About this file

This is a standard form contract between the City of Durango and an unnamed engineering firm for architectural and engineering services at the Durango-La Plata County Airport. The contract covers a range of potential projects including terminal building rehabilitation, commercial apron rehabilitation and expansion, snow removal equipment acquisition, pavement maintenance for runways and taxiways, aircraft deicing facility construction, aircraft rescue and firefighting vehicle and facility improvements, land acquisition, parking lot and roadway rehabilitation, and water and wastewater system upgrades. The contract is set to remain in effect until 2028, subject to annual review, and will be implemented through mutually agreed amendments that specify the exact services, compensation, and project details for each phase of work.

Compensation for the engineering services will be determined on a per-project basis through amendments, with two potential payment methods: lump sum for defined scopes of work, or cost reimbursable based on hourly rates for minor specialized services. The contract emphasizes compliance with federal, state, and local regulations, including FAA Airport Improvement Program guidelines and Disadvantaged Business Enterprise (DBE) participation requirements. The Engineer is required to maintain specific insurance coverages, including professional liability, general liability, and workers' compensation, with minimum coverage amounts of $2 million for most categories. The contract allows for termination with 30 days' notice and includes provisions for change of scope, dispute resolution, and independent contractor status.
