Clarifications to questions for the West Fork Bridge Replacement Project.

1. It states under Section 629 of the Project Specifications that erosion control blanket will be required on all slopes and other disturbed areas adjacent to the structure and outside of the roadway. This item is to be paid under the Standard Specifications FP-03, Section 629. Since there is no bid item for this item, is this item considered to be incidental to the contract? Please clarify.

A line item has been added to the schedule of items to address specification 629 and its requirements. It will be paid for as a lump sum item and not measured.

1. It states under section 625 of the Project Specifications that seeding shall be placed on all disturbed areas. It also states that seeding will be measured by the square yard. Since there is no bid item for seeding. Please clarify where this item gets addressed.

A line item has been added to the schedule of items to address specification 625 and its requirements. It will be paid for as a lump sum item and not measured.

1. It states that Contractor Sampling and Testing (Section 154) is going to be required on the project. It also states that it will be paid in accordance with Section 154 of the Standard FP-03 Specifications. Since there is no bid item for QC, is this item considered to be incidental to the contract? Please clarify.

A line item has been added to the schedule of items to address specification 154 and its requirements. It will be paid for as a lump sum item and not measured.

1. It states in the contract bid documents that a Geo-Tech report was completed by WTI. Can this document become available to all interested bidders?

The geotechnical report completed by WTI is available and will be made available for all bidders.

1. It states under Section 204 of the Project Specifications that Excavation and Embankment will be paid at the contract price per unit of measure for the Section 204 pay items listed in the bid schedule. There is no bid item for Excavation and Embankment. It also shows in the project plans (Page S10) the roadway profile detail and it appears that the roadway prism is going to increase in height from the existing ground elevation. Please clarify the roadway excavation quantities for Cut vs. Fill and Waste vs. Borrow if this applies.

A line item has been added to the schedule of items to address specification 204 and its requirements. It will be paid for by the CY as a DQ. The new structure is very close to the same elevation as the existing and the roadway excavation will primarily be cut to allow for the new asphalt structural section. Sheet S10 of 18 on the roadway profile should reflect 4” of asphalt over 8” of ABC.

1. It states under Section 552.16 of the Project Specifications that “Finishing Formed Concrete Surfaces” shall have a (f) Class 6 – Colored finish. Please clarify if this is a colored stain or colored concrete product, and if so, please call out the required color. It also states under the same Section 552.16 to build test walls in accordance to Special Contract Requirement 613. There is no Section 613 in the Project Specifications. Section 613 in the Standard Specifications FP-03 applies to “Simulated Stone Masonry Surface”. Please clarify if the concrete abutment and wingwall surfaces will require a form liner/rustication finish, and if so, please provide the specified pattern.

The supplemental called out is just clarification to the main FP-03 specification for the (f) Class 6. The government will be looking for (b) Class 2 – Rubbed finish per the FP-03.

The government will not be requiring test walls to be built and FP-03 Section 613 and references to it shall be deleted from all parts of the contract.

1. Suppliers of the Glulam Timber Stringers are stating that the required coating product called out in the contract documents will void the Glulam warranty. Please provide a response to this concern.

This question is tied to the treatment of all lumber per sheet 17 of 18 under the general notes. It has been determined that the glulam stringers can be treated for use in aquatic environments without voiding the warranty. Nothing will be changed regarding this question.

1.) What Government provided material sources (Section 105 of the SCR’s) are available (if any), and where are these locations?

There are no government provided material sources available for use. All sources shall come from commercial suppliers.

2.) It states on under section 251.02 (Material) in the SCR’s. The CO shall designate specific locations for obtaining material within the riprap source. Please clarify.

There are no government locations available for obtaining riprap material. All riprap material shall come from commercial suppliers.

3.) Per the plans sheet S17 of 18 and schedule of items pay item 301(01) – Crushed aggregate, type surface/base course, grading G, compaction B.

There is no surface course aggregate required on the job.

Both items should be base course aggregate per Section 703 – Aggregate sub section 703.05 Subbase, Base, Surface Course, and Screened Aggregate. (a) Subbase or base aggregate and Table 703-2. Grading D (Base) and compaction will be per Section 301 – Untreated Aggregate Courses sub section 301.05 Compacting – Compaction B. Estimated quantities on S17 of 18 of the plans should be disregarded. Please use the new schedule of pay items.

As I was looking through the solicitation for the West Fork Bridge Replacement project, I noticed that in the Schedule of Items there is no mention of rebar. I was assuming that rebar would be incidental to concrete...is this correct?

A line item has been added to the schedule of items to address specification 554 and its requirements. It will be paid for by the LSQ as a LS.

Regarding the removal of the existing bridge and abutments, does the government want or intend to salvage any of the material and if so where should it be delivered?

The government does not want any of the existing material associated with the existing bridge and all should be disposed of off forest service lands at an approved landfill or become the property of the contractor.

Regarding the notes and specifications on the guardrail system for the new bridge, “crashed tested railing system by bridge manufacturer”?

The government guardrail system shall meet all the requirement as outlined in the specifications and plans. This is not a prefabricated bridge being supplied by a bridge manufacturer therefore the components called out shall be per the specifications and plans. The bridge railing system shall be supplied shall meet the NCHRP 350 TL-2 performance criteria for crash tested railing for transverse glued laminated timber decks as developed and tested by the Midwest Roadside Safety Facility for the Forest Products Laboratory and FHWA as called out on sheet S17 of 18 under design data. Please disregard the note(s) on S7, S8, S9, and S10 of the plans that talk about “Crash tested railing system by bridge manufacturer”

The government will temporarily reroute this segment and post it accordingly.

Regarding camping and having fenced area onsite or nearby, will it be allowed?

The government will allow camping onsite and a fenced area to the south of the existing bridge. This will be designated in the field by the COR. A permit will be issued if camping is to occur more than 14 days at a time.

Regarding the structural asphalt section, only 4” of asphalt is shown?

The structural section of the asphalt will consist of 4” of AC over 8” of ABC.

Regarding project submittals, what is required?
