Statement of Work

1. Background ATF-Albuquerque Field Office (FO) has a requirement to acquire secured parking facility located within a reasonable distance from the Albuquerque FO. The Albuquerque field office is located 201 3rd St. NW #1555, Albuquerque, New Mexico 87102. Most importantly, it is crucial for this facility to provide 24/7 access to the parking garage.

2. Objectives.

The purpose of this Statement of Work (SOW) is to obtain parking services to perform the tasks outlined in Section 3.0 Tasks.

3. Scope

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has a requirement for procure a “Commercial Rental for Secured Vehicle Storage.” ATF requires 7 vehicle storage.

Offeror shall provide:

• Reserved Vehicle Storage/Parking spaces for government and personally owned vehicles.

• Provide secure inside Vehicle Storage/ parking spaces size (11’x 32’ truck), Toyota Tacoma (7’x17’ vehicle), Gator SUV (7’x11’), Haulmark Trailer (11’X22’), Dodge Caravan (7’x11’), Ford Taurus (8’x17’) Official vehicles.

• Provide 24/7 access to the facility.

• Facility is located within a Fifteen radius of the field office.

• Controlled access to the secure Vehicle Storage/ parking facility. Facility manager must provide electronically controlled keypad and/or key-card reader at the point-of-entry such as vehicle gate and pedestrian doors.

• Parking Storage and all access from public areas to the facility shall be illuminated to ensure security and personal safety (i.e., a minimum of 10 foot‐ candle level of illumination).

• 24/7 Video surveillance

4. PERIOD OF PERFORMANCE.

The base period of performance for this requirement will be the time of award to March 31, 2027, and include four (4) 12-month options starting April 1, 2027 - March 31, 2031.

5. Place of Performance.

ATF-Albuquerque Field Office 201 3rd St. NW #1555 Albuquerque, New Mexico 87102

6. Contract Administration

The following ATF points of contact have been established to assist in executing and administering this contract. All requests for interpretation and assistance should be referred to:

(a) Contracting Officer (CO)/Contract Specialist. The CO/CS is responsible for the contract administration. The CO/CS is the only person authorized to approve changes in the terms, conditions, delivery schedules, technical requirements, or price, as set forth in the contract. In the event the contractor modifies the direction of a person other than the CO/CS, the change will be considered to have been without authority. No adjustment will be made in the contract price to cover any increase in charges incurred as a result thereof. The CO/CS will be identified at time of award. During any absence of the CO/CS, identified for this award, other warranted COs from ATF may authorize work under the contract.

(b) Contracting Officer's Technical Representative (COTR): The COTR will be identified at time of award. The COTR will be designated on authority of the Contracting Officer (CO) to monitor all technical aspects and assist in administering the contract. The types of actions within the purview of the COTR's authority are to assure that the Contractor performs the technical requirements of the contract; to perform, or cause to be performed, inspections necessary in connection with performance of the contract; to maintain both written and oral communications with the Contractor concerning the aspects of the contract within his/her purview; to monitor the Contractor's performance under the contract and notify the Contractor and CO of any deficiencies observed; and to coordinate Government furnished property availability and provide for site entry of Contractor personnel, if required. A letter of designation will be issued to the COTR, with a copy supplied to the Contractor, stating the responsibilities and limitations of the COTR. This letter will clarify to all parties of this contract the responsibilities which would result in a modification to the scope of work; changes in cost or price totals or estimates; changes in delivery dates;

changes in any other mutually agreed upon term or provision of the contract.
