SECTION 01010
STATEMENT OF WORK
PART 1 - GENERAL
1.01 Scope: The contractor shall provide all labor, materials, equipment, and supervision to perform
Forest-wide picnic area rehabilitation (Recreation Site Improvements), replacement or repair of appurtenances, and improvements on the Angeles National Forest. Specific Site: Switzer’s
Picnic Area and AS SHOWN ON THE DRAWINGS.
Project Description: This construction project involves recreation improvements to picnic areas.
The project may include: providing ADA-compliant recreational sites including the furnishing and installation of accessible picnic tables and barbecues; constructing accessible concrete slabs and walkways; the placement and compaction of DG-layers; the placement of asphalt surfaces;
constructing staircases at various locations; the demolition of existing buildings; the removal of existing picnic areas and barbecues; the removal and re-striping of pavement markings; the installation and rehabilitation of hydrants, water lines, and valves; the relocation of existing boulders; the placement of barriers, information boards, and signs; the installation of existing
SST buildings at various locations; grading, excavation, and embankment of compacted native material at various locations; and the construction of new concrete cut-off walls at various locations.
1.02 Payment: Payment shall be made in accordance with Federal Acquisition Regulation Clause
52.232-5 Payments Under Fixed-Price Construction Contracts.

PART 3 - EXECUTION
3.01 Work requirements: All work in the contract shall meet the codes and standards referenced in this Section and elsewhere herein, unless otherwise SHOWN ON THE DRAWINGS or in the specifications. When more stringent requirements are called out in these specifications or shown on the drawings, the more stringent requirements shall take precedence over the codes and standards. All work shall be performed in a workman-like manner according to the best practices of the trade and the best standards of the industry.
3.02 Requirements of Regulatory Agencies: All work performed shall comply with health, safety and fire protection codes, OSHA regulations, and/or applicable regulations established by Local, County and State Codes. “The 2000 editions of the, Uniform Plumbing Code, and the 1997 edition of the Uniform Building Code shall be applicable throughout the project unless otherwise noted.”

SECTION 01060
REGULATORY REQUIREMENTS
PART 1 - GENERAL
1.01 Scope: This section describes the Regulatory Requirements and the Codes and Standards that apply to the work in this contract.
1.02 Regulatory Requirements:
A. All laws, ordinances, codes, and regulations of the United States Government shall apply and be implemented into this contract.
B. The following codes and standards shall apply to the work in this contract (Where no date is specified, the applicable edition shall be the one in effect on the date of solicitation.):
1. Uniform Building Code, (UBC), 1997 edition
2. Uniform Building Code, Standards
3. Uniform Plumbing Code (UPC), 2000 edition
4. American Society for Testing Materials (ASTM)
5. Underwriters’ Laboratories (UL)
6. Uniform Federal Accessibility Standards (UFAS)
7. Forest Service Handbook 6709.11 Health and Safety Code Handbook
8. International Conference of Building Officials (ICBO)
1.03 Codes and Standards: Standards and practices set forth by the references mentioned elsewhere in these specifications shall be adhered to unless otherwise noted.
1.04 Duties of the Contractor:
A. Responsibilities: It is the duty of the Contractor to complete the work covered by this contract in accordance with approved plans and specifications.
B. Performance of the work: The Contractor shall study carefully the approved plans and specifications and shall plan his schedule of operations well ahead of time. If at any time it is discovered the work is being done which is not in accordance with the approved plans and specifications, the Contractor shall correct the work immediately.
All inconsistencies or items which appear to be in error in the contract documents shall be promptly called to the attention of the Contracting Officer’s Representative
(COR). Local conditions which may affect the work shall likewise be brought to the attention of the COR at once. In no case, however, shall the instruction of the COR be construed to cause work to be done which is not in conformity with approved plans, specifications and change orders.

