1.0 GENERAL:

1.0.1 ORDERING OFFICE: Federal Aviation Administration, Aircraft Certification

Service, Service Management Branch

1.0.3 Task Name: Aircraft Certification Service (AIR) – Tableau Dashboard Support

1.0.4 Period of Performance: 12 months from award date, plus 1 option year

1.0.6 Task Order Technical Manager (TOTM):

The Contracting Officer’s Representative (COR) will appoint the TOTM and provide the contractor with the name, location and phone number. The COR has the authority to reassign TOTMs.

2.0 BACKGROUND:

The purpose of this procurement is to provide technical support Aviation Safety/Aircraft Certification Service/Service Management Branch in Oklahoma City, Oklahoma or Des Moines, WA.

The Aircraft Certification Service (AIR) administers design and production approval, airworthiness certification, and continued airworthiness programs of US civil aviation products and articles. Within AIR, the Service Management Branch mission is to guide Stakeholders to the right Enterprise Operations organizational solutions through collaboration toward solutions identify success measures and support Enterprise Operations service performance toward continual improvement opportunities.

3.0 REQUIREMENTS:

The Contractor must furnish all personnel, management and technical supervision, other items, services, and travel necessary for performing the task successfully as defined in paragraph 4.0 of this Performance Work Schedule (PWS).

The contractor must fill a vacancy within a minimum of five calendar days and a maximum of 60 calendar days after receipt of the COR’s request to backfill. The FAA reserves the right to request a shorter turnaround time to fill vacancies in certain situations.

Aircraft Certification Services Enterprise Operations (AIR-900) has a need for services associated with analyzing data, determining performance metrics, and displaying the information through our Business Intelligence platform. The overall need is associated with providing relevant and timely data analytics and reporting solutions; support the design and development of intuitive visual representations of enterprise data, descriptive and predictive data analytics using real time, near real-time and historical data, and self-service business intelligence (Tableau) tools to enable customers to more easily make data-driven decisions.

The contractor must:

• Prepare and deliver a detailed Project Management Plan that includes, at a minimum, a timeline for each deliverable, general project requirements, milestones, tasks, activities, deliverables, and cost associated with each deliverable.

• Prepare monthly status report that includes monthly accomplishments, planned activities, project risks, action items, cost, and schedule, and make changes or additions, as appropriate.

• Attend project related meetings (either in person meeting when needed, via video or audio conference using FAA conferencing facilities).

• Document meetings minutes and action items.

• Organize, manage, coordinate, and track the cost, schedule, and work products.

• Ensure that all activities and efforts are within the scope.

• Review the PWS and the contractual responsibilities of all parties with FAA project manager.

4.0 SCOPE OF WORK:

The contractor must directly support the Service Management Branch Manager and is a point of contact for coordination of policies, plans, and program requirements and throughout Aircraft Certification Service Office.

The contractor must:

• Build and publish customized, various interactive Tableau reports (data driven, compliant, etc.) and dashboards using stack bars, scatterplots, geographical maps, reports, and other innovative plot and chart tools to satisfy the needs across various lines of business.

• Collects, organizes and analyzes data sets to draw conclusions to maximize efficiency of internal operational processes.

• Expertly create visualization to support business requirements (i.e.

health/performance metrics, etc.) from new or pre-existing requirements in understandable, efficient and aesthetic manner.

• Integrate dashboards and reports from a variety of sources, assuring that they adhere to data quality, usability and business rule standards.

• Focus on data quality; ensuring reports using complex data deliver requested results.

• Evaluate and improve existing systems that are in place as well as collaborating with teams to integrate these new systems streamline workflow and processes.

• Develop and define key business questions and build specifications for the data sets that addressed business needs

• Serve as Subject Matter Expert (SME) for analyzing, resolving, and correcting database issues in real time while providing efficient resolutions.

• Create and maintain technical design documentation.

• Manage a repository of re-usable data visualization templates and views.

• Analyze and evaluate, on a quantitative/qualitative data to draw conclusion based on data for meeting mission goals and objectives.

• Effectively utilizes features, Best Practices of Tableau, and visual analytics to maximize impact and utility of visualization products.

• Perform detailed data analysis of data structures, content, reporting solutions, and quality.

• Conduct on-going unit test and develop queries to analyze the effects and troubleshoot any issues that arise.

• Provide data validation and data clean up requests as needed

• Generate Queries appropriate databases e.g., SQL, Oracle or others and develops responses and summaries to present data.

• Design; develop mathematical, statistical models and methodologies for analyzing components of the enterprise operations data using advanced technology.

• Effectively, and efficiently communicate operational and technical information to diverse audiences.

• Working knowledge of FAA IT Standards.

• Coordinate with different teams to implement models and monitor outcomes.

• Adhere to tableau templates and standards.

