About this file

This document is a Questions and Answers response from the Auraria Higher Education Center (AHEC) regarding Request for Qualifications (RFQ) AHEC19909Q for a Steam to Natural Gas Conversion project. The RFQ seeks qualified vendors to support a conversion project, with responses required to demonstrate specific experience and qualifications. The document addresses three vendor inquiries regarding minimum qualification requirements, specifically clarifying what types of experience satisfy the Design Build Design Intent (DBDI) documentation requirements outlined in Section I, A., Minimum Requirements, Paragraph 3.

AHEC confirmed that vendors may meet the DBDI qualification requirements through several alternative pathways: continued experience with the state's Construction Manager General Contractor (CMGC) with Guaranteed Maximum Price (GMP) process, where schematic design documents developed during this process satisfy the design intent documentation element; programming work that covers this requirement; design build design intent documentation developed in markets outside higher education facilities; or experience developing design criteria for CM/GC or Design/Bid/Build projects for State of Colorado higher education utility projects. These clarifications expand the acceptable qualifications beyond strictly higher education facility experience, allowing vendors with relevant utility project and alternative delivery method experience to compete for the opportunity.

Answers to Questions Request for Qualifications (RFQ) AHEC‐19909‐Q Steam to Natural Gas Conversion – Early Success

Auraria Higher Education Center

This document contains all questions submitted by the deadline specified. Vendors’ inquiries are in black text and AHEC’s answers are in red text.

Q1: In looking at the DBDI requirements, we are asking if the design intent documentation portion of the DBDI could be met by showing continued experience in the state CMGC w/ GMP process. Under the CMGC process we develop schematic design documents which by definition is the Architect and client determining and outlining the project requirements and goals which is in line with what design intent documentation is.

A1. Yes, this matches the intent of that minimum qualification. Additionally, programming work would also cover this element.

Q2. Would demonstrating experience in developing design build design intent (DBDI) from markets other than higher education facilities be accepted for meeting the minimum requirements under I, A., Minimum Requirements, Paragraph 3?

A2. Yes, this is acceptable.

Q3. Would demonstrating experience in developing design criteria for CM/GC or Design/Bid/Build for

State of Colorado higher education utility projects be accepted for meeting the minimum requirements under I, A., Minimum Requirements, Paragraph 3?
