PEO C3T PL AIT is acquiring integrated Executive Management, Business Operations, Case Management, Program Management, Systems Engineering, Logistics Management, Program and Project Procurement Management, Acquisition Analysis, and Financial Management support services for its portfolio of international Command, Control, Computers, Communications, Cyber and Intelligence (C5I) programs.
3. Background. The US Army PEO C3T PL AIT provides tailored C5I capabilities, services, and life cycle support to qualified partner nations across the six Geographic Combatant Commands (GCCs) in support of customer requirements from a variety of funding sources. Services delivered by PEO C3T PL AIT span the full spectrum of design, acquisition, and sustainment, including C5I Systems Requirements Capture, Analysis, Design, Engineering, Integration, Installation, Testing, Training, Logistics, and Life-Cycle Sustainment. Examples of systems capabilities the PMO has delivered to date, include but are not limited to: Network Modernization, Command and Control, Security Operations and Intelligence Centers, Big Data / Cloud Computing, Financial and Human Resource Management, Logistics Automation and Supply Chain Information Management, Medical / Health Record Data Management, and Virtual Training Environments.
4. Objectives. The mission of the PL AIT is to provide a single point of contact for procurement and technical expertise across a suite of capabilities. This PWS provides an overarching methodology and outline of support for the mission of the PEOC3T PL AIT Product Office as it supports C5I capabilities globally. This PWS was developed to capture the unique support requirements, skills, and capabilities necessary under almost all anticipated contingencies since AIT’s mission spans a rather wide range of functional areas within the C5I arena.
5. Scope. The contractor shall provide assistance in support of the following areas: Executive Management; Business Operations; Case Management throughout the FMS case life cycle; Program and Project Management; Systems Engineering; Engineering Technical Assistance; Cybersecurity Analysis, Design, and Technical Assistance; Integrated Logistics Planning and Management; Program and Project Procurement Management, and Acquisition Analysis; and Financial Management. These services are non-personal services as defined in FAR 37.101. All efforts must be planned and executed in coordination with multiple units and organizations, with special consideration and partnership at the Geographic Combatant Command (GCC) levels. Services require sufficient knowledge, skills and experience that enable PL AIT to respond to customer requirements for integrated C5I solutions in compliance with all DoD regulations and policies. Support services include but are not limited to administrative and executive business processes and address the full lifecycle of the security cooperation process, including Pre-Letter of Request (LOR) efforts, FMS case development, case execution, case reconciliation, and case closure.
