Amendment 0002, Attachment 1
EROC-SW
South Fork Feather River-Truss Bridge
QUESTIONS & ANSWERS (Q&A)
05/17/2010
Q1. Should proposals be submitted in an envelope to EROC Southwest, Vallejo, as directed in the
Solicitation, Offer, and Award Form 1442, or submitted electronically as directed by Section L--
Instructions, ...(page 40 of 47)?
A1. Follow instructions provided in Section L.
Q2. Will the quantity to be paid for Schedule (page 4 of 47) Item 556-05 "Redwood Handrailing" be the actual quantity installed of 261 lf or the bid quantity of 240 lf? (See CQ on page 43 of FP-03 and Special
Project Specifications 109-Measurement.)
A2. 240 LF is an estimate of the amount of handrail to be replaced. The actual amount, up to a maximum of 266 LF, will be determined during demolition. The contractor should be prepared to replace the maximum amount of railing. Contractor will be paid for the actual quantity furnished and installed, subject to the Variations on Quantity (FAR 52.211-18). The contracted amount (CQ) is subject to a variation of 15%. That is, from 204 to 275 LF. Quantities above or below those amounts will be subject to additional cost negotiation.
Q3. Will the last portion (1/4 mile?) of Road 20N15 from Road 22N24 down to the bridge be reopened by the Forest Service so that it is passable for pickups and small trucks before the project begins? It now has large boulders exposed in the subgrade (needs gravel fill) and trees and brush obstructing passage.
A3. The 20N15 road has been improved to a level that will allow small trucks (pick-ups) with equipment trailers to pass. The turn-around area at the bridge is limited.
Q4. Will a separate fire patrol person be required for this small project where all work is out on the bridge? Will the person be required to patrol for 2 hours after each shift? See Fire Plan Section K and
Project Activity Level-Emergency Precautions. Section K states "No patrolperson shall be required on
Specified Road construction jobs except during clearing operations unless otherwise specified."
A4. Refer to Fire Plan Activity Level B.
Q5. Do bolts have to be installed on every 4x12 bridge deck plank or are bolts only installed at the curb scupper locations? This would mean only the helically threaded 80d nails will be holding the planks down. Please confirm.
A5. NO. Except under the scupper blocks, the deck is fastened by the spikes.
Q6. Can an approved pressure treatment solution be painted into the holes so that the holes do not have to be drilled before pressure treatment?
A6. All field cuts and drilled holes shall be treated in accordance with 557-04. Field cutting and drilling shall be minimized to the greatest extent practical for efficient assembly.
EROC-SW
Q7. Under Paragraph 556.02, Section 155-Schedules for Construction Contracts, Special Project
Specifications, there is call out for Structural Tubing, yet the Contract Drawings indicate no such material: please clarify significance of statement.
A7. This reference, included in the Forest Service Special Project Specifications to FP-03, is not applicable to this project.
Q8. Under Paragraph 556.05, Section 155-Schedules for Contruction Contracts, Special Project
Specifications, there is a call out for Steel Railing yet the Contract Drawings indicate no such material:
please clarify significance of statement.
A8. This reference, included in the Forest Service Special Project Specifications to FP-03, is not applicable to this project.
Q9. Please confirm that the Redwood lumber for the hand rail does not require pressure treatment.
A9. Redwood heartwood is not pressure treated.
Q10. Just confirming what was written in amendment number one for this project; we can SP-3 (power tool clean) OR SP-7 (whip blast) the bridge structural steel in lieu of SP-6 per note 7 on drawing Sheet 2 of the original drawings?
A10. YES. Specifications take precedence over the Drawings.
Q11. Will the bridge be closed all summer due to work by DWR....Is this correct?
A11. NO. The primary access, (FS road 21N16) as shown on the drawings, (Sheet 2) will be closed at Sly
Creek Dam. Alternate access route to the site is shown on attachment 2A.
Q12. I see no liquidated damages or time to complete....Are there any?
A12. No liquidated damages are included.
Q13. Where can I access the federal highways specs?
A13. http://flh.fhwa.dot.gov/resources/pse/specs/fp-03/fp-03usc.pdf
Q14. Do you have GPS coordinates for the project site?
A14. 39° 36' 28.84" N X 121° 09' 07.12" W--Note: Level 1 and 2 Forest Service roads may not be accurately represented in second and third party products.
Q15. The paint spec section 563.07 references "delete second sentence...." how do I access this missing paragraph?
A15. The SPSs are based on the FP-03 specs. The text if this special reads as follows:
EROC-SW
563.07 Structural Iron & Steel
(b) Surface Preparation
(2) Surfaces with Existing Sound Paint
Delete the second sentence of the first paragraph and add:
Maintain a wash pressure at the nozzle of at least 2,400 pounds per square inch.
Q16. Will the lead coating be required to be removed by sandblasting?
A16. As noted on sheet 2 of the drawings, the steel structure shall be cleaned according to Section 563.07, b2, SSPC 6. This method calls for the blast removal of all loose dirt and material, including paint. Firmly adhering paint need not be removed. We interpret “Blast” as any high pressure stream, wet or dry, capable of accomplishing the requirement.
Q17. Will a containment system be required to capture the lead paint removed by sandblasting?
A17. The contractors operations shall conform to all applicable federal and state pollution control requirements and regulations. In general, this includes the prevention of both air and water pollution by any cleaning or removed materials. The contractor may employ various methods to accomplish this requirement.
Q18. The government may realize significant savings by choosing to encapsulate the existing lead coating. This can be accomplished by pressure washing the existing coating (capturing and containing any lead paint chips or residue and disposing of them according to specified regulations) then covering the existing coating with a polyurethane paint system.. this has been done in many instances.
A18. See A16 and A17 above. The specs call for a minimum paint standard (see Sheet 2 of the drawings).
The contractor may propose to use a product meeting a higher standard if they wish.
Q19.Will there be a site visit?
A19. No organized visit is scheduled at this time. Due to the late snows, we do not expect to be able to reach the site until late May.
Q20. Is the site accessible without special permission or gate keys?
A20. Yes. The road down to the bright is high clearance vehicles only.
Q21. Is the road passable today?
A21. NO. See A20 above. Snow, mud, water will impact access to the site.
Q22. The plans have a roadway cross section. Is there grading or site work?
A22. There is no road work planned for this project.
EROC-SW
Q23. Are the wood bridge stringers to be replaced or just the deck, curb and Rail?
A23. The stringers are intended to remain.
Q24. What are the bridge dimensions? Sheet 2, Note 3 and Sheet 4, Stringers Plan seem to list different dimensions. It appears there is a discrepancy?
A24. There is no discrepancy. Sheet 2, Note 3 references outside dimensions of structure, and Sheet 4 dimensions are as shown on drawings.
