2015 Amador PCT & Brushcutting, AG-9JGP-S-15-0104, Pre-proposal tour Q & A from COR notes. (Attendees were reminded that they are still responsible for submitting their questions in writing to the CO)
Q1) Will weekend work be allowed?
A1) The solicitation specifies that no work will be allowed on Sundays or federal holidays. There are also other limitations in the Restrictions on Work section of the technical specs.
Q2) Will subcontracting be allowed?
A2) Subcontracting requires CO approval. There is also a limit to how much can be subcontracted under a HUBzone acquisition. Include any planned subcontracting in your proposal.
Q3) Some treatment units already have less than the target PCT stocking (135 trees per acre), how should those be treated, and how will they be inspected?
A3) Spacing and stocking specs must be met in all portions of each stand where possible, based on current stocking. Where significant portions of a stand have less than the specified stocking to begin with, those areas will not be included in the stocking calculation for purposes of contract compliance or quality, although they must still meet average spacing to the extent possible.
Q4) Can brush be cut in non-brushcutting units if needed for access or slash treatment.
A4) Brushcutting is not required in Item 2 stands, but may be done as needed, provided all other specifications are met.
Q5) What is the minimum tree size required to be cut?
A5) No minimum tree size is specified. All non-crop conifers are required to be cut if it is possible to do so with a chainsaw.
Q6) Will inspectors be on site at all times?
A6) Inspectors will be on site on a regular basis, but not necessarily at all times. COR will be available by phone, and will ensure inspectors are available to meet the government’s obligations.
Q7) Does contract time include weekends and PAL shutdown days?
A7) Contract time is in calendar days, not working days, and thus includes all shutdown days.
Q8) Two crews will be required to complete the work in time?
A8) The government expects that multiple crews of 10 to 12 workers each will be necessary to complete the work within the specified time.
Q9) Could award be split between multiple offerors?
A9) No. All work is expected go to one contractor.
