About this file

This document is a detailed technical specification for pavement and access road repair at the Evansville Regional Airport in Indiana. The project involves two primary work areas: Area 1 requires cleaning existing cracks, filling them with hot-applied polymer sealant, and applying a polymer-modified asphalt emulsion sealer to the entire parking lot (approximately 40'x120'). Area 2 involves removing existing pavement, installing a new gravel subgrade, and constructing a new asphalt pavement surface.

The specification provides comprehensive technical requirements for the pavement work, including detailed instructions for subgrade preparation, aggregate composition, asphalt mixing and placement, compaction procedures, and quality assurance testing. Key technical specifications include installing 6" of compacted 2-inch rock, 2" of dense-graded aggregate, 2" of asphalt binder mix, and 1.5" of surface course. The work must comply with Kansas Department of Transportation standards, with specific requirements for material gradation, asphalt cement, mixture composition, and compaction density. The project site is located within a secure airport operations area, and contractors will require escort and coordination with local FAA personnel during the work.

SPECIFICATION AJW2C15C-19005721

REPLACE ACCESS ROAD PAVEMENT & REFURBISH PARKING LOT

EVV ASR

5/11/2021

Site Inspection - It is recommended that the Contractor perform a field inspection prior to bid submission in order to inform himself of the specific working conditions applicable at the site and to ascertain the correct types/amounts of work to be performed. If the bidder chooses not to visit the site, he will nevertheless be charged with knowledge of conditions that a reasonable inspection would have disclosed.

Work Hours – Work shall be performed during a scheduled work week of 40 hours. The Contractor shall furnish a statement of the number of hours, days, and times to be worked per week along with the number of persons on site. The start and stop times shall typically be coordinated with the schedules of the FAA personnel providing escort to minimize or prevent the need for overtime work by FAA personnel. Any work outside of this shift will be considered overtime work.

Contracting Officers Representative (COR) - The Contracting Officer (CO) may assign a COR to oversee the work on the project and act as a technical point of contact. A letter dating the COR's responsibilities and authority will be issued when a COR is assigned.

Site Location/Access – The site is located inside the operations area and security fence of the EVV Regional Airport. The parking lot to be refurbished is within a locked fence/gate and access to the site will only be during normal working hours and per agreement with local FAA personnel. At the time of my visit, the gate was open allowing access to the ASR access road but it is unknown if that will always be the case, so it should be assumed that both the ASR site and access road will only be accessible with an escort.

Site coordinates - 38 02’ 39.32” N, 87 30’ 56.07” W.

Sanitary Facilities/Water - Sanitary facilities/water are not available at the site.

Protection of Existing Property - The Contractor shall take all precautions necessary to protect the existing facilities, grounds, equipment, building, towers, cabling, etc. during the contract. Any areas damaged by the Contractor, his employees, or any subcontractors shall be repaired by the Contractor at no additional cost to the Government. Repairs shall be approved by the COR and shall match the original.

The Contractor shall provide all temporary covers, barriers, markers, etc..., required to protect the existing facilities.

Electrical Power - The contractor will not be allowed to use electrical power from the facility.

Facility Operation – This is a critical National Airspace System air traffic control facility and must remain in operation during the performance of the work. The contractor shall take every precaution to avoid damaging the site cables, fencing, building, towers etc. or take any other action which could impact or stop facility operation.

1.0 SCOPE OF WORK -

Work on this contract is for work shown in the Areas 1 and 2 in the plot layout shown below and shall included but is not limited to the following:

AREA 1 - Clean out existing cracks, fill/seal with hot-applied liquid polymer, and seal entire asphalt surface per Section 2.0 below.

AREA 2 - Remove existing pavement and install new gravel subgrade and asphalt pavement per Section 3.0 below.

Plot and Access Road Layout

Area 1

Area 2

2.0 Parking Lot Refurbishment

2.1 - Sweep/clean the approx. 40’x120’ parking area of gravel/dirt and remove loose material in existing cracks by blowing out with compressed air. Apply a hot pour polymer-modified polyester fibered sealant to the cracks after preparation per the sealant manufacturers’ requirements. Following crack repair and product recommended cure time, apply a compatible polymer-modified mineral filled asphalt emulsion pavement sealer with polymers and surfactants for increased adhesion, flexibility, and durability to the entire parking lot. Submit proposed products and application instructions for approval.

