3 sidewalk infills.
The Agency will seek recommendations from the consultant, but ultimately the decision will be made by the agency on whether all 3, 2 of the 3, or only 1 sidewalk infill will be delivered through right-of-way acquisition and construction with the available funding.
Aloha Access Improvements: SW 174th Ave – SW 187th Ave
Stormwater will be a large factor with the sidewalk infills as well as the established trees along the roads. Stormwater is currently primarily managed through ditches along the road.
The enhanced pedestrian crossing of SW 185th Ave. at SW Cascade Dr. will be design and constructed. The previous crossing analysis for this intersection is provided as an attachment with this RFP.
