MARKET SURVEY ANNOUNCEMENT

Aeronautical Information Management Modernization (AIMM)

Enhancement 1 (E1)

This Market Survey/Request for Information (RFI) is issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1.

This announcement is a Market Survey/RFI and is not a Screening Information Request (SIR) or Request for Offer (RFO) of any kind. Responses to this Market Survey/RFI will be used for informational purposes only. The FAA is not seeking or accepting unsolicited proposals.

Respondents are advised that the FAA will not pay for any information it receives, nor vendor costs incurred in preparing the response to this Market Survey/RFI. Any costs associated with this Market Survey/RFI submittal are solely at the interested vendor's expense. The FAA has not determined the acquisition strategy at this time. However, if the FAA proceeds with an acquisition, the responses to this Market Survey may assist the FAA in that determination.

I. PURPOSE

The purpose of this Market Survey/RFI is to assess industry interest and capabilities to satisfy the requirements of future Aeronautical Information Management Modernization (AIMM) Enhancement 1 (E1), formerly known as Segment 3 (S3), to explore potential technology available to satisfy one of the modernization requirements of the Enhancement of the Aeronautical Common Services (ACS).

The Principle North American Industry Classicization System (NAICS) code for this effort is 541511 - Custom Computer Programming

To assist with obtaining vendor responses, the FAA is providing the following attachments:

• Attachment A – DRAFT AIMM E1 Aeronautical Common Services (ACS) System Specification Document (SSD) o Requirements identified in Appendix D as “NEW” or “MODIFIED” may be included in the scope of this effort.

• Attachment B – Business Declaration Form

II. CURRENT STATE OF AIMM SEGMENT 2 (S2) AERONAUTICAL COMMON

SERVICES (ACS)

• AIMM S2 establishes the Aeronautical Common Service (ACS), which continues the evolution from paper-based aeronautical information products such as charts, publications, and notices, to digital aeronautical data through data services.

• Digital aeronautical data services enable the processing of data to improve mapping, flight planning, and the timeliness and accuracy of air traffic control instructions.

• Components and services will be installed and operating at Atlanta (ATL) and Salt Lake City (SLC) Network Enterprise Maintenance Centers (NEMC).

III. AIMM E1 ACS ENHANCEMENT OBJECTIVES

AIMM E1 Aeronautical Common Services (ACS) Enhancement will continue to improve Aeronautical Information (AI) accuracy and adoption of standards. This Enhancement builds on previous AIMM segments. The enhancement is a multi-system technical effort with a goal to further improve and modernize the way in which the ACS manages AI and makes AI available to National Airspace System (NAS) users.

The FAA plans to implement AIMM E1 in the 2024-2029 timeframe and will identify the remaining needed capabilities to support safe and efficient flight operations through interactive, on-demand information exchange between aviation stakeholders. To address these needed capabilities, AIMM E1 will enhance and integrate the ACS core infrastructure and provide a more robust set of authoritative data sources in support of AI generation and management for the provisioning of AIMM services across the NAS.

Improved access to more accurate and timelier AI will enable greater operational flexibility and efficiency. Improved AI will benefit FAA consumers with direct access and data input into automation systems and decision support tools. This will allow users to plan flight operations more effectively with timely, accurate operational data such as integrated Special Activity Airspace (SAA) schedule and status, NOTAMs, and airspace route/altitude information.

IV. INDUSTRY FEEDBACK

Interested vendors are encouraged to submit questions pertaining to AIMM E1 draft AIMM E1 ACS SSD. The FAA will organize these questions into a matrix and provide answers to all interested parties. Under no circumstances are direct communications authorized with the technical or program office on this matter. All communications must be sent directly to the Contracting Officer (CO) listed below. As a follow up to this Market Survey/RFI, the CO may contact some, all, or none of the respondents for one-on-one meetings to obtain additional information regarding their response.

V. INSTRUCTIONS FOR SUBMISSION

Vendors should make use of all information provided in this Market Survey/RFI, which includes the attachments in this announcement. The FAA is requesting feedback from industry, via a capabilities statement that demonstrates your firm’s solution. The FAA will use any responses to assist in determining industry interest.
