AMENDMENT 3 – Solicitation AG-SPEC-S-17-0007

RESPONSE TO QUESTIONS

A-E DESIGN SERVICES TO INCLUDE

GEOTECHNICAL ENGINEERING, MODELING, DESIGN, SURVEYING, AND INSPECTION SERVICES

TO DEVELOP COMPLETE DESIGN PACKAGES FOR PROJECTS LOCATED WITHIN THE COASTAL AREAS

OF THE GULF COAST REGION OF THE UNITED STATES

(TEXAS, LOUISIANA, MISSISSIPPI, ALABAMA AND FLORIDA)

Due to the early closure of the Government offices on Wednesday, November 23, 2016 for the Thanksgiving Holiday and the receipt of the following questions on that date, the solicitation is being amended to provide responses to these questions. Any further questions received will not be addressed. As a result, proposal submission date is hereby extended to Monday, December 12, 2016 at 2:00 p.m. Central Time.

Q1. If a firm (prime contractor) is a Joint Venture (JV) and the JV is registered in the Federal CCR with its own DUNS number, and each JV party’s principal office (but not the JV itself) is filed with one or more Gulf Coast state Secretary of State’s Office, does the registration and filing satisfy the intent of Preselection Criteria 1?

A1. If it is an established JV with its own DUNS number then the location of it’s principal office must meet the preselection criteria. Reference also Q.8 and Q.9 from Amendment 1.

Q2. Please clarify whether the electrical engineer and the mechanical engineer practitioners must be licensed in all 5 states, or whether it is sufficient for the practitioners to be licensed in one or more of the represented Gulf Coast states.

A2. They must be licensed in all five states, but may meet these requirements through employees of the prime or a subcontract. Reference Q.1 and Q.16 from Amendment 1; and Q.1 from Amendment 2.
