About this file
This document is a procurement attachment from the Illinois Emergency Management Agency (IEMA) for air compressor maintenance services. IEMA is seeking a two-year contract through June 30, 2027, to provide maintenance for eight Kaeser Model SX5T Rotary Screw Air Compressors with Integrated Refrigerated Air Dryers. The compressors are critical components of the Gaseous Effluent Monitoring System (GEMS), which provides 24/7 real-time monitoring of gaseous effluents at six active nuclear reactor sites in Illinois, plus two additional test systems at a Springfield facility. The maintenance contract requires a vendor who is factory-trained and certified to service these specific compressors, with mandatory capabilities including 24/7 on-site response within four hours of notification, repair within 24 hours of problem diagnosis, and compliance with nuclear power plant access and safety requirements.
The procurement specifies that the vendor must be a single source responsible for parts and service, use equivalent materials to original installations, and properly dispose of all used materials in accordance with environmental regulations. The maintenance service will be billed on a time and material basis, with the vendor required to have factory-trained service personnel and the ability to correct and repair air compressor problems throughout the contract period. Vendor personnel must also meet strict nuclear facility access requirements, including possessing a State-issued Real ID, undergoing background reviews, and potentially submitting to urinalysis and vehicle searches when accessing protected areas of nuclear power plants.

GEMS Air Compressor Maintenance – ATTACHMENT A
The Illinois Emergency Management Agency (IEMA) intends to enter into a two-year contract (DOE – June 30, 2027) for the maintenance of eight Kaeser Model SX5T Rotary Screw Air Compressors with Integrated Refrigerated Air Dryers.
IEMA’s Division of Nuclear Safety Gaseous Effluent Monitoring System (GEMS) provides 24/7 real-time gaseous effluent monitoring for all active nuclear reactors in Illinois. The air compressors in each GEMS building provide critical compressed air to control the valves that are required to route the gaseous effluent through the monitoring equipment and manipulate the sample cartridges to collect and analyze the effluent for potential radioactive material. The air compressor is an integral part of the GEMS operation and is installed at each of the six nuclear power stations in Illinois within the high-security protected area. IEMA also maintains two test bed systems at our Springfield test facility that are identical to the fielded system. These air compressors require routine maintenance and periodic repairs to remain functional.
The units are at the following locations:
Braidwood Generating Station 35100 S. Route 53 Braceville, IL 60407 Dresden Power Plant 6500 N. Dresden Rd.
Morris, IL 60450
Byron Power Plant 4450 N. German Church Rd.
Byron, IL 61010 LaSalle Power Plant 2601 N. 21st Rd.
Marseilles, IL 61341
Clinton Power Plant 8401 Power Rd.
Clinton, IL 61727 Quad Cities Power Plant 22710 206th Ave. North Cordova, IL 61242
IEMA Division of Nuclear Safety 1301 Knotts Street – REAR ENTRANCE Springfield, IL 62703
Mandatory Specifications:
Mandatory Specification M1: Vendor is factory trained / certified to service the Kaeser Model SX5T Rotary Screw Air Compressor with Integrated Refrigerated Air Dryer.
Mandatory Specification M2: There will be one source responsible for parts and service through a local representative with factory-trained service personnel.
Mandatory Specification M3: The vendor must have the ability to correct / repair air compressor problems occurring during the contract period.
Mandatory Specification M4: Repair service will require 24/7 on-site response by an authorized / certified service engineer. Vendor will be expected to respond on-site for system trouble resolution within four hours, including weekends and holidays, of the vendor receiving notification of system problems or failure. Vendor will be notified via telephone. Repair will be expected within 24 hours of problem diagnosis. The only exception will be if specialty parts are required outside of the manufacturer’s business hours. Repair service includes materials and parts replacement and is billed on a time and material basis.
Mandatory Specification M5: When servicing devices, Vendor must use materials and equipment equivalent to those originally installed. Substitutions may only be used with prior IEMA consent.