The Contractor shall not carry on work except with the knowledge of the COR.
1.05 Contract Change Order: Where so indicated or in lieu of drawing or specification requirements, materials shall be used and installed in the best quality manner and method recommended by the manufacturer. Such recommendation shall be in written form.
Substitution of materials shall be considered a Contract Change Order and as such shall be approved by signature of the Contracting Officer prior to use or fabrication.
1.06 Subcontractors: Subcontractors engaged to do work on the project must be approved by the Contracting Officer.
PART 2 - PRODUCTS
2.01 Products and Materials: All products and materials in the work shall meet the standards and requirements of the codes and standards referenced in Part 1 – General of this
Section, and elsewhere herein unless otherwise SHOWN ON THE DRAWINGS, the more stringent requirements shall take precedence over the codes and standards.
2.02 Handling, Storage, Installation, and Maintenance: All materials, unless specified otherwise, shall be handled, stored, installed, and maintained in accordance with the manufacturer’s instructions and recommendations.
PART 3 - EXECUTION

SECTION 01200
SCHEDULES AND REPORTS
PART 1 - GENERAL
1.01 Scope: This section includes the requirements for the submittal of the Contractor’s proposed work schedule for the project. Also, this section prescribes the format and content of the Contractor’s cost proposal breakdown which will be used for the purpose of performing price reasonableness determinations. Cost breakdown will not be used to determine payment amounts.
PART 2 - PRODUCTS
2.01 Submittals: All submittals shall be provided directly to the Contracting Officer on a
Material Submittal form provided by the Contracting Officer to the Contractor during the pre-work conference.
PART 3 - EXECUTION
3.01 Work Schedule: During the pre-work conference, the Contractor shall submit to the
Contracting Officer for approval a proposed work schedule for the project. Such schedule shall be on a form provided to the Contractor by the Contracting Officer and shall include the timing for each major phase of the work. The Contractor shall update such approved schedule as necessary when significant changes occur during the progress of the work. Payment will be made according to this schedule based on a percent of completion as defined in FAR Clause 52.232-5 Payments under Fixed-Price Construction
Contracts.

SECTION 01300
SHOP DRAWINGS AND SUBMITTALS
PART 1 - GENERAL
1.01 Scope: Perform all work necessary and required for the construction of the project as indicated. Such work includes but is not limited to the following:
A. Shop Drawings
B. Samples
C. Catalog Data
1.02 Related Work In Other Sections: The following items of associated work are included in other sections of these specifications:
A. Operating Instructions
B. Maintenance Manuals
C. Certificates and Warranties
1.03 Submittals: Submittals shall include all pertinent data required to understand the quality of components, dimensional relationships, integrations with other materials, assembly techniques, structural aspects, color, finish, texture, and other such characteristics as may be necessary to fully describe the item and its intended use.
PART 2 - PRODUCTS

PART 3 - EXECUTION
3.01 Submittals:
A. Submittals shall be made for approval no more than 60 days after award of the contract, or as approved by the Contracting Officer.
B. Submittals and shop drawings shall be submitted in a timely fashion to allow 21 days for review by the government. No work shall begin until shop drawings and submittals are approved.
3.02 Shop Drawings:
A. Original Submittal: A reproducible and four copies of all shop drawings shall be submitted for approval as required under 3.01 above prior to fabrication, installation, Recreation Site Improvements DIVISION 1 Section 01300-2 or order placement to allow for checking and coordination. The reproducible will be retained by the Contracting Officer.
B. Resubmittal: When a resubmittal is required, one print so indicating will be returned to the Contractor. After revision of the original, a new reproducible and four copies shall be submitted for approval.
C. Approval: Once approved, stamped documents shall be returned to the Contractor and shall be complied with as noted. Variation from the approved documents shall be likewise submitted and approved before being carried out.
3.03 Samples:
A. Original Submittal: Two samples of each item for which samples are required, unless otherwise specified, shall be furnished for approval. Approval shall be obtained prior to delivery of the material to the project site. These samples shall be representative of the actual material proposed for use in the project and of sufficient size to demonstrate design, color, texture, and finish, as they will appear in the completed installation.
B. Resubmittals: All rejected samples will be returned upon request and any or all resubmitttals required shall consist of two new samples.
C. Approval: Upon approval, one sample so noted will be returned and the remainder will be retained by the Contracting Officer until completion of the work. When requested, all approved samples will be returned for installation, providing that identity is maintained in an approved manner until final acceptance of the project.
3.04 Catalog Data:
A. Submittals: Four copies of catalog data are required for the original submittal and each resubmittal. Catalog data shall be submitted along with shop drawings. One copy will normally be returned unless additional copies are requested.
B. Data: Each submittal shall have all pertinent data contained therein that is applicable to the item submitted for approval.
3.05 Identification:
A. Catalog Data: Each separate catalog brochure for page submitted shall have the identification shown. Catalog of brochures submitted containing multiple items for approval need have only cover identification. In such cases the identification shall include page and catalog item numbers.
B. In the event that one or more of the multiple items is not approved in any submittal, the additional copies required will not be requested until all items are approved.

3.06 Contractor’s Responsibility:
A. Representation: By his submittal of any shop drawing or catalog data, the contractor thereby represents that he has determined and verified all field measurements, field construction criteria, materials, dimensions, catalog numbers and other essential data as well as, has verified the same construction criteria with the contract documents and other approved submittals.
B. Deviations: Approval of shop drawings, samples, or catalog data shall not relieve the contractor from responsibility of errors or omissions therein.
C. Prohibitions: No Portion of the work requiring a shop drawing, sample, or catalog data shall commence, nor fabrication begin, prior to approval of such items.
D. Coordination: Contractor shall be responsible for coordination between trades to insure total compatibility with or between substituted items and those existing, specified, or otherwise provided. Alterations required to achieve compatibility with or between substituted items, shall be accomplished without sacrifice of performance and at no additional cost to the Government.
E. Verification: Any change from elements as originally designed shall be substantiated by calculations and/or data certified by a registered engineer or architect licensed in the state in which the project is constructed.

SECTION 01401
QUALITY CONTROL AND QUANTITY MEASUREMENT
PART 1 - GENERAL
1.01 Scope: This work shall consist of providing certification that the quality and quantity of construction conforms to the drawings, specifications, and requirements of the contract.
Provide all personnel, equipment, tests, and reports necessary to meet the requirements of this specification.

PART 3 - EXECUTION
3.01 General: The contractor shall provide and maintain a quality control system that will ensure conformance to specifications and requirements for all services, supplies, and construction work required or otherwise provided under this contract.
3.02 Certifications and Measurements:
A. Offsite Produced Materials: The Contractor shall furnish certificates executed by the manufacturer, supplier, or vendor, stipulating that all offsite produced materials incorporated into the work, meet the applicable requirements SHOWN ON THE
DRAWINGS or stated in the specifications. All incidental purchases needed to remedy minor shortages of material must also be certified.
3.03 Sampling, Inspection, and Testing: Provide and maintain appropriate testing devices, equipment, and supplies to accomplish the required testing and inspection in a timely manner. Test samples as often as is necessary to achieve the quality of construction required of this contract, and make measurements of work performed onsite under this contract. Sampling and testing frequency for specific items will be SHOWN ON THE
DRAWINGS, or in the specification(s).
3.04 As- Built Contract Drawings: The contractor shall maintain a set of contract drawings depicting as-built conditions. The drawings shall be maintained in a current condition, and made available for review. Changes from the original contract drawings shall be indicated in red on the as-built drawings. Upon completion of the contract work, submit as-built drawings to the Engineer.

SECTION 01505
MOBILIZATION
PART 1 - GENERAL
1.01 Scope: This work consists of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, as well as all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.

