1.0 Overview
The purpose of this Performance Work Statement is to obtain advisory and integrated management consulting services to support executive-level management and program and project managers and their administrative staff within the Department of Commerce
(DOC).
Under the contract vehicle(s) awarded in support of this requirement Enterprise Services will acquire management consulting on high-level activities and initiatives to facilitate organizational performance through program and project management for programs throughout DOC. Advisory and integrated management solutions will be solicited through task orders to support a broad range of projects, such as: strategic planning, organizational design, development and restructuring, program design and development, process improvement/reengineering, in-depth program analysis, evaluations, and data analytics projects.
2.0 Background
The mission of the Department of Commerce is to create the conditions for economic growth and opportunity. As part of the President’s economic team, the Secretary of Commerce serves as the voice of U.S. business within the President’s Cabinet. The Department works with businesses, universities, communities, and the Nation’s workers to promote job creation, economic growth, sustainable development, and improved standards of living for Americans. DOC is comprised of over 47,000 employees across 11 bureaus that work together to drive progress in five key goal areas: Trade and Investment, Innovation, Environment, Data, and Operational Excellence. DOC promotes job creation and economic growth by ensuring fair and reciprocal trade, providing the data necessary to support commerce and constitutional democracy, and fostering innovation by setting standards and conducting foundational research and development.
The DOC operating units are located in all 50 states, every U.S. territory, and more than 86 countries worldwide, and provide U.S. based companies and entrepreneurs invaluable tools through programs such as the Decennial Census, the National Weather Service, NOAA Fisheries, and the Foreign Commercial Service. Among many other functions, the Department oversees ocean and coastal navigation, helps negotiate bilateral trade agreements, and enforces laws that ensure a level playing field for American businesses and workers.
In order to perform its mission, the DOC must ensure that its bureaus have access to high quality advisory and consulting services in core functional areas of Human Resources (HR), Acquisitions, Financial Management and Information Technology (IT) and in bureau specific mission areas across the enterprise. To facilitate delivery of services at an enterprise-wide level, in 2016 the DOC stood up the Enterprise Services organization to provide Department-wide support using a shared services delivery model designed to gain economy and efficiency by reducing redundant efforts and
3 | P a g e incorporating enabling technology and innovative business processes. The Enterprise Services organization began performing initial services in HR, IT and Acquisition shortly thereafter and has continued to rollout new service offerings periodically through the present time.
Under this contract vehicle(s) Enterprise Services will offer advisory and integrated management solutions to the bureau customers for which ES is responsible for providing full mission contracting support as well as to other bureaus supporting Department-wide initiatives. The table below identifies the 9 customer bureaus (or offices) for which ES provides full mission contracting support and the 5 customer bureaus for which ES provides support for Department-wide initiatives only.

Mission specific advisory and consulting services for these 9 customer bureaus (or offices) may be procured under this contract vehicle(s). Mission specific advisory and consulting services for the 5 bureaus for which ES provides Department-wide support only, however, will be procured through contracting vehicles other than the AIMS acquisition. For these 5 bureaus only the advisory and consulting services required to implement Department-wide initiatives may be procured under this contract vehicle(s).
2.1 Objective
The contractor shall provide organizational assessment, planning, transitioning and implementation support for integrated management solutions. The functional scope includes mission support services in the areas of HR, Acquisitions, IT, Financial Management, Facilities Management, Security Management, Executive Management, and other related administrative services. The organizational scope includes the DOC’s Enterprise Services organization, all DOC bureau’s and customer organizations, and the organizational components of the DOC’s shared services model. The contractor shall be required to have the scale and expertise to support multiple initiatives related to each of these organizational components simultaneously in support of the following goals.

• Goal 1: Mature Program/Project Solution Integration and Delivery: Provide the resources needed for technical integration to implement processes, templates, tools, and methods to ensure the integrated, consistent, and on-time delivery of solutions.
• Goal 2: Develop and Deliver Standardized Service Levels: Provide solution engineering, integration, architecture, governance, testing, verification, and validation to establish standardized service levels across the Department.
• Goal 3: Enhance Mission Effectiveness: Support alignment and integration of DOC programs to promote mission achievement.
• Goal 4: Implement Shared Leading Practices and Innovations: Establish and leverage a HR, Acquisitions, IT, Financial Management, Facilities Management, Security Management, and other related administrative services Community of Practice to exchange and transfer knowledge, experience, and new and innovative ideas among staff across the DOC.
3.0 Requirement
3.1 The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform this requirement.
3.2 The Contractor shall monitor performance in accordance with the approved Quality Control Plan (QCP). The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s QCP is the means by which they will ensure work complies with the requirements of the ordering vehicle and task order(s).
3.3 The Contractor shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall consider the stability and continuity of the workforce are essential.
3.4 As defined in individual task/call orders, the contractor shall provide advisory and integrated management solutions across a broad range of requirements including but not limited to:
• Developing and managing program, project, transitions and operations plans across multiple organizational components and initiatives.
• Assisting executive level and program and project management staff in developing and implementing organizational design, location and operating strategies.
• Facilitating strategic planning sessions and briefings with key stakeholders, DOC executive leaders and project teams.
• Providing advisory support and subject matter expertise across multiple key specializations including shared services design and operations, organizational
5 | P a g e change management, customer experience management, organizational development, leadership development, performance measurement and reporting, enterprise architecture strategy, financial management, facilities management, security management, outsourcing and business process reengineering.
• Conducting technology, resource and process assessments in preparation for enterprise services transition and operations activities.
• Conducting requirements analysis, and to-be processes for new or evolving programs and service offerings.
• Assisting with development and implementation of technology strategies related to new or evolving programs and the transition of operational activities.
• Conducting process reengineering, standardization and improvement initiatives in preparation for the transition of operational activities.
• Conducting market research on potential service providers and assisting the DOC and bureau teams in analyzing alternatives, developing acquisition strategies, performance management analytics and structuring agreements with new providers.
• Assisting in the development of cost/benefit and alternatives analysis for new and evolving programs and service offerings.
• Supporting budget formulation and budget execution models.
• Developing and implementing governance models for new and evolving service offerings.
• Developing and supporting management of Service Level Agreements and related metrics measuring organizational performance.
• Supporting program and project monitoring and evaluation.
• Drafting communications and briefings for stakeholders across multiple organizational components and initiatives.
• Developing and managing communications and change management initiatives across multiple organizational components and initiatives, effecting business and/or operational culture change.
• Provide forecasting and strategic insight for potential additional service offerings and industry best practices.
• Provide organizational/risk assessments and risk management to include creating risk profiles, establishing a risk management structure, and supporting risk mitigation efforts.
• Support Diversity, Equity, Inclusion and Accessibility initiatives across the DOC enterprise and bureaus.
• Support knowledge management and transfer including development of training plans, manuals and other training documentation or training aids.
• Deliver training to support operations and maintenance of management and administrative programs.
4.0 Place of Performance
Contractor support shall perform at [to be established at the Task Order level].

