The contractor will be responsible for geospatial data capture, collection, creation, processing, editing and maintenance in ESRI file geodatabase format. Data standards include SDSFIE and geo-enabled data is required to comply with accuracy and completeness standards. Additional requirements include data conversion, quality assurance and control, cartographic production and non-personal services.

The related solicitation is for a $99 million Small Business set-aside multiple award task order contract for airfield paving design-build/design-bid-build construction services in support of the U.S. Army Corps of Engineers Northwestern Division. Task orders will be issued on an as-needed basis for the base year and four option years. Offerors must be registered in SAM under NAICS 237310 and proposals are due by January 3rd, 2022. PERFORMANCE WORK STATEMENT

FOR

GEOSPATIAL DATA SUPPORT

FOR

AIRFILED CATEGORY MANAGEMENT

12 June 2020

SECTION 1

DESCRIPTION OF SERVICES

1. SCOPE OF WORK. Provide a variety of geospatial tasks for the representation of airfield category management built infrastructure to support geospatial information data deliverables.

The objectives and requirements identified within this Performance Work Statement (PWS) shall specifically address task requirements and other related performance criteria as necessary.

1.1 GEOSPATIAL DATA. Contractor shall be able to provide a wide variety of data management services. The use of the term “data” is inclusive of many types of data including tabular data, vector data, and raster data as described below. Data management support is primarily centered on geospatial data; however, activities may require engagement with non-geospatial data when required to facilitate integration, interoperability, and/or geospatially-enabling non-geospatial data.

1.1.1 GEOSPATIAL DATA CAPTURE, COLLECTION, CREATION, PROCESSING,

EDITING, AND MAINTENANCE: VECTOR DATA. The Contractor shall ensure geospatial data captured, created, processed, edited, or otherwise via this task is delivered in electronic format as an Environmental Systems Research Institute (ESRI) file geodatabase.

1.1.2 VECTOR DATA CREATION. In some instances, geospatial vector data may need to be created. An example of such a scenario might include adding airfield features based on new construction or edits of current Government-furnished information that do not exist in current vector data.

1.1.3 DATA CONVERSION, MANIPULATION, AND PROCESSING. Geospatial data may require additional cleansing, conversion, manipulation, and/or processing. Contractor may be required to provide such support. Specific examples of such data conversion or manipulation may include conversion or migration to the latest version of a governing data standard, data loading, Computer-Aided Drafting drawings, shapefiles, etc. Data manipulation or processing may also be required for geo-enabling or system integration purposes.

1.1.4 EDITING AND MAINTAINING VECTOR DATA. Contractor shall be required to provide vector data editing and maintenance support of a government furnished geodatabase.

1.2 DATA STANDARDS. Contractor shall comply with the Air Force Civil Engineer Center Financial Improvement and Audit Readiness Installation Guidance, 1 April 2016 V1.1 (PWS Attachment #), SMS Playbook for TNAP Guidance (PWS Attachment #), Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) Family of Standards (PWS Attachment #), the Installation Data Health Tool Instructional Document, 25 Jan 2017 (PWS Attachment #), AFI 32-9005, 4 March 2015, Air Force Real Property Accountability and Reporting ( PWS Attachment #), AFI 32-10112, 19 October 2007, Installation Geospatial Information and Services (PWS Attachment #), and U.S. Air Force Real Property Category Codes documentation (PWS Attachment #).

The current SDSFIE 3.1.0.1 geodatabase format will be maintained throughout this project. The SDSFIE 3.1.0.1 – AF Adaptation Data Dictionary (PWS Attachment #) shall guide feature class and attribute requirements.

Coordinate System shall remain consistent with the Universal Transverse Mercator projection zone of the airfield location. Example geodatabase projection:

WGS_1984_UTM_Zone_13N

WKID: 32613 Authority: EPSG

Projection: Transverse_Mercator

False_Easting: 500000.0

False_Northing: 0.0

Central_Meridian: -105.0

Scale_Factor: 0.9996

Latitude_Of_Origin: 0.0

Linear Unit: Meter (1.0)

1.3 DATA QUALITY ASSURANCE/CONTROL. Contractor shall be able to provide geospatial data quality assurance and/or quality control support using industry-leading tools and techniques. Data quality assurance/control processes shall address geometry, topology, attribution, metadata, etc. Contractor shall establish, review, document, implement, coordinate, and manage data quality standards and perform data quality assessments and reports. Contractor shall ensure that Government-owned geospatial data (including geometry, attribution, and metadata) is compliant with mandated standards including accuracy and completeness standards.

The Federal Geographic Data Committee’s Content Standard for Digital Geospatial Metadata (CSDGM) is an example of such a standard.

1.4 DATA PRESENTATION SUPPORT. Contractor shall be able to produce standard or customized cartographic products in support of mapping requirements. All Cartographic products shall be delivered in digital format (mxd/pdf). Map Document Properties Default Geodatabase will be set to the targeted installation geodatabase, Pathnames will be stored with relative paths. Map Document Data Frame Properties Coordinate System shall be set to: UTM Zone Projection location. Map products shall be easy to comprehend and error free.

1.5 NONPERSONAL SERVICES. This contract is a “nonpersonal services contract” as defined in FAR 37.101. It is, therefore, understood and agreed that the Contractor and or Contractor’s employees: (1) shall perform the services specified herein as independent Contractors, not as employees of the Government; (2) shall be responsible for their own management and administration of the work required and bear sole responsibility for complying with any and all technical, schedule, or financial requirements or constraints associated with performance of this contract; (3) shall be free from supervision or control by any Government employee with respect to the manner or method or performance of the services specified; but (4) shall, pursuant to the Government’s right and obligation to inspect, accept or reject the work, comply with such general direction of the Contracting Officer (CO), or the duly authorized representative of the CO as is necessary to ensure accomplishment of the contract objectives.
