Statement of Work (SOW)

Project: Protein chemical fractionation for application to dairy cattle diets

GENERAL INFORMATION

1.0 Scope of Work: In this project, we will relate genetic characteristics among diverse alfalfa germplasms to protein fractions and ruminal degradability with applications in alfalfa genetic selection and dairy cattle nutrition.

2.0 Background: Agricultural systems, dairy farming, and cropping systems need to become more sustainable. Alfalfa production and incorporation into dairy cattle diets are uniquely situated to address this sustainability gap. Alfalfa is a perennial crop that promotes soil conservation by reducing tillage and it aggressively suppresses weeds. Alfalfa is known as a high protein forage that can be fed at moderate levels in dairy cattle diets, but the rapid degradability of alfalfa protein often limits its nutritional quality and feeding level. The objective of this study is to relate the degradability characteristics of alfalfa protein to genetic characteristics for enhancing selection decisions. To accomplish this objective, we will use a combination of biological assays (to be conducted by researchers at the Dairy Forage Research Center) and chemical fractionation to evaluate ruminal protein degradation. Conducting the protein chemical fractionation is the subject of this work.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks: Alfalfa varieties direct cut from field plots from different growing seasons require chemical analysis (664 samples run in duplicate): 2018- 2019, 444 samples; 2020, 220 samples. Samples (444) from 2018-2019 are dried and ground (1mm) and are immediately available for analysis. Samples from the 2020 harvest will be dried and ground prior to submission for analysis. Alfalfa will be analyzed in duplicate for chemical fractions associated with protein degradability and required for utilization in the CNCPS (Higgs et al., 2015) by “wet chemistry” methods approved by AOAC International (2005), where available. Specifically, samples will be analyzed for dry matter (method 934.01), ash (method 942.05), N (method 968.06 using Leco N Analyzer, Leco Corporation, St. Joseph, MI), amylase treated neutral detergent fiber (aNDF; method 2002.04), NDICP (residual N of aNDF), ADIN (residual N after acid detergent fiber method 973.18 AOAC), protein soluble in a borate-phosphate buffer (Licitra et al., 1996), and ammonia (Muck, 1987) using flow-injection determination by phenol-hypochlorite assay (Broderick and Kang, 1980) or comparable approved procedures. In order for the results of the study associated with these analyses to be most relevant to and utilizable by stakeholders, the laboratory carrying them out must be a reference lab for the NIRS Consortium.

4.0 Government Furnished: Uniquely identified and individually packaged alfalfa samples will be provided to the cooperator upon award of the bid. Upon completion of the chemical analysis, unused alfalfa samples must be returned to Geoffrey Zanton at U. S. Dairy Forage Research Center, 1925 Linden Dr., Madison, WI 53706.

5.0 Deliverables / Schedule: The cooperator is required to provide monthly progress reports which must include data files for completed analyses (in CSV format) due the 1st of each month. Samples from 2018-2019 must be analyzed and have data reported to the ARS scientist by December 1, 2021. Samples from 2020 season must be analyzed and have data reported to the ARS scientist by April 1, 2022.

6.0 Travel: NA

7.0 Contractor’s Key Personnel: The laboratory carrying out these analyses must be a reference lab for the NIRS Consortium.

8.0 Security Requirements: NA

9.0 Data Rights: Results of the chemical analysis will be provided electronically to the government scientist (Geoffrey Zanton) in a CSV file.

FAR 52.219-28 Post-Award Small Business Program Rerepresentation (Nov 2020)

(a) Definitions. As used in this clause— Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.

Small business concern—

(1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (d) of this clause. Such a concern is “not dominant in its field of operation” when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.

(2) Affiliates, as used in this definition, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others. In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. SBA determines affiliation based on the factors set forth at 13 CFR 121.103.

(b) If the Contractor represented that it was any of the small business concerns identified in 19.000(a)(3) prior to award of this contract, the Contractor shall rerepresent its size and socioeconomic status according to paragraph (f) of this clause or, if applicable, paragraph (h) of this clause, upon occurrence of any of the following:

(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.

(3) For long-term contracts-

(i) Within 60 to 120 days prior to the end of the fifth year of the contract; and

(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.

(c) If the Contractor represented that it was any of the small business concerns identified in 19.000(a)(3) prior to award of this contract, the Contractor shall rerepresent its size and socioeconomic status according to paragraph (f) of this clause or, if applicable, paragraph (h) of this clause, when the Contracting Officer explicitly requires it for an order issued under a multiple-award contract.

(d) The Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code(s) assigned to this contract.

The small business size standard corresponding to this NAICS code(s) can be found at https://www.sba.gov/document/support--table-size-standards.

(e) The small business size standard for a Contractor providing a product which it does not manufacture itself, for a contract other than a construction or service contract, is 500 employees.

(f) Except as provided in paragraph (h) of this clause, the Contractor shall make the representation(s) required by paragraph (b) and (c) of this clause by validating or updating all its representations in the Representations and Certifications section of the System for Award Management (SAM) and its other data in SAM, as necessary, to ensure that they reflect the Contractor's current status.