3.0 Access Road/Parking Area Paving

3.1 - Utility Location: Previous to any excavation, contact Indiana 811 to have the site utilities located and marked. Coordinate with the local FAA personnel to have them locate and mark incoming utilities into the site that.

3.2 – Subbase/Pavement: Remove the existing access road pavement down to undisturbed soil at required depth. Install 6” of compacted 2-inch size rock followed by 2” of compacted dense-graded aggregate to create a strong subbase. On top of the prepared subbase install 2” (thickness after full compaction) of asphalt binder mix followed by 1.5” (thickness after compaction) of surface course.

3.3 - Subgrade Preparation: All vegetation (including root systems), rocks, debris, and topsoil should be removed from the area to be paved. To prevent future growth, the subgrade should be treated with an approved soil sterilant. The subgrade must be properly shaped to meet true lines and elevations. It must be compacted to not less than 95 percent of maximum laboratory density. The surface of the compacted subgrade must not deviate by more than 3/4 inch from the established grade. A minimum slope of about 2 percent or 1/4 inch per foot should be maintained to provide adequate drainage of surface water from the finished pavement.

3.4 - Subgrade Correction: Areas in existing pavement of alligator cracking/potholes, or in prepared subgrade that show pronounced deflection under construction traffic indicate instability in the subgrade.

For any areas identified, rework and complete additional rolling and if that does not correct the situation, the area soil must be removed, replaced with suitable material, and compacted. The use of asphalt-treated base or coarse granular material is recommended.

3.5 - Asphalt Base-Platform Construction: Asphalt Concrete Base Material (binder mix) must be placed on the prepared subgrade. A base of 4 inches or less in depth should be placed in one lift. A base of a total thickness of more than 4 inches may be placed in two or more lifts with the bottom lift being a minimum of 3 inches. The material must be spread and compacted to the required thickness and density as specified. The surface of the base must not deviate more than 1/2 inch when measured with a 10- foot straight edge.

3.6 - Surface Course Construction: Preparation for the surface course requires thorough cleaning and sometimes washing of the asphalt base to remove any tracked-on dirt and foreign particles. After cleaning, any cracked or broken areas in the base should be removed, replaced with bituminous mix, and thoroughly compacted. The hot mix asphalt surface course consists of one or more layers placed on the previously constructed Asphalt Concrete base course. The material must be spread and compacted to the required thickness. The finished surface must not deviate more than 1/4 inch when measured with a 10-foot straight edge.

3.7 - Tack Coat: Before placing the surface course, the base course should be cleaned thoroughly. Apply a tack coat of diluted emulsified asphalt may be applied for bonding.

The surface shall be clean, dry and free of any loose or foreign matter at the time of placing the mixture. Do not place the base course mixture when the weather is rainy or the atmospheric temperature is below 50 degrees F., unless otherwise directed by the COR. Base course batches delivered with temperatures below 250 degrees F will be rejected. The base course shall be placed in one lift. Place the mixture with an acceptable bituminous spreader in strips having a minimum width of 10 feet and do not roll the 6-inch strip adjacent to the area on which additional material is to be laid until such additional material is placed, except when the work is to be discontinued.

After the first strip has been placed and rolled, place the second strip and succeeding strips and extend rolling to include the 6 inches of the first strip not previously rolled. Place all succeeding strips while the unrolled 6 inch section of the adjoining is hot and in a readily compactable condition.

4-7.4.3.2.3 Compaction. - Perform all compaction by the use of a three-wheel or tandem roller for breakdown rolling, a pneumatic-tired roller for intermediate rolling and a tandem roller for finish rolling.