5.0 Period of Performance
The total period of performance with all options exercised is for five (5) years from date of award.
Base Period: February 1, 2023 – March 31, 2024 Option Period I: February 1, 2024 – March 31, 2025 Option Period II: February 1, 2025 – March 31, 2026 Option Period III: February 1, 2026 – March 31, 2027 Option Period IV: February 1, 2027 – March 31, 2028
6.0 Hours of Operation
Under this PWS, the Contractor is responsible for conducting business, Monday thru Friday during normal business hours except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
Access to facilities after hours requires additional security authorization and approval from the CO and/or COR. However, exceptions or changes to the above hours of operation may be required in individual Call Orders, and as approved by the COR.
The Contractor shall provide after-hours, at any level, BPA or Call Order, support as assigned by the government. This includes responding to emails, phone calls and automated alerts indicating that there is a problem requiring immediate resolution. In the event that there are issues that cannot be resolved in-house by the Contractor, the Contractor shall work with support (working with experts of a product (vendor support)) or IT to resolve the problem (i.e., software bug, hardware issue, security issue, etc.).
7.0 Government Furnished Resources
7.1 The Contractor shall be responsible for safeguarding all government equipment, information and property provided for Contractor use. The Contractor shall not use GFP/E/I for any purposes other than official Government business as performed under this task order. At the close of each work period, government facilities, equipment, and materials shall be secured.
7.2 Contractors working on Government sites will be provided standard business equipment including all or some of the following: desk, chair, phone, computer and access to office equipment such as printers, copiers, fax, etc.
7.3 Task Order specific government furnished information or property will be specified at the Task Order level.

8.0 Qualifications
The Contractor is responsible for and shall ensure staff are properly trained and hold the appropriate credentials as required for the services being performed.
9.0 Identification of Contractor Employees
All Contractor personnel attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by Contractors are suitably marked as Contractor products or that Contractor participation is appropriately disclosed.
10.0 Travel
Travel ☐ is ☐ is not required under this task order. If required, the Contractor shall travel as approved by the designated TM or COR during the performance of this task order to attend meetings, conferences or conduct other official business covered under this task order. Authorized travel is reimbursable in accordance with the contract. The Contractor shall ensure adequate funding is available for costs of travel prior to incurring costs.
Local travel to meetings, conferences or other official business covered under this task order is not reimbursable as a direct charge.
11.0 Conflicts of Interest
Contractor and subcontract personnel performing work under this task order may receive, have access to, or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.), or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the CO immediately whenever he/she becomes aware that such access or participation may result in any actual or potential OCI, and may merit the submittal of a plan to the CO to avoid or mitigate any such OCI.
This mitigation plan would be determined to be acceptable solely at the discretion of the CO. In the event the CO unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may employ other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
12.0 Data Rights
The Government has unlimited rights to all documents/material produced under this task order. All documents and materials, to include the source code of any software
8 | P a g e produced under this contract, shall be Government owned and the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the Contractor without written permission from the CO. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.

14.0 Reports and Deliverables
14.1 The Contractor shall attend progress meetings requested by the contracting activity or task order administration. The Contracting Officer, Contracting Officer’s Representative (COR), and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the CO will apprise the Contractor of how the government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
14.2 Monthly Progress Report (MSR)
The contractor shall submit the Monthly Status Report (MSR) to the COR in Microsoft Word format no later than the 5th of each month. At a minimum, the report shall track the submission of deliverables and detail the status of each. The report should detail major accomplishments during the month, problems/resolutions, issues/mitigation plan, recommendations and tracking of cumulative Travel amounts against the Travel CLIN.
The report shall cover all work completed during the reporting period and reflect data as of the last day of the preceding month. If a problem or issue has not been completely resolved, contractor shall provide an explanation including its plan and timeframe for resolving the issue. The report shall detail work planned for the subsequent reporting period. The COR will certify the report.
14.3 Additional reports and deliverables will be defined at the task order level.