SECTION 01600
USE OF GOVERNMENT FACILITIES
PART 1 - GENERAL
1.01 Scope: This work consists of the use, by the Contractor, of areas and facilities owned by the Government during the construction of this project.
PART 2 - PRODUCTS
PART 3 - EXECUTION
3.01 Security: The Contractor shall be responsible for providing for the security of his equipment and materials delivered to the jobsite.
3.02 Sanitary Facilities: Santitary facilities located at the site will be made available to the
Contractor and must be cleaned completely at the end of the project. Coordination shall be made between the Contractor and the COR for the use of any facilities, as needed.
3.03 Storage: The Contractor will be provided a work and storage area within the designated project area, as arranged and approved by the Contracting Officer. The Contractor's operations and storage of materials and equipment shall be confined to this area.
3.04 Services: Water will be made available to the Contractor near the project site. The location of the available water source shall be determined at the preconstruction meeting.
The Contractor shall provide his own means of delivering the Government provided utilities from point source to points of use.
3.05 Construction Camp: The Contractor will be allowed to establish a construction camp at/on site in Self-contained units, if approved by the District Ranger at the preconstruction meeting. Such use shall be in full accordance with all Forest Service
Regulations.
3.06 Project Safety: The Contractor shall be responsible for providing a safe work place.
Signs identifying the work site as a hard hat area shall be posted by the Contractor around the perimeter of the affected work areas. The Contractor shall also be responsible for a safe construction camp.

SECTION 01800
PROJECT CLEANUP
PART 1 - GENERAL
1.01 Scope: This section covers intermediate and final cleanup of the project. The Contractor also shall, at all times during the progress of the work, keep the worksite clean of all rubbish, material scraps, and construction debris.
PART 2 - PRODUCTS
2.01 All cleaning materials and equipment used shall be selected and employed with care to avoid scratching, marring, defacing, staining, or discoloring the surfaces cleaned.
PART 3 - EXECUTION
3.01 Cleanup During Construction: Cleanup shall be performed by the Contractor as required to prevent accidents to personnel and protect all work in-place. Construction cleanup shall consist of the removal of all dirt, trash, scrap, debris, and excess materials from any surface that may lead to personal injury, or damage to equipment or facilities.
3.02 Final Cleanup: Final cleanup shall be performed, prior to the Contractor’s request for final inspection for the Project.
3.03 Quality of Cleanup: In addition to the normal “broom clean” requirements, the following requirements shall be completed:
A. Remove all trash, debris and surplus excavated material.
B. No items shall be left or discarded elsewhere on the site.
C. Items that will be discarded shall be removed to a proper disposal location off
National Forest lands.

SECTION 02052
DEMOLITION
1.01 Scope: Perform demolition work AS SHOWN ON THE DRAWINGS and as specified herein. Work may be indicated by note or by non-inclusion in work shown to remain.
The work consists of:
A. Removing existing wood tables, and barbecues, water faucets, pipes, pavement traffic markings, guardrail posts and bridge plank members.
B. Demolishing and removing existing concrete, asphalt, restrooms, signs and wood barriers.
C. Disposing of demolished and removed materials.
D. Salvaging indicated materials, items, and equipment, as well as the Contractor's right
(subject to codes or regulations) to salvage any other items and materials designated for disposal.
1.02 Project Conditions:
A. Perform all demolition work after enacting site protection measures of items to remain.
B. Dust Abatement: Sprinkle demolished materials/mulch to control dirt and dust.
Prevent flooding and contaminated runoff.
C. Existing Utilities: The Contractor shall verify the location of utility lines. It may be necessary to relocate or stub-off or plug domestic water lines to complete the work.
D. Demolition Schedule: Provide a schedule indicating proposed demolition methods, operations, and sequence for review and acceptance before start of the work. Include termination or continuation of utility services required by project conditions.
E. Safety: Demolition work shall be performed in a manner ensuring the safety of persons, and existing facilities designated to remain against damage by settlement, falling debris, or other causes in connection with this work.
F. Explosives: Use of explosives is not permitted.
G. All of such work shall be in accordance with codes, regulations, and safety orders, and subject to approval of the Contracting Officer.

