SITE VISIT NOTES

Forest Service Personnel on Site:

John Streuber (Contracting Officer Representative), Peter Cates, Joel Little, John Heibel and

Mark Volle.

Notes:

On 05/13/2010 at 10:00 am, the site visit started and a sign-in sheet was passed around. John S.

welcomed everyone present and gave introductions of the Forest Service personnel on site.

John S. then proceeded to give a brief description of the project including the removal of the

Fuels Office, building the new office, removal of the three trailers after personnel are in the new building and the options. It was also mentioned that the removal of the three trailers included removal of the ramp, hallway and hallway foundation connecting the trailers to the main existing building. It was pointed out that the heating pads were included in the scope of work to keep the snow off certain areas of the sidewalk. Also pointed out were the rock and sustainability specifications in the solicitation.

It was mentioned that this project was an ARRA (American Recovery and Reinvestment Act) project and that the reporting requirements were above and beyond the typical Government reporting requirements.

Clarifications:

The Fuels office is called that because fire personnel who deal with forest fuel reduction and analysis work in that building it has no relation to hazardous material such as fuels being stored in the building.

The Fuels Office, Garage and Conference Room buildings currently all have existing asbestos siding. See specification 02411 section 3.02a however all known asbestos including the siding will be abated and removed by the Forest Service prior to the start of the contract.

The question of lead paint came up and it was mentioned that the trailers are not believed to have any lead paint, but have not been verified. The Fuels Office, Garage and

Conference Room buildings all have known lead paint on the exterior. The interior paint is likely to also contain lead paint. See specification 02411 section 3.02b for information on lead paint requirements.

The fuel tanks near the buildings to be disposed will be removed by the Forest Service prior to the start of the contract.

Confirmation was given that the three trailers would be removed as part of the contract and that would need to occur after the FS employees were able to move into the new building.

A question about a concrete stockpile came up when a contractor stated that the solicitation called for the concrete from the fuels building to be used for use in the bioswale option. It was stated that an area would be provided for the stockpiling of the concrete whether the option was awarded or not. Further clarification: The stockpile would only be used temporarily until needed for the bioswale. All concrete not used in the bioswale would be removed from site by the contractor prior to the end of the contract. If the bioswale is not awarded, all the concrete in the stockpile is also to be removed prior to the end of the contract. Note that the concrete in the ramp/walkway between the trailers is not to be used in the bioswale.

All testing is the responsibility of the contractor. Results of the testing will be submitted for review as required in the contract.

Submittals for the sidewalk heat mats will be done per the contract.

The building is not going to be put up for LEED accreditation, however the Forest

Service has directives that must be met and those items are listed in the specifications were applicable.

Temporary fencing is not required, however the security and safety of the worksite is the responsibility of the contractor and as such the contractor may choose to put up fencing to help secure the site.

The bid date may be modified such that it does not fall on the holiday, but if it is then the extension will be posted on FedBizOpps.

All testing including moisture content will be done by contractor. The Forest Service may choose to spot check before or after installation to ensure that requirements were met.

The meeting ended at 10:15 am with John giving out point of contact phone numbers.

Additional Submitted Questions:

Q1. What trees are going to be removed?

A1. One tree is identified on sheet C1.0 to be removed for Option A to occur. That and seven other (8 total) trees will be removed by the Forest Service. If Option A is awarded, then the removal of the stump and rootwad of the tree indicated on the plans is to be removed, will need to be removed by the contractor. The rootwads of the remaining seven trees will not need to be removed unless they interfere with construction. See specification

02100, section 3.02 for more information on which rootwads may interfere with construction and backfill requirements of the rootwad holes.

Q2. Who is to provide the Builder’s Risk Insurance Policy for the project?

A2. The contractor is responsible to provide insurance under clause 52.228-5, which is incorporated by reference in Section I; however, Amendment 0001 incorporates that clause in full text in Section H.

Q3.The tiles called out in Spec Section 09510 are both discontinued?

A3. Armstrong Grid Accents System K has been discontinued. Replace 2.01.L with

Acceptable Product: Cirrus Profiles Chamfered #557, 9/16" Tegular as manufactured by

Armstrong World Industries, Inc. or Equal.

Q4. The finish schedule shows painted gyp in the restrooms, not ceiling tile like the specs show?

A4. The restrooms have sheetrock ceilings so Delete (Armtuff#861restrooms) from 2.01.L.

Additional Information:

The basements of both the Fuels Office and Conference Room buildings were measured last year for a rough estimate of the area. The measurements that were taken should only be used to get “ballpark” type estimates and are as follows:

o Fuels Office: 7' high x 44' x 18.5' o Conference Room: 7.5' high x 13' x 20'