Begin rolling the mixture as soon after placing, as the mixture will bear the roller without undue displacement. Delays in rolling freshly spread asphalt mixture will not be tolerated. Start rolling longitudinally at the extreme sides of the lanes and proceed toward the center of the pavement, overlapping on successive trips by at least one-half of the width of the rear wheel of the roller. In all places not accessible to the rollers, compact the mixture thoroughly with hot pad tampers. Hand tampers shall weigh not less that 25 pounds and shall have a tamping face of not more that 50 square inches. Skin patching of an area that has been finish rolled will not be permitted. Remove any mixture that becomes mixed with foreign material or in any way defective, replace it with fresh mixture and compact it to the density of the surrounding area. The roller shall pass over the unprotected edge of the course only when the laying of the course is to be discontinued for such length of time as to permit the mixture to become cold. Continue rolling of the base course until all roller marks are eliminated and a density has been obtained of at least 95 percent of the density of a laboratory specimen of the same mixture subjected to 50 blows of a standard Marshall on each side of specimen. Compaction shall be completed before the mix has cooled to 185 degrees F.

4-7.4.3.3 Asphalt tack coat. - The asphalt tack coat shall be applied to the asphalt base course immediately prior to spreading of the asphalt surface course.

4-7.4.3.3.2 Application. - Apply the tack coat by means of a bituminous distributor such that a uniform distribution is obtained at all points. The tack coat shall be applied to a properly compacted asphalt base course layer, the sides of the curb and gutter and existing pavement as can be covered with the asphalt surface course mixture in the same day.

4-7.4.3.4 Asphalt surface course. -

4-7.4.3.4.1 General. - The asphalt concrete surface course shall consist of plant or hot-mix asphalt concrete.

4-7.4.3.4.2 Mixing. - Accomplish in accordance with the best industry practices and ASTM D995. Heat the asphalt at the paving plant to a temperature at which it can be applied uniformly to the aggregate.

Store coarse and fine aggregates separately at the paving plant in a manner that will prevent intermingling. Mixing time shall be the shortest time that will produce a satisfactory mixture, established based on the procedure for determining the percentage of coated particles described in ASTM D2489.

The mixing time shall be set to achieve 95 percent of coated particles for surface course mixture and shall not exceed 60 seconds.

4-7.4.3.4.3 Placing. - The asphalt surface course shall be placed on top of a properly compacted asphalt base course with an asphalt tack coat. Place the surface course mixture only when the weather is not rainy and the atmosphere temperature is above 50 degrees F., unless otherwise directed by the COR.

Surface course batches delivered with temperature below 250 degrees F. will be rejected. Place the mixture in one lift with an acceptable bituminous spreader in strips having a minimum width of 10 feet, and do not roll the 6 inch strip adjacent to the area on which additional material is to be laid until such additional material is placed, except, when the work is to be discontinued. After the first strip has been placed and rolled, place the second strip and succeeding strips and extend rolling to include the 6 inches of the first strip not previously rolled. Place all succeeding strips while the unrolled 6 inch section of the strip is hot and in a readily compactable condition.

4-7.4.3.4.4 Compaction. - Perform all compactions by the use of a three-wheel of tandem roller for breakdown rolling, a pneumatic-tired roller for intermediate rolling and a tandem roller for finish rolling.

Begin rolling the mixture as soon after placing as the mixture will bear the rolling without undue displacement. Delays in rolling freshly spread asphalt mixture will not be tolerated. Start rolling longitudinally at the extreme sides of the lanes and proceed toward the center of the pavement, overlapping on successive trips by at least one-half the width of the rear wheel of the roller. Make tests for conformity with the specified crown, grade and smoothness immediately after initial compression.

Before continuing the rolling, correct any variations by removing or adding materials. Continue rolling until all roller marks are eliminated and density has been obtained of at least 97 percent of the density of a laboratory specimen of the same mixture subjected to 50 blows of a standard Marshall on each side of the specimen. During rolling, moisten the wheels of the rollers to prevent adhesion of the mixture to the wheels but an excess of water will not be permitted. In all places not accessible to the roller, compact the mixture thoroughly with hot hand tampers. Hand tampers shall weigh not less than 25 pounds and shall have a tamping face of no more than 50 square inches. Compaction shall be completed before the mix has cooled to 185 degrees F.
