About this file
This is a Pre-Bid Meeting presentation for an Airport Security Services Request for Proposals (RFP 2026-RFP-083) issued by the Ontario International Airport Authority (OIAA) in California. The OIAA is soliciting proposals for professional, unarmed security services at Ontario International Airport, including personnel to perform access control, patrols, security response, Aviation Worker Screening support, visitor and facility security, terminal queue and traffic management, and incident reporting across terminals, secured area access points, vehicle gates, loading docks, and administrative facilities. The RFP was published on September 18, 2026, with a pre-bid meeting held on September 24, 2026 at 11:00 AM (PT). The deadline for submitting Requests for Information (RFIs) is October 1, 2026 at 3:00 PM, and bids are due on October 19, 2026 at 3:00 PM. The resulting contract is anticipated to begin in the first quarter of 2027 and will have a three-year term. The OIAA will accept only one bid per bidder and will exclude any bidders found to be participating in collusion.
The presentation emphasizes the OIAA's commitment to small business participation, having achieved 8-10% small business participation on similar projects and encouraging bidders to utilize small and local businesses as subcontractors. Bidders are required to submit small business certifications, a Small Business & Subcontractor Letter of Intent, a list of subconsultants, and a Small Business Highlight Form. The contractor must provide all necessary personnel, supervision, training, uniforms, communications equipment, and other resources to maintain continuous security coverage, including appropriate relief personnel and specialized support for emergencies, special events, and heightened security conditions. All services must comply with federal, state, and local requirements, TSA requirements, and OIAA policies and procedures, with personnel maintaining all required security guard licenses, airport badges, and clearances.
