About this file

The document is a Washington County Arterial Pedestrian Crossing Project Screening Memorandum for Site #10, located at SW 185th Avenue and SW Cascade Drive in Oregon. The memorandum provides a comprehensive analysis of a potential pedestrian crossing, examining various aspects such as roadway configuration, land use, demographics, traffic volumes, and pedestrian/bicycle activity. The study was conducted by Kittelson & Associates, Inc. in May 2017, with the primary goal of evaluating the need for an enhanced pedestrian crossing at the intersection.

The analysis reveals that SW 185th Avenue is a five-lane arterial street with a posted speed limit of 45 mph, carrying approximately 26,711 daily vehicles. The current pedestrian and bicycle volumes are low, with only 4 pedestrians and 0 bicyclists observed during the study period. Despite the low existing volumes, the report recommends a long-term strategy to install an enhanced crossing with pedestrian hybrid beacons (PHBs), high-visibility pavement markings, signs, and ADA-compliant ramps. This recommendation is based on factors such as the presence of residential land uses, transit stops, social equity considerations, and the potential for future growth in pedestrian and bicycle activity. The sensitivity analysis suggests that the crossing could accommodate up to 92 pedestrians/bicyclists and more than 2,148 vehicles during peak hours before requiring a higher level of treatment.

Gap Analysis NCHRP Report 562 methodology was applied to the potential crossing under existing traffic conditions. This table summarizes the existing morning and evening peak hour traffic volumes at the crossing site.

Time period Morning Peak Hour Evening Peak Hour

Peds Vehs Peds Veh

Pedestrian/Vehicle Peak 1 1,670 1 1,790

Assessment of the traffic volumes shown above indicates that an enhanced crossing is NOT supported under the methodology under existing conditions. Attachment G contains the analysis worksheets.

However, based on the potential increase in pedestrian/bicycle generators, the crossing will likely attract and exceed the minimum number of pedestrians needed to justify an enhanced crossing.

Sensitivity Analysis (Future Conditions): The results of the sensitivity analysis indicate that an enhanced crossing with “red” crossing treatments can accommodate up to 92 pedestrians/bicyclists and more than 2,148 vehicles (or 20% growth) during the peak time period before justifying a higher level of treatment.

Recommendations Near-term: Monitor traffic conditions in the site vicinity to determine if/when pedestrian/bicycle activity justifies an enhanced crossing.

Long-Term: Install an enhanced crossing on the north and south legs of the SW 185th Ave/SW Cascade Dr Intersection. The types of crossing treatments include:

» PHBs mounted overhead at the north and south legs of the intersection

» High visibility pavement markings across the north and south legs of the intersection per the MUTCD

» High visibility signs along the south- and northbound approaches of the intersection per the MUTCD

» ADA-compliant pedestrian ramps at both ends of the crosswalks per County standards

» Evaluate light levels at the crossing and relocate or install new street lighting as appropriate

Figure 10-1 illustrates an enhanced crossing at the SW 185th Ave/ SW

Cascade Dr intersection with the long-term recommendations.

Screening and Prioritization Land Use: The combination of residential land uses and transit stops on both sides of the roadway indicates that an enhanced crossing would moderately support adjacent land uses.

Safety: SW 185th Ave is a five-lane street with relatively high traffic volumes and travel speeds. Therefore, an enhanced crossing would improve safety for pedestrians/bicyclists.

Social Equity: A relatively high percentage of residents are under the poverty line and/or are minorities; therefore, an enhanced crossing would promote social equity.

Connectivity: SW 185th Ave is an arterial and is designated as a truck route, a pedestrian parkway, and an enhanced major street bikeway.

Also, the nearest controlled intersection/pedestrian crossing is located less than 1/4 mile to the north. Therefore, an enhanced crossing would moderately improve connectivity.

Gray fields are automatically calculated and should not be edited.

Tan fields are adjustments that are filled out only under certain conditions (follow instructions to the left of the cell).

[Calculated automatically] Minimum required peak hour pedestrian volume to meet traffic signal warrant

Posted or statutory speed limit (or 85th percentile speed) on the major street (mph)

Major road flow rate (veh/s), v

Treatment Category: RED

Step 5: Select treatment based up on total pedestrian delay and expected motorist compliance.

Total pedestrian delay (h), Dp The value in 4h is the calculated estimated delay for all pedestrians crossing the major roadway without a crossing treatment (assumes 0% compliance). If the actual total pedestrian delay has been measured at the site, that value can be entered in 4i to replace the calculated value in 4h.

The intersection of pedestrian volume and vehicle volume cannot be seen because the vehicle volume exceeds the limits of the graph.

This worksheet provides general recommendations on pedestrian crossing treatments to consider at unsignalized intersections; in all cases, engineering judgment should be used in selecting a specific treatment for installation. This worksheet does not apply to school crossings.

In addition to the results provided by this worksheet, users should consider whether a pedestrian treatment could present an increased safety risk to pedestrians, such as where there is poor sight distance, complex geometrics, or nearby traffic signals.
