About this file

This Statement of Work (SOW) details the United States Coast Guard's requirement for an AirSequal Compressed Air System Control for its industrial facility in Mobile, Alabama. The project involves procuring and installing a PLC-based control system for two Sullair 3700B Series 50hp compressors, with the goal of optimizing compressed air system performance through advanced sequencing, monitoring, and efficiency features. Key system capabilities include automatic compressor start/stop, load/unload management, runtime equalization, optional flow metering, electronic variable capacity control, and centralized system monitoring.

The contract requires a contractor to provide comprehensive installation services, including OEM compressor wiring diagrams, communication cable routing, pressure transducer installation, and complete start-up services. The performance period is scheduled from July 1-30, 2025, with delivery and installation at 1500 15th Street, Mobile, Alabama. The project will be awarded to the lowest-price qualified vendor registered in sam.gov, with the solicitation issued by the Department of Homeland Security's US Coast Guard Base New Orleans. Vendors are encouraged to conduct a site visit and must complete the Standard Form 1449 (SF-1449) if submitting a quote.

Statement of Work: AirSequal™ Compressed Air System Control

1. GENERAL

1.1 Background: The Coast Guard seeks to procure an AirSequal™ system to manage and optimize the performance of its compressed air system, (2) Sullair 3700B Series 50hp compressors model # 3709B. This system will improve efficiency and reliability by sequencing compressor operation based on system demand and pressure.

2. SCOPE

2.1 System Description: The AirSequal™ system will employ a PLC-based control strategy to sequence the operation of 2-6 compressors. A single pressure transmitter will provide feedback to the system, allowing the AirSequal™ to start, stop, load, and unload compressors as needed to maintain desired system pressure. The system includes features to prevent simultaneous starting, optimize loading/unloading based on pressure rate of change, and manage minimum run/stop times.

2.2 Features and Functionality:

· Sequencing: The AirSequal™ will automatically start/stop and load/unload compressors based on system pressure and demand.

· Preventative Measures: Logic is incorporated to prevent simultaneous starting of multiple compressors and to optimize loading/unloading based on pressure rate of change.

· Compressor Setup Parameters: Individual compressor parameters (e.g., minimum run time, cool down time, start/stop signal type) can be configured through the HMI.

· Auto Sequence Rotation: Two auto-rotation functions (runtime-based and preset sequence) are available to equalize compressor runtime.

· FlowSeq (Optional): With an optional flow meter, the AirSequal™ can select the optimal compressor lineup based on plant air demand using predefined flow bands and compressor sequences.

· Electronic Variable Capacity Control: Replaces pneumatic VCC regulators with electronic I/P for improved control and reliability. Can coordinate multiple VCC devices.

· Base/Trim Control: Utilizes compressors with modulation capabilities for enhanced efficiency.

· Single Point of Control: Provides centralized control and monitoring of the entire compressed air system.

· Scheduling: Offers full compressor and system scheduling capabilities.

2.3 Input/Output Points (per compressor):

· Discrete Inputs: Remote Mode Indication, Running Indication, Loaded Indication, Tripped Indication.

· Discrete Outputs: Auto On Command, Start Command, Stop Command, Load/Unload Command, Base/Trim Command, Electronic Variable Capacity Control (Optional).

3. CONTRACTOR RESPONSIBILITIES:

The contractor shall be responsible for the following:

· Providing all OEM compressor wiring diagrams.

· Confirming compressors have remote control capabilities.

· Installing the AirSequal™ panel in the preferred location.

· Installing the pressure transducer downstream of all cleanup equipment.

· Running communication cables/conduit from the AirSequal™ panel to each compressor control panel.

· Running instrument cable from the pressure transducer to the AirSequal™ panel.

· Completing all wiring according to the provided wiring specification.

· Complete ALL installation and start-up services needed

4. PERIOD OF PERFORMANCE: 7/1/2025-7/30/2025

5. DELIVERY LOCATION AND POC: 1500 15th Street, Mobile Alabama 36615.

POC: Chad H. Shaw 228-239-7456

6. SUBMITTALS AND APPROVALS: Catalog cuts, general arrangement drawings, and other information shall be submitted by the manufacturer as required and as necessary to secure approval of the equipment.
