STATEMENT OF WORK/DESCRIPTION/SPECIFICATIONS
SCOPE
The purpose of this contract is to secure services for fuels reduction/modification through mastication and hand cut/pile for approximately 160 acres to be performed in compliance to the contract terms, specifications and provisions. The Contractor shall furnish all labor, equipment, supervision, transportation needs, operating supplies and incidentals. The fuels treatment in the Wildland Urban Interface WUI will aid in the protection of the community in the event of a wildfire.
The efforts of this project on Federal Land adjacent to the communities in conjunction with property owner’s clearance efforts on private land will complement each other to make a safer more defensible community. Work will be conducted as described below in the requirement section. Removal efforts will involve Item 1: Mastication and OPTIONAL Item 2:
Hand Cut/Piling Brush will be optional treatment. Item 1: Mastication biomass will be left on site followed up by broadcast burning. OPTIONAL Item 2: Hand cut/pile will be piled into burn piles by the contractor as specified in the requirements section. The contractor will not be responsible for burning after the action. All removal efforts will be recorded with a GPS and field notes. Contractor will only be paid for approved acres completed.
LOCATION
The project area is located within the boundaries of the Descanso Ranger District of the Cleveland National Forest.
Unit 49, 51, 52 and 53 are approximately 90 acres combined. These Units are located in Pine Valley Community Township 15S, R4E, Section 25, 26, 35 and 36. Unit 37 approximately 70 acres of Mastication is located on Mount Laguna Township 15S, R5E, Section 24, 25 and 26.
Units 49, 51, 52 and 53 are located adjacent to private property along the National Forest Boundary. In all mastication units the terrain is rough and broken, with a wide variety of slopes, along with occasional outcroppings of rock. Shrub types include Chamise, Ceanothus, Sagebrush, Manzanita, Scrub Oak, Red Shank, Buckwheat and other mixed Chaparral. Some units contain a very sparse shrub component, while in other units the shrub component is quite dense.
Shrub height is generally less than 4-8 feet. All Units are located between 3,500 and 5,500 feet elevation.
DESCRIPTION
General
The project includes fuels reduction/modification for approximately 160 acres to be performed in compliance to the contract terms, specifications and provisions. The project consists of 5 separate units, with 4 Units in Pine Valley. Unit 37 located on Mount Laguna near Morris Ranch Rd. (see attached map) is approximately 70 acres. Unit 37 is Mastication ONLY. Mastication will be done on all slopes less than 35% within all units excluding rock outcroppings and (flagged) areas of avoidance (sensitive plants/species). Vegetation is to be masticated to a total height of 4 inches above the ground. Pine Valley Units 49, 51, 52 and will be a combination of Mastication and Hand Cut/Pile treatments. Areas that cannot be Masticated (see Restrictions of Work and Limitations) will require Hand Cut/Pile treatment to be performed at a
SOLICITION #: AG-91U4-S-14-0001 Page 4 of 31 later date (late Summer/early Fall). The Descanso District intends to conduct prescribed fire treatments in the fall of 2014 into 2015.
Item 1: Mastication
Masticator with articulating arm shall have a ground pressure rating of 8 PSI or less and be capable of reaching 15 feet. All equipment associated with the project will be washed and cleaned prior to entering the Cleveland National Forest.
1a. Edges of treatment blocks shall be irregular, not linear.
1b. Debris resulting from the Contractor’s brush treatment operation shall be flat on the ground, not exceed 3-5 inches in depth, well scattered, and not in concentrated patches or piles.
1c. All individual pieces of cut vegetative debris, regardless of diameter, shall be less than 3 feet in total length and left within unit boundary. No cut material shall be left leaning against or suspended in a tree.
1d. All roads and trails shall be left clear of material. Standing brush shall be reduced to an average of 80%, woody shrubs within 1 foot of large rocks or other obstacles shall not be treated.
1e. Safety Measures will be in place to keep public out of the work area example: Signs should be in place warning of work being conducted in the area near road ways, trails, and structures. No mastication shall be conducted within 100 feet of structure to avoid damage to private property.
1f. No mastication allowed within 50 feet of riparian areas (creeks, springs, drainages).
1h. Soil Protection: Do not operate equipment when soils are wet. Prior to initiation work, a Forest Service Contracting Officer’s representative or designated inspector will certify in writing that the soils are dry enough to support the equipment. After each rainfall or snow event, work shall stop until the Forest Service inspects the work area and certifies in writing the soils are sufficiently dry to avoid resource damage. No mastication will be performed when snow is on the ground or if the area is receiving significant precipitation.
1i. After work is complete, smooth over machine trails and other soil disturbances, particularly if they are oriented up and down the slope. Construct water-bars as needed to divert water flow. When possible, operate machinery on existing roads, on level areas, and along contour of slopes.
1j. Ground based equipment should be limited to less than 35 percent slope.
1k. Ephemeral stream crossings shall not exceed 3 per mile. COR or Designated inspector will work with Biologist and flagged designated crossings as needed.
Item 2: Hand Cut/Pile (OPTIONAL)
Piles must be created in a purposeful manner in order to increase the efficiency of pile burning operations.
Properly built piles tend to shed water and keep the interiors dry. This helps both the ignition and combustion phases of the burn.
2a. Piles will be built in a vertical-conical arrangement, NOT in a flat/stacked manner. Piles will not obstruct roads, trails, or access points.
2b. Place piles no less than 15 feet away from trees or any standing vegetation to minimize scorch during pile burning. Construct piles no closer than 100 feet from structures.
2c. Create piles no larger than 10 feet in diameter and 6 feet in height.
2d. Materials in piles will be no greater than 8” in diameter and 6 feet in length.
2e. piles will not be arranged underneath the dripline (minimum 10 feet from the drip line of trees), will not be positioned under thick hanging canopies of live trees where burn scorch may occur.
