Amendment 3 is to provide additional additional guidance, clarify definitions, and to include additional herbicide requirements.

Do not fill in where X’s are. Each task order shall stand alone and prices are not pre-priced.

Page 10. Change paragraph 8 (c) Proposal Process, sub-paragraph 3, changed to. “Task Order technical proposal information will be streamlined to no more than 5 pages; excluding any Safety Plan, QC Plan, Spill plan if required, augments and the Performance Work Plan Schedule. Proposals shall not merely restate TO PWS requirements.”

Page 19. Pargraph 11, Definition Brushcutting. Change “…a 5 foot radius around…” to “a minimum of 5 foot radius around…)

Page 20. Definition. “Competing Vegetation” change from “…several woody shrubs and hardwoods…” to, “…several shrubs, grass, forbes, and hardwoods…”

Page 22. Definition. Add: Loose Soil Or Air Pockets - At the base of the roots of a planted seedling if two fingers can penetrate the soil with out resistance the soil is to be determined as loose and unacceptable.

Page 23. Definitions. NNIPs. Changed from “The purpose of this contract…” to “Plants that are not native to the area. These are among several types which may include,…”

Page 23. Resource Conservation Area (RCA) is now changed for use in this contract as (RCA1)

Page 23. Riparian Conservation Area (RCA2) is now changed for use in this contract as RCA2

Page 27. d, Care of Tree Seedlings Is changed to, “The contract should not touch the roots of the seedlings.”

Page 27. f, 3rd paragraph 3rd sentence, is changed to, “When hardwood trees are encountered, they shall be planted through as if they do not exist unless otherwise specified and spacing shall not vary unless otherwise specified on the planting data sheet.”

Page 30. 14. a. Change “Manually treat by creating specified distance in task order radial Grub or brush cut area around planted seedlings and naturals that have been spaced off of that are less than 5 feet in height.” To add “…and per specified distance in task order .

Average distance of radial distance is 5 feet.” “See task orders for exact grub distance.”

Page 30. 14. c, Change from “Competing vegetation larger than 1/2-inch in diameter will be severed at no greater than 2 inches above the original ground level.”, change to “…Competing vegetation larger than 1/2-inch in diameter will be severed below the root crown….”

Page 30. 14. d, first sentence is changed to, “All, or percent if specified, hardwood species (To be identified) will be cut within a 3-5 foot radius of any crop tree in all subitems.”

Page 23. 16. c, added: “If herbicides are being applied, all PPE as required by the pesticide labels as well as by federal and California laws and regulations will be provided by the Contractor to his/her workers and used at all times.”

Page 39. 25 Government furnished property:

Page 41. 26, a. Change from, “State of Califonia Agriculture Pest Control License” change to, “California Pest Control Business License.”

Page 41, 26 a.2, changed to, “Complete and file all pesticide use reports, with a copy to the Contracting Officer.”

Page 41, 26, b. changed to, “The Contractor shall comply with the State of California laws and regulations regarding pesticide applications (e.g., Food and Agriculture Code and California Code of Regulations (Title 3, Division 6) found under the California Administrative Code and with the requirements of the Federal Agricultural Worker Protection Standards (40 CFR, part 170) and any other applicable state and federal laws and regulations. For further information regarding licensing requirements contact California Department of Pesticide Registration, Licensing and Certification Program(916) 445-4038.”

Page 41, 26 c. changed to, “The Contractor’s authorized representative(s) on site must, at a minimum, be a State of California Qualified Applicator license holder for all task orders for Herbicide release.”

Page 42, Paragraph 28, I, Added: “Hebicide spills. The contractor shall develop a spill prevention plan that shall be approved by the COR prior to any operations under this contract. The spill plan will specify the spill kit that the contractor is required to maintain on site. The Contractor’s employees will be briefed and trained on how to respond to an herbicide spill using the provided spill kit.”

Page 53. Additional guidance. MSPA requirment to Provide certification. If you use MSPA/H2B workers you must fill this in and return as part of your response.

F2.212-4 Evaluation-Commercial Items (OCT 2014).

Change, “Technical Approach” to “Technical Capability”.
