SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

General

This project is the stabilization of the Mexican Canyon Trestle. Work will consist of:

· replacing failed and missing structural timber members with government supplied treated timber

· reusing existing hardware to the extent possible and providing new hardware as needed

· make splices, or install blocking as required to replace identified timbers

· disposal of scrap timbers removed from the structure and other scrap materials

· clearing and grubbing necessary to accomplish the work

· developing and implementing a NMDOT approved traffic control plan

The contractor shall minimize the effects to the historic integrity of the trestle while adhering to the following guidelines:

· installation of new and reinstallation of existing members that match the size and position of original construction to the extent possible

· installation of necessary bracing prior to reconstruction and/or stabilization of each bent to ensure no damage to the trestle as a result of construction/stabilization activity

· use of treated timber to match the historic application

· retaining wall construction, if necessary, that is historically compatible with other retaining walls along the line or that will blend into the landscape (this prohibits the use of gabion baskets unless covered with an acceptable facade)

· use of tinted and textured concrete to offset visual impacts

Schedule Approach

The Forest Service will give Notice to Proceed in the spring of 2010. The desired start date for this work is between contract award and the spring of 2010.

Project Access

The project site can be accessed from US Highway 82 through the Village of Cloudcroft sewer treatment plant.

Permitting

The contractor is responsible for obtaining all necessary permits as described in Federal Acquisition Regulation 52.236-7, Permits and Responsibilities. In addition, the Army Corps of Engineers has determined that Section 404 of the Clean Water Act (33 U.S.C. 1344) - Section 301 prohibiting the discharge of dredged or fill material into waters of the United States without a permit from the Corps of Engineers is not applicable as the drainage does not discharge into waters of the United States. This does not preclude the successful contractor from developing a SWPPP and obtaining a NPDES permit.

Project Location

The Mexican Canyon Trestle is located in Township 15 South, Range 12 East, Section 35 of the New Mexico Principle Meridian, Otero County, New Mexico.

152 - Construction Survey and Staking

152.00_nat_us_08_05_2005

Description

152.01(c) Material.

Add the following:

Use required stake dimensions and materials. Pre-paint the top 2 inches of all stakes and lath, or mark them with plastic flagging. Use designated colors for paint or flagging. Mark all stakes with a stake pencil that leaves a legible imprint, or with waterproof ink.

Do not use aerosol spray paints.

Use moisture-resistant paper for survey notes. Keep notes in books with covers that will protect the contents and retain the pages in numerical sequence.

Construction Requirements

152.02 General.

Delete the first two sentences.

Add the following:

When indicated on the plans, a preliminary survey line has been established on the ground. The project location line is established by offsets from this preliminary line.

Delete second sentence in second paragraph and replace with the following:

Reestablish missing reference, control lines, or stakes as necessary to control subsequent construction staking operations

152.03 Survey and Staking Requirements.

c) Slope Stakes & References:

Replace section with the following:

Slope stakes and references. When required, locate slope stakes on designated portions of the road. Locate the slope stake catch points and use them to establish clearing limits and slope stake references.

Mark slope stakes with the station, the amount of cut or fill, the horizontal distance to centerline, and the slope ratios.

Place slope reference stakes at least 10 feet outside the clearing limit and mark with the offset distance to the slope stake. Place sight stakes when required.

Prior to clearing and grubbing operations, move the slope stake outside the clearing limit to the slope reference stake. After clearing and grubbing and before excavation, reset the slope stakes in their original position.

Use the designated method to establish the slope stake catch point.

· Method I—Computed Method. Use the template information shown in the plans or other Government-provided data to calculate the actual location of the catch point. The slope stake “catch point distance” provided may be used as a trial location to initiate slope staking. Recatch slope stakes on any section that does not match the staking report within the tolerances established in Table 152-2.

· Method II—Catch point Measurement Method. Determine the location of slope stake catch points by measuring the catch point distances shown in the plans or other Government-provided data.

(d) Clearing and grubbing limits.

Add the following:

Establish clearing limits on each side of the location line by measuring the required horizontal or slope distances shown in the stake notes. Mark the clearing limits with flagging or tags on trees to be left standing, or on lath. Make markings intervisible, and no more than 90 feet apart.

After establishing clearing limits, move the location line stake outside the clearing limits for station identification purposes, and mark it with horizontal distance to location line

(h) Bridge.

Replace the subsection with the following:

(h) Trestle.

Set adequate horizontal and vertical control, reference lines, and reference points for the trestle abutments, frame bents, footings, wing walls, bearing seats, and other major components. Establish the trestle control, reference lines, and reference points by setting hubs and guard stakes beyond the clearing limits on each side of the channel. Record the following reference stakes:

(1) Reference points and lines for each bent and abutment;

(2) Reference points and lines for the location of all footings;

(3) Reference points and lines for wing walls and abutment walls locations;

(4) Profile grade(s) and spiral curve layout for cross ties and rails.

Perform this work after clearing is completed and within the tolerances established in Table 152-1 under Precision Class A (Bridges). The structural component’s control is established as a local network and the tolerances are relative to that network.

152.03 (l) Miscellaneous Survey and Staking.

Add the following:

(11) Cattleguards

(12) Drain Dips

(13) Erosion Control Measures

Replace Table 152-1 with the following two tables:
