DLA Energy awards contracts throughout the world to Fixed Base Operators (FBOs) and major fuel suppliers for the purchase of aviation fuel at commercial airports. These contracts are known as into-plane contracts and are primarily awarded when annual requirements exceed 15,000 gallons. There are over 500 into-plane contracts in place. The aviation fuel purchased is either a contract or non contract sale. A contract purchase as stated above is when a customer fuels their aircraft at a commercial airport that DLA Energy has an established contract in place. All contract fuel transactions are submitted to the Defense Finance and Accounting System (DFAS) which reimburses the merchant in accordance with the prompt payment act. The non contract fueling occurs when the customer fuels their aircraft at a commercial airport where no into-plane contract is in place but the CCP has an established merchant agreement. Ancillary ground services can also be charged to the card.
Both the non contract fuel and ground service purchases are reimbursed directly to the merchant by the CCP.
This process is identified as “split-billing”. Split Billing is the process the CCP performs to separate purchases of fuel from ancillary ground services on each invoice. AIR Card® transactions are executed electronically to DLA Energy, although some merchants continue to submit manual invoices to the CCP. Allowable fuel purchases made using the AIR Card® are from Defense Fuel Supply Points, Forward Operating Locations, DLA Energy CCPs, or non-contract local purchase commercial airports. The CCP is responsible for collecting, processing and split billing fuel invoices and non-fuel purchases. DLA Energy shall receive all fuel bills, and the ancillary/ground services are billed directly to the customer incurring the charge. The CCP interfaces with DLA Energy financial and other automated systems.
The U.S. Government AIR Card® Program office designates one charge card per aircraft. The AIR Card® Program offers various types of cards, including into-truck and any aircraft. Aircraft are owned and grouped within a customer account. Customer accounts reside within a hierarchy/approval structure. Customers are assigned roles which govern their ability to maneuver (view or update) account information. Accountable Officials (AO) have the responsibility for validating card usage. Some of the responsibilities the CCP has are managing AIR Cards®, training customers and merchants, billing, maintaining accurate and current agreements with merchants, maintaining and upgrading the hardware and software that mange the program, record-keeping, and coordination.
The DLA Energy Into-plane Contracting office provides copies of the fuel contracts in which the CCP must adhere to all section and clause instructions/definitions. All contract fuel transactions receive a valid unit price updated daily by a price file supplied by the Government.
The Government currently submits card and account changes via a manual and online process. When a customer requests a new card or an update to include (line of accounting, transferring, cancelling and reissuing) a card record is generated to a file. The CCP submits this file daily to the Government. The contents of the card file are the customer card changes in a predefined file format.
Section 3: OVERVIEW OF CONTRACT REQUIREMENTS

• Request new cards
• Request replacement cards
• Update line of accounting (LOA) information on the card
• Transfer cards within the Service, Agency or State (see below for actual requirement)
• Cancel cards
• Cancel/Reissue cards
Further details on card requests is found in Section 15 – Electronic Access System (EAS)
Note: All card request approvals are subject to DLA Energy, Service, Agency or State defined hierarchy permissions.
The CCP shall perform and pass pre-approved quality assurance checks on all AIR Cards® used by the government during the contract period. The CCP shall provide a quality assurance plan for approval by the Government 6 weeks following contract award. The CCP shall maintain accurate line of accounting including aircraft identification on each card.
The CCP shall ensure ONLY one card is assigned per aircraft.
The U.S. Government AIR Card® Program offers various types of cards, including into- truck and any aircraft.
The CCP shall own or operate embossers that allow card creation no later than two (2) hours following the customer’s request.
Cards shall be mailed the same day (6 am - 6 pm EST) as the approved card request is received by the CCP or processed using the EAS. The CCP shall ensure the cards are encoded and readable by the data collection devices. A test plan describing the method and results for ensuring the cards are fully operational shall be submitted to DLA Energy prior to initial card delivery.
When requested, the CCP shall have the ability to securely and/or electronically issue card numbers to customers immediately after receipt of an approved card request and prior to card delivery and physical receipt.
The CCP shall ensure that when reporting or submitting card numbers to customers that only the last 8 positions are sent (which includes security code/check digit).
The CCP shall have the ability to emboss and encode the AIR Cards® ensuring they are readable by the data collection devices.
AIR Cards® require termination when aircraft ownership is transferred outside the branch of Service, Agency or State. The gaining customer must request issuance of a new card.
Any Aircraft and Into-truck cards are assigned to a specific customer. Approval for these card assignments must be granted by the CPM or the AIR Card® Program Office. Ownership of Any Aircraft and Into-truck cards shall not be transferred.
The CCP shall maintain history of aircraft ownership for each customer/account, to include, but not limited to the date and time a customer assumes ownership and terminates aircraft ownership, and dates and times for all customer points of contact assigned to an account. The CCP must maintain accurate accounting of ownership to ensure the accurate customer billing.

The U.S. Government AIR Card® Program established a hierarchal account structure which consists of five levels. The card user when referenced is the “virtual” sixth level. In order to identify ownership of aircraft and cards each HL2 CPM level represents a Military Service, Agency or State. The unit, wing or squadron is then identified by drilling down the chain of command of the hierarchy. Channels of communication flow through the structure supporting the customer base by providing guidance, training, policies and approval. The structure is defined as:
Hierarchy Level Customer at the Service/Agency
Level 1 (HL1) DLA – Energy Fuel Card Program Office and Contracting

It is imperative that the numbering system be unique to DLA Energy and to this contract, as it serves as an important control mechanism. DLA Energy reserves the right to require multiple prefixes, separate numbering systems or sequences for control purposes.
