About this file
This is a Request for Information (RFI) #3 for the Army Intelligence Data Platform-Next (AIDP-Next) program, issued by the Project Manager Intelligence Systems & Analytics (PM IS&A). The RFI follows prior market research and industry day activities, and addresses a critical capability gap: the existing fielded Army intelligence solution operates solely through enterprise cloud systems but lacks an integrated approach for operating from the Enterprise Cloud to the Tactical Edge across multiple security domains (Secret and Top Secret) with a common user interface, seamless data sharing, and support for denied/degraded/intermittent/limited network connectivity. The Government seeks solutions that support Intelligence Warfighting Function (IWfF) tasks and provide intelligence capabilities to Next Generation Command and Control (NGC2) and Army mission command systems.
The RFI solicits two primary activities: (1) One-on-one vendor discussions scheduled for March 17-20, 2026, at or near Aberdeen Proving Ground, Maryland, with requests due by March 13, 2026, at 1700 EST; vendors must submit company information, a 1-2 paragraph solution description, and discussion topics to the AIDP Next mailbox or contracting officers Scott Butterfield and Rachel Moresi; the Government will discuss conceptual approaches, lessons learned, technical considerations, high-level demonstrations (optional), and open Q&A with selected respondents, and requires participation from technical personnel capable of addressing detailed questions; and (2) a Draft Call for Solution (CFS) available upon request using the specified email subject line format, with vendor questions and feedback due by March 24, 2026, at 1700 EST via an attached spreadsheet; the DRAFT CFS is issued for informational and planning purposes only and uses default Commercial Solutions Opening (CSO) and Other Transaction Authority (OTA) authorities, though vendors may propose alternative Army Open Solicitation (AOS) authorities. Participation in one-on-ones does not imply preference in future award decisions, and no cost reimbursement is provided for attendance.

RFI #3 for AIDP-Next – One on Ones and Draft CFS
1. Title: Project Manager Intelligence Systems & Analytics (PM IS&A) Army Intelligence Data Platform- Next (AIDP-Next) Request for Information #3
2. RFI History:
RFI #1, Market Research, Notice ID: ACCAPG25P010860 RFI #2, Industry Day, Notice ID: ACCAPGAIDPCTE
3. Problem Statement: The fielded Army intelligence solution operates solely through an enterprise cloud-based system that allows users to perform Intelligence Warfighting Function (IWfF) tasks. The existing solution lacks a cohesive, integrated approach for operating from the Enterprise Cloud to the Tactical Edge (Denied, Degraded, Intermittent, and Limited network connectivity), across multiple security domains (Secret and Top Secret), with a common user interface, supported by seamless, lossless, near-real time data sharing. How does the Army fill these capability gaps to support the Army IWfF from an Enterprise Cloud to the Tactical Edge and provide military intelligence capabilities and information to Next Generation Command and Control (NGC2) and Army mission command systems.
4. One-on-Ones: The Government is looking to conduct one-on-ones with vendors to discuss AIDP-Next capabilities. The Government reserves the right to invite a limited number of attendees to participate in one-on-ones.
Please Note: The Government reserves the right to request one-on-ones with industry partners who did not submit a request for a one-on-one.

The Government may invite selected respondents to participate in informal one-one-one discussions, which may include:
o Conceptual approaches to meeting the capability gaps o Lessons learned or prior experience in similar contexts o Technical Considerations, constraints or potential challenges in addressing the desired capabilities o High-level demonstrations (optional) o Open Q&A
For one-on-one discussions, the Government requests participation from technical personnel with direct knowledge of the proposed software solutions who are capable of addressing detailed technical questions, as these discussions will be technical in nature.
One-on-one meetings are currently scheduled to occur from 17 MAR 2026 to 20 MAR 2026.
Location: One-on-one discussions will take place at or in the vicinity of Aberdeen Proving Ground, MD. Virtual discussion may occur by exception.
