2RFI InstructionsII. Instructions2The RFI overview states "The anticipated acquisition strategy for this acquisition is a multiple award..." Is the assumption that this will be small-business tracks only or will there also be large business tracks? The extent to which this requirement may be suitable for set-aside for small businesses is unknown at this time. Small business set-aside determinations for all or part of this acquisition are subject to the outcome of market research, including results of this RFI.

The Department encourages all small business with an interest in fulfilling this requirement to respond to the RFI to promote a full assessment of small business capabilities relative to the AIMS requirement.

3 PWS 3.4 Requirements 4 For the requirements pertaining to "IT", is it safe to assume that IT-related requirements will focus on management consulting activities such as strategies, assessments, analysis, process reengineering, etc. There will not be a requirements for developers, engineers, etc. to actually develop solutions but rather to advise on them? The type of IT support associated with the AIMS requirements are anticipated to be primarily advisory and consultative in nature. Development, implementation, and operations and maintenance of IT solutions per se is not contemplated under this acquisition. However to support full integration of management solutions individual task order scopes of work may encompass IT based dashboards, tracking mechanisms, and related IT tools to faciliate delivery of the advisory and consultative support.