1.03 Salvage: Where these specifications or the drawings indicate items or material to be salvaged for reuse, those items shall be protected from damage. All other items and materials become the property of the Contractor for disposal as indicated, or for salvage at the Contractor's option.
2.01 Equipment: The Contractor shall select equipment of a size and type suitable for the space and other constraints of this contract as subject to approval by the Contracting
Officer.
3.01 Inspection: Prior to starting demolition work, the Contractor shall make an inspection with the Contracting Officer to determine the physical condition of adjacent improvements scheduled to remain.
3.02 Demolition:
A. Remove existing walkways, curbs and miscellaneous concrete.
B. Asphalt Paving: Remove indicated asphalt paving. Asphalt may be crushed and reused as sub-base fill with native or borrow material at 1:3 ratio upon approval of
Contracting Officer.
C. Existing Utilities:
1. Information on the drawings relating to existing utility lines and services is from the best sources presently available. All such information is furnished only for information and is not guaranteed. The Contractor shall verify actual locations.
2. Perform work and provide necessary materials to disconnect or relocate existing utilities as necessary.
3. Above Ground Utilities: Remove above ground sprinklers, risers, and faucets, and close off AS SPECIFIED FOR UNDERGROUND UTILITIES.
4. Underground utilities do not need to be removed except where such are encountered in other construction, such as trenching, excavation, and the like.
Pipelines shall be cut back or removed 1 foot outside of trench and shall be capped or plugged mechanically. If remaining line is to be alive, cap or plug shall provide a liquid seal against pressure(s) of system. Removed material shall be disposed of off Government land.

3.03 Barbecues and picnic tables: Remove designated barbecues/ fire rings and picnic tables that are specified for demolition.
3.04 Disposal: Remove all waste materials, rubbish, and debris. Accumulation is not permitted. Clean-up, transport and dispose of such in accordance with applicable codes and regulations.
3.05 Salvage Items and Materials:
A. Where items are indicated for salvage and reuse, or to be turned over to the government, such shall be removed with care and stored until reused or accepted by the Government. Such shall include protection from physical or weather damage.
B. Any item or material not so indicated shall be removed from the project site as if for disposal. Disposal or salvage is the Contractor's option, subject to codes or regulations.

SECTION 02084
HYDRANTS
1.01 SCOPE
This work consists of furnishing and installing water hydrants AS SHOWN ON THE
DRAWINGS and specified herein.
1.02 CODES AND STANDARDS
A. Work performed under this Section shall meet the requirements of the current edition of the Uniform Plumbing Code.
B. The following standards are applicable:
1. American Society for Testing and Materials (ASTM)
2. American Water Works Association (AWWA)
3. Underwriters Laboratory (UL)
2.01 GENERAL
Materials shall be new, of size, material and type AS SHOWN ON THE DRAWINGS or specified herein.
2.02 WET BARREL WATER HYDRANT
A. Cast iron nozzle cap, chain, and gasket for each outlet.
B. 2 1/2” flange inlet
C. Operating wrench for each hydrant
3.01 WATER HYDRANT
A. Install hydrant according to manufacturer’s specifications.

B. Install hydrant vertical. Face hydrant in direction as directed by the Contracting Officer.
C. Keep hydrant closed until installed and protect it by storing it from the elements. Clean piping and hydrant elbow of any foreign matter before installation.
D. Hydrant shall be firmly supported and braced before installing the thrust block.
E. After installation, open nozzle and flush hydrant. After hydrant is flushed, close it, replace nozzle cap, and then open the hydrant and inspect for leaks. Close hydrand and install hose on nozzle to test hose thread for proper fit.
F. Use thread compound on all threaded and coupled joints.
3.02 SAMPLING STATION

SECTION 02101
SITE PREPARATION
PART 1 - GENERAL
1.01 Scope: Perform site preparation work AS SHOWN ON THE DRAWINGS and specified herein. The work includes:
A. Protecting existing trees and vegetation
B. Clearing and Grubbing
1.02 Project Conditions:
A. Perform all vegetation protection work before commencing with demolition and site construction.
B. Locate, protect, and maintain active utilities and site improvement scheduled to remain.
C. Restore to original grades and conditions, areas adjacent to site disturbed or damaged as a result of site preparation work.
PART 2 - PRODUCTS
2.01 Equipment: The Contractor shall select equipment of a size and type suitable for the space and other constraints of this contract as subject to approval by the Contracting
Officer.
PART 3 - EXECUTION
3.01 Tree and Vegetation Protection: Protect all existing trees and vegetation not scheduled to be removed against injury or damage, including cutting, breaking, skinning or bruising of roots, trunks or branches; smothering by stockpiled construction materials, excavated materials or vehicular traffic with in branch spread.
3.02 Disposal of Waste Materials:
A. Stockpile, haul from site, and legally dispose of waste materials and debris.
Accumulation is not permitted.
B. Maintain disposal routes clear, clean, and free of debris.
3.03 Clearing and Grubbing:
A. Written approval of clearing and grubbing is required prior to beginning excavation, to verify actual condition on site

B. All debris, trees, stumps, downed timber and roots within the clearing limits not designated to remain, shall be cleared, grubbed, removed and disposed of as specified herein.
C. All roots protruding into trenches shall be cut flush with trench sidewalls.
D. All roots protruding from the backslopes of excavation shall be cut flush with the backslope surface.
E. Clearing limits for trenches shall extend one foot on either side of the trench centerline.
F. All damaged limbs on trees designated to remain or on trees outside the clearing limits shall be cut off and an approved tree sealant applied.
G. Approved tree sealant shall be applied to the trunks of all damaged trees not designated to be removed.
H. Slash and debris resulting from clearing operations shall be hauled off of National
Forest Land.
I. Down trees shall be cut into lengths not to exceed 6 feet and remove all limbs.
3.04 Cleaning: Upon completion of site preparation work, clean areas within contract limits, in accordance with Section 01800.

SECTION 02142
DEWATERING AND SITE DRAINAGE
1.01 Scope: This work consists of control and diversion of surface or sub-surface water away from any and all project work, whenever such a requirement occurs as a part of the work, or interferes with such work. Diversion, drainage, and other handling of such water shall cause no damage, unwarranted erosion, siltation, or other harmful effect, and shall meet all code requirements for such cases.
3.01 General: In the case of uncontrolled water or dewatering activities, work shall be as follows:
A. All diversion ditches, dikes, or cofferdams necessary shall be constructed to achieve and maintain a well drained site. Drainage shall be to an approved disposal location as for storm water.
B. Care shall be taken so that no diversion at one site damages or adversely impacts any ocation, creates a hazard to workers or public health or safety. All erosion or siltation is prohibited. All such work shall be in accordance with all regulations applicable.
Mechanical removal and conductance devices may be used, again if such are not prohibited by regulation.
C. All dewatering work, any equipment and conduits, and all physical or other appurtenances and methods, shall be subject to approval by the Contracting Officer prior to doing such work.
D. Upon completion of dewatering, all work shall be cleaned up and restored to the original or planned condition.

SECTION 02200
EARTHWORK
PART 1 - GENERAL
1.01 Scope: This work consists of providing and installing all earthwork and related work.
Earthwork shall include but not be limited to the following:
A. Excavation to levels and lines required for subgrade work.
B. Fill and backfill to grades indicated.
C. Removal of unsuitable subgrade material and replacement with acceptable material.
D. Compaction
E. Rough and finish grading to levels and lines indicated
F. Finish grading
G. Imported fill material
1.02 Protection: Furnish, install and maintain all supports, shoring and sheet piling required to support the sides of excavation and to protect adjacent work or existing improvements.
1.03 Verification of Conditions: The Contractor prior to beginning work by careful examination of existing conditions and information shall inform himself as to the nature and location of the work, the conformation of the ground, the nature of subsoil conditions, groundwater conditions, nature and extent of materials or existing improvements to be encountered and any and all determinable matters that can affect the work.
PART 2 - PRODUCTS
2.01 Backfill: General: All fill material shall be approved by the Contracting Officer.
Excavated materials from the site may be used if approved. Imported fill shall be non-expansive and predominantly granular soil or soil rock mixture which is free from organic matter and deleterious substances and which does not contain materials over two inches in the greatest dimension. Material having a dimension greater then 1-½ inches shall not be used in the upper six inches of fill.
2.02 Bedding Material—Sand and Gravel:
A. Bedding material for all utilities and all other sub-grade piping shall conform to the table on the next page.