5.0 CONTRACTOR PERSONNEL REQUIREMENTS:

The contract support must successfully demonstrate the following:

• Undergraduate/Graduate Degree and 3-5 years of experience in developing, maintaining and managing Tableau driven dashboards, analytics and working knowledge of Tableau administration relevant to this PWS.

• A strong understanding of SQL, relational databases, and normalization.

• Proficiency in use of query and reporting analysis tools.

• Competency in Excel (macros, pivot tables, etc.).

• Ability to transform data into actionable business insights.

• Excellent analytical and problem solving skills.

The Contracting Officer or COR may require the contractor to replace contractor support personnel that do not meet the requirements listed on this paragraph, with 14 days’ notice, if it is deemed that they cannot translate/communicate in accordance with Deliverables, Section 8.

6.0 GOVERNMENT FURNISHED INFORMATION:

The contractor will be given access to a SharePoint site.

7.0 PROVISION:

1. The Contractor requires access to Subject Matter Experts (SMEs) throughout the lifecycle of the project. Delayed access and/or responses could impact agreed upon milestones.

2. The Contractor’s work schedule relies on the FAA to meet specific due dates so that the project can be delivered as scheduled. Any delay by the FAA in executing the agreed and assigned activities of the work schedule may result in changes to the contractor’s work schedule. In the case of such delays, the Contractor and FAA must agree to any changes in the schedule and/or cost estimate and mitigate a solution to get the project back on track and ultimately delivered.

3. In the event of a government shutdown, the Contractor will only continue working on work products that do not require FAA SMEs or FAA PM direction.

Due dates for all work products that require FAA SMEs will be impacted.

4. The Contractor TOTM or Project Lead will track completion of milestones with the customer. If the FAA does not provide the Contractor with its acceptance or rejection of a product within 10 business days after delivery, the Contractor will deem the product is accepted.

5. International travel not identified in this task order will be added via a revision prior to contractor travel.

8.0 DELIVERABLES:

This section describes the products and tangible ends results that are expected from each task contained in section 4.0, including when applicable the use to be made of the deliverable. When an observation indicates defective performance, the COR will request the Program Manager (PM) to acknowledge the observations in writing.

Deliverables must be delivered to the COR as required. Documents/reports must be made available five business days prior to their scheduled date of completion for Government review and acceptance. Deliverables must conform to established FAA guidelines and standards and accepted industry standards. In support of the identified tasks and subtasks, the Contractor must comply with existing and evolving FAA Information System Security (ISS) guidance, policies and procedures.

The COR and FAA Task Manager have ten business days to inspect the work and either report deficiencies or accept the deliverable as meeting all requirements. The Contractor is required to correct all deficiencies that are not a result of a change in user requirements or specifications and redeliver document(s) to the Government within ten days of notification of deficiencies by the Government.

9.0 MONTHLY STATUS AND FINANCIAL REPORT:

The Contractor must submit a Monthly Status and Financial Report (MSFR) to the COR and CO electronically and in hardcopy no later than the tenth working day of the month following the issuance of each task order. The report must describe the work accomplished during the reporting period for each task order, work planned for the next period, discuss problems encountered and corrective actions taken, and identify pending issues. In particular, the report must address the extent to which any problems or circumstances could cause conflicts in program schedules.

The report must also describe a detailed monthly cost financial report for each task order that must include the status of funding levels, expenditures, and a comparison between actual and planned expenses as well as the following:

CLINs used during the month,

• Amount billed to CLINs,

• Amount remaining on the CLINs

• hours billed to the CLINs,

• hours remaining on the CLINs,

• personnel who billed to each of the CLINs (itemized by CLIN, personnel name and labor category),

• amount of funding used during the reporting period,

• amount of funds remaining on the task order,

• projected 75% of funds spent date, and

• projected exhaustion of funds date

9.1 MONTHLY LEAVE TRAVEL / TRAINING SCHDULES

The Contractor must submit the leave schedules on a monthly basis and may be incorporated into the MSFR. The Contractor must post on a SharePoint site and update this site as needed to show scheduled and unscheduled leave, and travel for each contract employee.

For unscheduled absences, the contractor must ensure the appropriate COR is notified at any time the contractor resource will not be present to perform the required task(s).

The Contractor employees must perform business travel only upon the request and if the COR. receives written authorization. The Contractor must plan and perform all travel within the framework of Federal Travel Regulations.

9.2 MONTHLY INVOICES

The Contractor must submit invoices on a monthly basis no later than the 10th working day of the following month and in accordance with Part I, Section G – Contract Administration Data, paragraph G.3, Invoicing Procedures – General.

10.0 WORK LOCATION:

The services required hereunder will be performed at the either Oklahoma City, Oklahoma or Des Moines, Washington.

11.0 HOURS OF PERFORMANCE:

Support facility hours of operations must be maintained and be consistent with Government personnel working Monday through Friday (excluding government holidays) unless otherwise specified. Primary hours of operations are 6:00am to 6:00pm. The Contractor will be given, if advance notice when circumstances dictate work to be performed at times other than those prescribed.
