All contractors shall provide the following information for their technical proposals:

For the Past Performance Evaluation the Government will utilize the listing of past projects provided and possibly include data obtained from other sources. Offerors without a record of past performance will receive a neutral rating for past performance only.
• Technical Approach: Provide the names of key personnel who will be project managers, foremen, subcontractors, and suppliers; the role each will serve on the project, and their qualifications and experience. Fully explain oversight of the project that will be provided. Include a schedule or percentage of time there will be on-site contractor representation. Provide a description of equipment to be used on the project (make, model, year, etc). This information is used to determine the acceptability of both personnel and equipment and also to ascertain your understanding of what resources are needed to adequately complete this project.
The technical approach and understanding of project should include information of how the work will be organized and performed in accordance with the specifications, drawings, terms and conditions of the solicitation.
Provide a project work plan indicating how you intend to accomplish the work by giving as much detail as you consider necessary to fully explain the proposed technical approach or method. (2) The Government will evaluate offers in accordance with the evaluation criteria set forth in Section M of this RFP.
(3) Offerors shall submit their proposal(s) in the following format and the quantities specified:
(a) 1 copy of the completed, signed offer (SF1442, Section B-Schedule of Items, and Section Offerors Reps and Certs). This serves as contractor’s cost proposal.
(b) 1 copy of the technical proposal.
The following Section M replaces the existing Section M in the solicitation:
SECTION M--EVALUATION FACTORS FOR AWARD
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
AWARD DETERMINATION
The Forest Service’s source evaluation will be based on best-value principles. Accordingly, award will be made to the responsible Offeror whose proposal provides the greatest overall value to the Government, price and other factors considered. This best-value determination will be accomplished by comparing the value of the differences in the technical factors for competing offers, based on their strengths, weaknesses, and risks, with differences in their price to the Government. In making this comparison, the Government is more concerned with obtaining superior technical capabilities than with making an award at the lowest overall cost to the Government. However, the Government will not make an award at a significantly higher overall price to achieve slightly superior technical capabilities. As technical scores become closer, price will become more important. Technical Factors when combined are equal to price. Only Offerors that demonstrate acceptable submission to the Government of all items in Section L of this solicitation (or amendments thereof) will be considered for award.
TECHNICAL EVALUATION FACTORS (in descending order of importance)
1. Past Performance & Relevant Experience
2. Technical Approach
3. Sustainable Acquisition

Price
ANY FORMAT MAY BE USED.
The technical proposal will be used to make an evaluation and arrive at a determination as to whether the proposal will meet the requirements of the Government. Therefore, the technical proposal must present sufficient information to reflect a thorough understanding of the requirements and a detailed, description of the techniques, procedures and program for achieving the objectives of the specifications/statement of work. Proposals which merely paraphrase the requirements of the Government's specifications/statement of work, or use such phrases as "will comply" or "standard techniques will be employed" will be considered unacceptable and will not be considered further. Any proposal that does not address the evaluation factors will not be considered for award.
Price
Proposals should be submitted initially on the most favorable terms the offeror can make to the Government. The Government reserves the right to reject any or all offers or to make award without conducting discussions. Award may not necessarily be made to the offeror submitting the lowest price. Also, award may not necessarily be made for technical capabilities that appear to exceed those needed for successful performance of the work.
1. The Government may reject any or all offers, make award to other than the lowest offer, and waive minor informalities or irregularities in offers received. If necessary, the Government may conduct discussions with any offeror;
2. The Government may issue a contract on the basis of offers as received without entering into discussions with any offerors. Therefore, each initial offer should contain the offerors best terms;
3. This Request for Proposal does not commit the Government to pay any cost incurred in the preparation of the submission of proposals;
4. Each offeror's price proposal will be evaluated for realism, completeness, and reasonableness. Proposals shall be evaluated, for award purposes, based upon the total price proposed for basic requirements. Unrealistically low or materially unbalanced offers, initially or subsequently, may be rejected or eliminated from competition either on the basis that the offeror does not understand the requirement or the offeror has made an unrealistic proposal.
EVALUATION BASIS FOR AWARD
RESPONSIVE AND RESPONSIBLE: This is a best value competitive acquisition and is conducted in accordance with Federal Acquisition Regulation 15.101-1, Tradeoff Process. Award will be made to the offeror who is deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose

proposal conforms to the RFP's requirements and is judged to represent the best value to the Government. The best value is represented by the most advantageous offer. To arrive at a best value decision, the Contracting Officer (CO) will use the specific criteria, Cost/Price Criteria and General Considerations described in Section M of the solicitation. The CO will strive for maximum objectivity. The selection process, by its nature, is subjective and therefore, professional judgment is implicit throughout the entire process. The Government intends to select one contractor for the subject solicitation. The Government reserves the right to award without discussions.