B. Pea Gravel shall conform to ASTM C33, except Type I size classification above.

D. Unless otherwise indicated, all piping excepting steel pipe shall be bedded and covered with sand, Type II, only.
E. Steel pipe shall be bedded sand and covered with select backfill or excavated material from trench. Sand may be used.
2.03 Select and Non-Select Backfill:
A. Select Backfill: Select backfill shall consist of hard, durable granular soil or a soil-rock mixture. It shall be non-expansive, free of organic matter and deleterious substances. It shall contain no lumps or particles larger than ½ inch and only 30 percent of the material shall exceed ¼ inch. Material shall be obtained by screening of excavated or borrow material, or from an approved source.
B. Non-select material shall be of the same quality as above, except it shall contain no particles or lumps in excess of 6 inches in greatest dimension and only 15 percent greater than 2 inches.
C. Native backfill, where designated, shall be excavated native material replaced as is.
2.04 Imported Fill Material: Imported fill materials shall consist of hard, durable granular soil or soil-rock mixture. It shall be non-expansive, free of organic matter and deleterious substances. It shall contain no particles or lumps in excess of 4 inches in greatest dimension and only 15 percent greater than 2 inches.
PART 3 - EXECUTION
3.01 Site Conditions: Topographic drawings of the project are intended for reference only.
Contractor shall verify all actual site conditions, levels and grades prior to beginning work and inform the Contracting Officer as to any discrepancies that exist.
3.02 Excavation and Disposal:

A. General excavation shall be made to dimensions and elevations indicated or implied on the drawings. Excavation for concrete sections to be formed shall be sufficient in width to allow for convenient construction and removal of forms.
B. Excavated material not suitable for backfill shall be removed and disposed of off
National Forest Land. Rock and boulders may be scattered on site with prior approval from the Contracting Officer.
C. All material to be excavated shall be unclassified and shall include earth fill, gravels, boulders, debris and any other materials encountered in excavation and grading operations. The contractor shall remove all materials to the depth and extent indicated on the drawings or specified herein.
D. Unsuitable material not having the required bearing capacity as shown on drawings or that has been disturbed or weakened by construction activity shall be completely removed and replaced with compacted backfill material or concrete to the required levels. The unsuitable material removed shall be disposed of as directed by the
Contracting Officer.
3.03 Backfill and Compaction:
A. Prior to placement of backfill, all forms shall be removed and the excavation be cleaned of all trash, debris and unsuitable material.
B. Where self-propelled or power mechanical compaction is used, the uncompacted thickness of each lift of structural backfill or imported fill be not more than 12 inches.
Where hand-operated mechanical compaction is used, the structural backfill shall be placed in thinner layers of not more than six inches such that the specified degree of compaction is attained.
C. Rollers shall not be operated within two feet of structural walls unless otherwise approved by the Contracting Officer. Care shall be exercised in placing backfill to avoid damage to conduit and piping systems.
D. Fill material shall be placed and compacted at a moisture content suitable for compaction. No fill material shall be placed when free water is standing on the surface of the area where the fill is to be any point of the surface of the fill to be compacted. Any fill containing organic materials or other unacceptable material previously described shall be removed and replaced with approved fill material prior to compaction.
E. Unless otherwise specified, all backfill not accessible to roller compactions shall be compacted by power tampers or vibratory compactors or other approved means to the same degree of compactions specified for roller compaction.
F. In areas where field density test results indicate less than the required degree of compaction, or in areas where previously accepted compaction has been disturbed, Recreation Site Improvements DIVISION 2 Section 02200-4 the backfill shall be replaced and/or compacted to obtain the required results at no additional cost to the Government.
G. If in the process of fulfilling the backfill requirements of this specification, a deficit of material results, the Contractor shall import and place suitable materials as specified elsewhere herein.
3.04 Dewatering: See Section 02142.
A. The contractor shall maintain all excavated and general site areas free of water at all times. Grading, drainage ditches, dikes and any other necessary work shall be undertaken to divert rainfall or other surface water from the excavation. Concrete curing water or water from other construction operations shall not be allowed to accumulate in the excavation during foundation construction.
B. Water pumped from the excavation shall be disposed of in such a manner as will not cause nuisance, health or safety problems.
3.05 Temporary Bracing: Temporary bracing shall be employed by the contractor to protect all excavations against movement and caving of soil. Proper sloping of the sides of excavations may be used if adequate for this purpose.
3.06 Grading: All areas covered by the project, including excavated and filled areas and adjacent transition areas, shall be uniformly graded so that finished surfaces are at the elevations SHOWN ON THE DRAWINGS. Areas to receive future topsoil shall be graded to allow for such material in the finished elevations. Finished surfaces and surfaces to receive paving and aggregate base shall be reasonably smooth, compacted and free from surface irregularities that would affect drainage. Grades shall not vary more than 0.10 foot from the established grades. Ditches, gutters and swales shall be furnished to permit proper surface drainage.

