Statement of Work (SOW) Project: Roundup Ready Alfalfa Seed

GENERAL INFORMATION

1.0 Scope of Work: The Prairie du Sac farm requires Roundup Ready alfalfa seed to grow high quality alfalfa forage for dairy cows. The farm needs 66 50lb bags of Pioneer 54VR10 alfalfa seed.

2.0 Background: Roundup Ready Alfalfa seed is needed to grow high quality forage for dairy cattle.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks: The vendor must specialize or have a depth of experience in providing high quality Roundup ready alfalfa seed. The variety 54VR10 must be a 4 fall dormant, have a 35 DRI rating, be highly resistant to all the major diseases including bacterial wilt, verticillium wilt, fusarium wilt, anthracnose, phytophthora root rot, and Aphanomyces root rot (Race 1 and Race 2).

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(a)Equal opportunity clause. The Contractor shall abide by the requirements of the equal opportunity clause at 41 CFR 60- 741.5(a), as of March 24, 2014. This clause prohibits discrimination against qualified individuals on the basis of disability, and requires affirmative action by the Contractor to employ and advance in employment qualified individuals with disabilities.

AGAR 452.236-76 Samples and Certificates (FEB 1988) When required by the specifications or the Contracting Officer, samples, certificates, and test data shall be submitted after award of the contract, prepaid, in time for proper action by the Contracting Officer or his/her designated representative. Certificates and test data shall be submitted in triplicate to show compliance with materials and construction specified in the contract performance requirements.

Samples shall be submitted in duplicate by the Contractor, except as otherwise specified, to show compliance with the contract requirements. Materials or equipment for which samples, certifications or test data are required shall not be used in the work until approved in writing by the Contracting Officer.

COMMERICAL ITEM CONTRACT PROVISIONS

FAR 52.204-8 -- Annual Representations and Certifications (Mar 2020) (a)

(1) The North American Industry classification System (NAICS) code for this acquisition is 111998.

(2) The small business size standard is $1 Million.

(3) The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is $1 Million.

(b)

(1) If the provision at 52.204-7, System for Award Management, is included in this solicitation, paragraph (d) of this provision applies.

(2) If the provision at 52.204–7, System for Award Management, is not included in this solicitation, and the Offeror has an active registration in the System for Award Management (SAM), the Offeror may choose to use paragraph (d) of this provision instead of completing the corresponding individual representations and certifications in the solicitation. The Offeror shall indicate which option applies by checking one of the following boxes:
