TITLE: Planning, Evaluation, and Analysis Task Order Contract (PEATOC IDIQ) This requirement is a 100% Small Business Set-Aside.

DESCRIPTION/SPECIFICATION/WORK STATEMENT (PEATOC IDIQ)

Background:

The Agency for Healthcare Research and Quality’s mission is produce evidence to make health care safer, high quality, more accessible, equitable and affordable, and to work within the U.S.

Department of Health and Human Services (HHS), health delivery systems, and health care delivery system and the services that patients receive. The Agency achieves that goal by leveraging its unique core competencies in health systems research, practice improvement, and data and analytics to assess and track performance. AHRQ’s findings, products, and tools help catalyze improvements in health care delivery and wellness, make research available at the point of care, and provide data-driven insights to ensure that patients receive safe, high-quality care.

In accomplishing these activities, AHRQ is faced, from time to time, with the need to generate analytical products under relatively tight time periods with a minimum of available staff. These activities typically target high priority issues that are likely to influence programmatic, budgetary, legislative, and/or agency-level strategic planning decisions.

Statement of Work Independently and not as an agent of the Government, the Contractor and its subcontractors shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, needed to perform the specific requirements stated in any individual task order issued under this IDIQ contract.

Planning, Evaluation and Analysis Task Orders (TOs) completed under this IDIQ may include:

• Preparing evaluation design studies and program evaluations using the most appropriate methods and approaches (key informant interviews, focus groups, case studies, network analysis, other innovative techniques etc.) to be used for, but not limited to, the following:

o Evaluating Agency-sponsored products through targeted, small-scale efforts.

o Performing program evaluations including all current and future programs including: Patient Safety, Health Services Research, Data and Dissemination, Transforming Healthcare by Maximizing Value, Health Information Technology, U.S. Preventive Services Task Force, and the Medical Expenditures Panel Survey.

o Performing quick turnaround analyses such as: secondary data analyses, literature reviews, evaluation syntheses and meta-analyses, and background papers, including those needed for congressionally mandated activities.

-- DRAFT -- Statement of Work (IDIQ and Sample Task) -- DRAFT -- Page 2 of 9 o Performing longitudinal evaluations from an activity’s inception through various milestones to outcomes, impacts, and adoption.

o Designing, developing, and/or evaluating data systems to determine the efficacy of current and future AHRQ priorities and competencies.

• Conducting economic, cost-benefit, and other types of cost-related analyses.

• Conduct research impact cases analyses.

• Developing and implementing customer satisfaction surveys and other agency performance information collection efforts in accordance with Executive Order 12862 on setting Customer Service Standards and P.L. 103-62, the Government Performance Results Modernization Act, and subsequent OMB, Congressional, and Departmental guidance and requirements.

• Conducting agency level strategic planning, developing Government Performance and Results Act Modernization Act of 2010 (GPRAMA) - level performance measures, and analytic tasks related to management and organizational issues.

As needed and appropriate, contractors engaging in any of the activities listed above, may at AHRQ’s request, provide technical assistance in the preparation of OMB clearance packages under the Paperwork Reduction Act of 1995 (PRA).

To enable AHRQ to obtain quick action on needed activities, offerors must possess, either in-house or through available subcontracting arrangements, organizational expertise and experience in the work areas specified above. Several different types of activities are sought through this IDIQ contract. They are listed briefly above and described in detail below:

• Evaluation activities shall be comprehensive in nature covering all types of program evaluation designs and methodologies. Evaluation design studies and program/product evaluations require the most appropriate methodologies including impact case studies;

network analysis; innovative techniques that focus on health services research gaps experienced by racial/ethnic minority populations; evaluations of small-scale, short duration with simple evaluation designs; and, evaluation designs that support large-scale, complex, longitudinal designs lasting upwards of 3 years or longer that help develop strong foundations for subsequent evaluation projects and products. Results from these evaluations provide decision-makers, including AHRQ, Department of Health and Human Services (HHS), Office of Management and Budget (OMB), Government Accountability Office (GAO), and Congress valuable information needed to make program and policy decisions.

• Economic, cost-benefit, and other types of cost-related analyses:

These highly quantitative types of analyses will help to determine the impact of AHRQ efforts and the relative benefit to be derived from the implementation of AHRQ findings/recommendations. Original data collection may be required.

• Customer satisfaction surveys and other agency performance information:

-- DRAFT -- Statement of Work (IDIQ and Sample Task) -- DRAFT -- Page 3 of 9

Customer satisfaction surveys and other agency performance information collection efforts in accordance with Executive Order 12862 on setting Customer Service Standards and P.L. 103-62, the Government Performance Results Modernization Act.

Consumer satisfaction surveys and focus groups will help to determine the effect of Agency activities as well as identify areas of interest for future work. Consumer satisfaction surveys, in particular, will also help to further the science of health care consumer satisfaction surveys as a medium for measuring attitudes toward health care services.

• Internal management, organizational studies and strategic planning:

Internal management and organizational studies, as well as strategic planning and performance measurement, and other analytical tasks pursuant to AHRQ’s responsibilities.

Management and strategic planning types of studies will enable the organization to better manage its resources, target its resources to achieve agreed upon future goals, and maximize its expenditures. Sound strategic planning will enable the agency to adopt and maintain a relevant, logical, feasible, and efficacious course for the future.

Sample RFTO SOW – AHRQ’s Opioid Research

1. Purpose/Objectives of Task Order

The purpose of this task order is to build on AHRQ’s previous work related to opioids, including opioid use disorder (OUD), implementation of medication-assisted treatments (MAT) in rural primary care settings, and the evidence and availability of tools needed to implement MAT. B Based on this information, AHRQ will be able to identify research gaps for the agency to consider funding in future research projects that supports its current mission and the HHS 5-point strategy plan.

With this (sample) Task Order, AHRQ is interested in knowing about new tools and methods for the prevention and treatment of opioid abuse that have become available since the research and practices described in the published environmental scans - Implementing Medication- Assisted Treatment for Opioid Use Disorder in Rural Primary Care: Environmental Scan Volume 1 and Volume 2 Tools and Resources. The objective is to identify gaps that exist in current research for the prevention of opioid abuse and treatment of opioid addiction in rural settings and new prevention and method treatments not captured in previous literature reviews in order to recommend future research efforts for AHRQ to consider.

The objectives are to identify new prevention strategies and methods of treatment not captured in previous AHRQ literature reviews and to identify research gaps AHRQ can consider for future funding efforts that aligns with its mission and the HHS 5-point strategy plan.

2. Background/References The Agency for Healthcare Research and Quality’s (AHRQ) mission is to produce evidence to make health care safer, higher quality, more accessible, equitable and affordable, and to work within the U.S. Department of Health and Human Services (HHS), health delivery systems, and partner with health care professions. AHRQ’s focus is on improving the quality and safety of the health care delivery system and the services that patients receive. The Agency achieves that goal by leveraging its unique core competencies in evidence-based research, practice improvement, and data and analytics to assess and track performance. AHRQ’s findings, products, and tools help catalyze improvements in health care delivery and wellness, make research available at the point of care, and provide data-driven insights to ensure that patients receive safe, high-quality care.

In 2016, AHRQ began investing in a series of grants to address opioid abuse - one of the nation’s most pressing health care crisis. These grants support evidence-based medication assisted treatment (MAT) in rural primary settings. They support also the HHS 5-point strategy plan to combat the opioid crisis:

1) Access: Better Prevention, Treatment, and Recovery Services;

2) Data: Better Data on the Epidemic;

3) Pain: Better Pain Management;

4) Overdoses: Better Targeting of Overdose-Reversing Drugs; and
