DESCRIPTION OF WORK

Work includes the design and provision of a new electrical utility drop/service to the Los Rasalies well via installation of approximately 1,590 LF of new electrical service and the installation of a new waterline extension from this well to the existing Mt. Laguna water system. A new packaged water treatment system shall be designed and installed at the Los Rasalies wellhead site. Specifically, the waterline extension includes the design and installation of approximately 11,600 LF of new water main from Los Rasalies Well to the new 100,000 gallon reservoir site (Sunrise Reservoir). Water system isolation and control valves within grade boxes, air release valves and water main drain laterals are included in this installation. A new 0.5 mile long service road will have to be constructed from the Red Tailed Roost volunteer headquarters to the new tank location as staked on the ground. Also included is a remote monitoring and control system capable of system monitoring and basic pump controls. Optional work includes well boring rehabilitation work on the Agua Dulce well; replacement of the water transmission line from new reservoir site to Cuyapaipe reservoir; and existing pump control system upgrades at Los Huecos reservoir.

PROJECT LOCATION

The Project is located in San Diego County within the Mt. Laguna Recreation area.

From San Diego, California, travel east on Interstate 8 for approximately 60 miles to Sunrise Highway (S1). Thence turn left on Sunrise Highway and travel northeast 5 miles to the second gated dirt road named Old County Road. Turn left and travel through gate on Old County Road for approximately 0.1 miles to the electrical service drop location at Kemp Ranch on the left hand side of the road. Travel another 0.4 miles to the Los Rasalies well site on the right side of the road. The waterline will follow the existing paved “Old County road” for approximately 1.6 miles, then turn left and travel approximately 0.2 mile on gravel road and continue (left) for another 0.3 mile on the dirt portion of the road before it turns to travel up the hill to the tank location site. (If you continue to the right when the gravel portion of the road ends and travel for 0.1 mile you will reach the Agua Dulce well.) The waterline will cross-country for 1,781 feet to the new tank location. The distance from the new tank to Cuyapaipe reservoir is approximately 2,620 feet.

INSTRUCTIONS FOR SUBMISSION OF OFFERS AND OTHER INFORMATION

PROPOSAL SUBMISSION REQUIREMENTS

INTRODUCTION

1. Contract Format and Process

This is a Two Phase Contract, herein also referred to as a Design-Build (D-B) contract for the design and construction of the Laguna Water Distribution System.

The Design-Build process will have two distinct phases. Phase 1 will be the pre-qualification process, where the Government will select (“short list”) up to three to Four contractors on the basis of their qualifications and preliminary proposal(s).

Only the selected contractors will then qualify for the Phase 2 process. In Phase 2 of the procurement procedure, Offerors will be given the opportunity to offer their preliminary design and/or technical approach and cost proposals. Final selection and basis for award of the Design-Build contract will be based on the “Best Value Approach”. The best value approach provides the opportunity to select an offeror who is not necessarily the lowest-priced or the highest technically-ranked. If awarded the contract, the Offeror shall provide and complete all necessary and required design and construction documents, and complete construction in compliance with these requirements.

2. General Project Description Work items will include, but are not limited to the following:

1. Furnish design submittals for proposed improvements as described herein and in Specification Section 01 01 11, Project Design Requirements.

2. Following approval, provide for the installation of power from SDG&E service drop location to new wellhead site.

3. Following approval, provide for construction staking, clearing, site grading, erosion protection, topsoil stockpile, trenching, specified compaction, installation of specified improvements, seeding and erosion control blanket.

4. Design and construction of a water treatment system for source water from the existing Los Rasalies well.

5. Design and construction of a new water pumping system to pump water from Los Rasalies Well to the new tank.

6. Design footing and provide for construction staking, furnish and construction of a 100,000 gallon steel potable water storage tank and perimeter fencing.

7. Construction of approximately ½ mile of gravel-lined tank service road as staked by the Government. Design and installation of approximately 11,600

ft. of water transmission line, water system valves in at-grade level boxes and water main drain laterals.

8. Design and construction of an enclosure for well head plumbing, iron removal system, pressure tank(s), booster pump and appurtenances necessary for working treatment and pump system.

9. Design and installation of a remote control system to relay well, submersible pump and tank conditions via wireless network to computer or cell phones.

Optional work includes well rehabilitation work on the existing Agua Dulce well (following connection of the Los Rasalies well to the existing water system), replacement of water transmission line from new (Sunrise) Reservoir to Cuyapaipe reservoir, and existing pump control system upgrades at the Los Huecos Reservoir.

QUALIFICATIONS FOR DESIGN-BUILD FIRM OR TEAM

Any single firm or association of firms may submit a proposal. Individual firms may participate in more than one proposal by entering into more than one such association. For the purpose of this solicitation, no distinction is made between formally organized design-build entities and project-specific design/build association.

Both are referred to as the design/build offeror (or simply "Offeror"), or the design/build contractor (or simply "contractor"), after award of a contract.

The Offeror, or offerors subcontractor, must have a minimum five years experience in design and construction of residential and/or commercial facilities, water systems, and site development. The design of architectural, structural, mechanical, electrical, civil, geotechnical, structural or other engineering features of the work shall be accomplished or reviewed and approved by architects or engineers registered to practice, in the particular professional field involved.

COST LIMITATIONS

The target ceiling for contract award for design and construction is approximately $1,700,000. The Government cannot guarantee that additional funds can be made available for award. Offerors are under no obligation to approach this amount.

REQUIRED TECHNICAL DATA FOR PROPOSAL SUBMISSION

Offerors are advised that the required data will be utilized for review and evaluation and used for determination of a "Quality Rating" by a Source Selection Evaluation Board (SSEB) and that all data submitted for consideration under this proposal will be reviewed only for the purposes required for evaluation and award. The Government will not make assumptions concerning the Offeror's intent, capabilities, facilities, or experiences. Clear identification is the sole responsibility of the Offeror.

PROPOSAL PREPARATION - Phase 1

In order to effectively and equitably evaluate all proposals, the Contracting Officer must receive information sufficiently detailed to clearly indicate the material, equipment, methods, functions, schedules and price proposed. Instructions for the preparation and organization of each proposal are included herein. The proposal shall be submitted as summarized below and as required by the specifications

Format

A. Proposals shall be labeled in a manner to afford easy identification from a

Table of Contents. Font size shall be 12 point. Each page shall be identified with the appropriate page number. Sheet size of the proposal contents shall be 8-1/2 by 11 inches. Legibility, clarity, coherence, and the contents are important. The Offeror shall not submit verbatim sections or attachments of this solicitation as part of their proposal. Offers that do not meet these requirements may be subject to rejection.

B. A cover sheet identifying the Offeror and the project shall be provided. The second sheet(s) shall be a Table of Contents.

C. Materials submitted but not required by this solicitation (such as company brochures and equipment lists) shall be relegated to appendices.
