About this file
This is a Sole Source Notice for Alcorn State University in Mississippi for the proposed purchase of Campus ESP, a parent and family engagement platform (SSP 2026-04, RFx 3150006653). The platform is designed to provide parents and families with centralized access to personalized content, important dates, and campus updates to support student success and institutional engagement. Alcorn State University has designated this as a sole source procurement after determining that no alternative vendor offers the same integrated suite of features. The notice was published on January 9, 2026, with a second publication on January 16, 2026. Objections to the sole source designation must be submitted in writing to Mertha George, Purchasing Agent, at mgeorge@alcorn.edu with the subject line "Sole Source Objection" by the January 29, 2026 deadline at 2:30 p.m. CST. Any submitted objections must include detailed explanation and supporting documentation demonstrating that the services can be provided by another vendor.
The estimated annual cost for Campus ESP is $37,796. The university's justification for the sole source designation is based on Campus ESP's unique position as the only commercially available parent engagement platform for postsecondary institutions that combines portal access, content management, analytics, and email features in a single integrated platform. The department conducted outreach to state partners to identify comparable alternatives and found no equivalent solutions. Campus ESP's integrated approach is intended to reduce administrative workload, improve student retention and graduation rates, and provide analytics to track family engagement effectiveness. If Alcorn State University's determination that this is a sole source procurement is challenged and the objection is deemed valid, the university will withdraw the sole source notice and proceed with a competitive bid process; conversely, if the sole source claim is upheld, the matter may be appealed to the Public Procurement Review Board.

It provides a centralized portal where institutions can share personalized content, important dates, and campus updates tailored to each family’s needs.

By integrating with campus systems, it ensures accurate and timely communication, reducing administrative workload. Institutions also benefit from analytics that track engagement, allowing them to refine outreach strategies. Ultimately, Campus ESP helps improve retention and graduation rates by fostering collaboration between families and the university.
3. Name of company/individual selling the item and why that source is the only possible source that can provide the required item(s):
Campus ESP is the sole source provider of the Campus ESP Parent portal, which is unique in the marketplace as the only commercially available parent engagement platform focused on postsecondary parent engagement that includes portal access, content management, analytics and email features in a single platform.
4. Estimated cost of item(s) and an explanation why the amount to be expended is considered reasonable: The estimated cost of this product is $37,796 per year. 5. Explanation of the efforts taken by the department to determine this is the only source and the efforts used to obtain the best possible price:
