About this file
This is a Request for Quote (RFQ) specification sheet issued by the Ohio Department of Natural Resources (ODNR) for mowing and litter pickup services at the Appalachian Hills and Wolf Creek Wildlife Areas. The procurement covers landscape maintenance for approximately 29 total acres across Morgan, Noble, Muskingum, and Guernsey Counties, with services to be performed from July 1, 2025, through June 30, 2027. The contract requires mowing (frequency ranging from 1-4 times per month), trimming, brush/tree clearing, and comprehensive litter/debris pickup across 8 main areas at Appalachian Hills and 28 parking lots at Wolf Creek Wildlife Area. Site visits are available by appointment with contacts Jordan Skates and Jonny Lukins, and the work must be completed Monday through Friday between 7:00 AM and 5:00 PM.
The contract will be awarded to the lowest responsive and responsible bidder, with bid evaluation calculated by multiplying unit costs by estimated usage. The solicitation incorporates procurement preferences including Buy American (5%), Buy Ohio (2%), and Veteran-Friendly Business (2%), which may impact contractor eligibility. Payment will be made at quoted prices per occurrence with F.O.B. Destination/Pre-Paid/Allowed terms. Contractors must be registered with the Secretary of State and are encouraged to be Minority Business Enterprise (MBE) and Encouraging Diversity, Growth and Equity (EDGE) certified. Unique specifications include strict prohibitions on chemical use, detailed landscaping requirements for visitor center areas, and mandates that all equipment be of acceptable quality to complete requested tasks. Invoicing must occur within 30 calendar days, with payments contingent upon Ohio General Assembly appropriations.
