AURARIA HIGHER EDUCATION CENTER

I. INTRODUCTION

A. PROJECT DESCRIPTION

The Auraria Campus is requesting capital renewal funding of $18,688,778 for fiscal year 2019/2020 to replace an aging campus-wide critical utility infrastructure system. Currently, the campus relies on steam to provide all the heating and hot water needs for over 750,000 square feet of space in eight classroom/lab/office buildings shared by three separate institutions of higher education. This system is over forty years old and deteriorating rapidly with potential worker life safety concerns and dramatic, multiple building, loss of use consequences if there would be a system failure or equipment/steam line failure. The campus is at a crossroads to either dedicate substantial resources to the repair of the current steam system, or to convert to a much more efficient, reliable, and significantly more cost effective natural gas fueled boiler system. The Auraria Higher Education Center (AHEC) Infrastructure Master Plan identifies converting to natural gas and abandoning the steam system as a priority project and is the responsible path forward for the campus in terms of financial accountability, utility reliability, and environmental sustainability. The potential impact to campus operation of a critical steam system failure would be catastrophic to daily operations. A failure would result in multiple building closures, course cancellation, research disruption, faculty and staff job impacts, and the need for emergency repair funds. As such, this project, which has no programmatic components, is of the highest importance to the Campus with full support from the Community College of Denver (CCD), Metropolitan State University of Denver (MSU Denver), University of Colorado Denver (CU Denver), and AHEC. The four state entities have created a plan to dedicate future utility savings generated by the steam conversion project to ongoing maintenance. These savings would be combined with additional funds from the three academic institutions and provided to AHEC, to establish an annual controlled maintenance fund with the ultimate goal of achieving a yearly budget of 1% of combined building value.

The anticipated project, once funded, will convert the remaining campus steam heat exchangers to natural gas boilers and replace the entire heating hot water systems in the following eight buildings: Arts Building, Boulder Creek, Central Classroom, Cherry Creek, Plaza Building, PE/Events Center, West Classroom, North Chiller Plant, and extend the gas infrastructure through campus. The Auraria Campus is at a tipping point crisis. A facilities condition audit of the Campus steam facilities indicates that there are over $2,000,000 of required upgrades and improvements needed on the steam system, nearly $500,000 of these needs fall into code compliant and safety areas of concern. Conversely, the 2011 Auraria Campus Infrastructure Master Plan indicates that for efficiencies and cost savings the campus should be converting its steam exchangers to natural gas fired boilers.

Pumping dollars into steam infrastructure in order keep this energy source safe and dependable is a bad investment when the long-term goal of the campus is to move away from steam.

Scope of Services

Based on the described need and anticipated steam to natural gas replacement project described above, the Auraria Campus is seeking a design team partner to complete early success activities to be ready to implement a state funded design-build project once funding is appropriated at some point between May and July 1, 2019. Once funding is received, the selected project team will be asked to deliver the overall scope of work within 18 months. To support this coming major capital renewal infrastructure project and expedited timeline, AHEC is seeking an architectural and engineering team to develop and define the following requirements to have the future project hit the ground running with clear and defined expectations and deliverables:

1. Evaluate, determine, and document the most effective strategy for new boiler equipment location in each building to support the future project. This could be in the existing steam heat exchanger room, in a penthouse in the building, or added to the building, in an addition to the building, or in a vault below grade. The team shall investigate and help AHEC determine the most feasible and practical location for the new boiler equipment for each building. The team shall focus on locating the equipment to support keeping the existing systems operational during construction of the new heating system, long term maintenance access, needs and costs, and the impact to adjacent programmatic activities when locating the new heating equipment in each building.

2. Evaluate, determine, and develop the design build design intent (DBDI) requirements for the future project. This includes, but is not limited to, system equipment redundancy, efficiency requirements for all future equipment, overall

Rev. 7/2015 energy savings goals and requirements, maintenance needs, overall system design strategy for each building, and sizing of all major system equipment and piping.

3. Define, develop, and complete an early procurement package of all major and long lead equipment, including completing the needed campus reviews and achieving operations and maintenance buy-in for all equipment.

4. Coordinate and support Xcel Energy design efforts for the new gas infrastructure on campus and provide Xcel Energy with the energy requirements of the boilers that are proposed in each building that will be moved from steam to natural gas.

5. Develop phasing plans, documents, and approaches to successfully complete the work in occupied buildings throughout the academic school year while limiting disruption and impacts to the educational and research environment. Additionally, the team shall work to develop solid construction phasing plans to increase economies of scale, productivity, and hoisting equipment usage. This plan will be incorporated into the project DBDI that will be passed to the future design-build team for integration into the project.

6. Provide anticipated project costs and project schedule for the future project after completion of the DBDI and other deliverables.
