About this file
This is a Sources Sought notice and technical attachment for removable temporary equipment (RTE) facilities and maintenance services to support the new TH-73 aircraft at Naval Air Station (NAS) Whiting Field, Florida. The Naval Facilities Engineering Systems Command (NAVFAC) is conducting market research to identify qualified contractors capable of providing and maintaining temporary facilities. The required facilities include a Tension Fabric Structure (TFS) maintenance hangar of approximately 55,000 square feet with a height of 55 feet, capable of accommodating eight aircraft in open-wing configuration and 22 aircraft in closed-wing configuration; Modular Buildings Group 1 consisting of 12 modular buildings totaling 5,000 square feet for maintenance offices, training rooms, break rooms, and restrooms; and Modular Buildings Group 2 consisting of 3 modular buildings totaling 2,160 square feet for avionics shop, tool distribution, and storage. All RTE structures must be operational by April 1, 2026.
The contractor will be responsible for three years of comprehensive maintenance with potential annual renewals, covering the maintenance hangar, modular buildings, and all real property installed equipment and systems including HVAC, fire protection, lighting, compressed air, plumbing, and electrical components. All systems and equipment must be maintained and repaired to function as designed and within original equipment manufacturer specifications. Offerors must submit regular and preventive maintenance schedules for government approval, with breakdown maintenance prohibited. Prospective contractors should submit one to three design-build projects of similar scope that included full maintenance for greater than one year, including customer points of contact, project titles, locations, procurement contract numbers, and contract values if available. This is a pre-solicitation notice only; no contract will be awarded from this notice, and no reimbursement will be made for response costs.
