1. QUESTION: Was there a previous contract. If so can we get awardee and price?
ANSWER: This is a new requirement.
QUESTION: As Per paragraph 1 on page 62 of 64, Under Factor 2-Relevant Performance it states to list projects within the past six(3) years. We request that we be allowed to list projects within the past six years.

The Government will only accept list of projects within the past three years.

3. QUESTION: As we read the solicitation, the Bid Bond is on the overall IDIQ, and not the sample
Task Order. When we order a bond we need to give the bonding company a ‘project value’; we can do this for the sample project, but not the IDIQ. We do not think this is your intention, please review.

ANSWER: It is three (3) years.
7. QUESTION: Page 62 of 64, Factor 2, Para. 1, last sentence regarding “… will be collected in sealed envelopes and submitted…”
a. Please clarify exactly how we are to do this; one evaluation per envelope? So if we have five evaluations – 5 different envelopes?
ANSWER: Yes, one envelope per evaluation/survey.
i. We need to submit multiple copies of the proposal, (either 1 original and 4 copies – or this may change per our question #1 above).
ANSWER: Must submit a total 4 (four) copies of the proposal (1 original and 3 copies)
ii. If we end up submitting 5 hard copies, each with 5 envelopes, the ultimate number of envelops would be 20. 25. (We would have been the ‘low bidder’ with this math…)
ANSWER: For the Relevant Past Performance survey. The Government only need one set of the
Relevant Past Performance per survey. Make sure to submit the required number of surveys.
8. QUESTION: With regard to the Task Order portion of the solicitation: Page 44 of 64 (IDIQ); J-3 states that each Task Oder will have a SF-1442; however the ‘seed project’, the task order does not appear to have a SF-1442.

On Page 56 of the RFP under L.9 Preparation of Proposals, paragraph 9 states “Offerors should submit two (4) copies of their proposal, dated and signed by an official of the company.” Can you please verify if the number of copies is two (2) or four (4). Is this an original in addition to this many copies, or this many in total?

Tab C-1 – Technical Capability
Tab C-2 – Relevant Past Performance
Tab C-3 - Geographic Location
TAB D – CONTRACTOR PRICE PROPOSAL

It appears that the price and technical proposals should be in separate binders, can you please clarify this requirement?