SECTION 02220
TRENCH EXCAVATING, BACKFILLING, AND COMPACTING
PART 1 - GENERAL
1.01 Scope:
A. This work consists of all trench excavation, backfilling, and compaction for utilities, and all utilities within the 5-foot building perimeters.
B. All work under this section shall be incidental to other sections of work.
1.02 References: State of California Construction Safety Orders Title 8, Subchapter 4, and
Sections for Sheeting, Shoring, and Bracing, and for Dewatering.
PART 2 - PRODUCTS
2.01 Beddings, Select and Non-Select Backfill, and Native Fill: All fill material shall be AS
SHOWN ON THE DRAWINGS, or as specified herein or in the Section for Earthwork.
2.02 Marking Tape:
A. Marking tape shall be metallized detectable tape as manufactured by Calpico Inc., 185 Harbor Way, South San Francisco, CA 94580.
B. Marking Tape shall be imprinted and of the proper width and color as specified in other sections.
2.03 Water: Water for compactions shall be clean and free of all organic deleterious substances and contaminants.
2.04 Filter Fabric: Filter fabric, if needed, shall be non-woven, barbed needle punched, 4 ounce per square yard.
PART 3 - EXECUTION
3.01 Excavation:
A. General: All required excavation of every description and of whatever substances encountered shall be performed:
1. All trench excavation shall be considered unclassified.
2. Trenching shall be kept within the environmental constraints of this project.
Where the work limits and where clearing and grubbing are for trenching only, the work shall be confined to the absolute necessary for the approved trenching
Recreation Site Improvements DIVISION 2 Section 02220-2 equipment, the trench width and the required piling width starting 1 foot away form trench edge.
3. Excavation shall be performed as SHOWN ON THE DRAWINGS. Material suitable for backfilling shall be piled in an orderly manner along the trench line or stockpiled in designated locations approved by the Contracting Officer. All excavated materials not required or unsuitable for backfill or embankment shall be removed.
4. The Contractor shall erect barriers all around trench excavations to prevent accidents. Lights shall also be placed, from sunset to sunrise of the next day, until excavation is entirely back filled.
B. Trenching:
1. Trenches shall be constructed to the depths and dimensions as SHOWN ON THE
DRAWINGS, and as staked in the field. The banks shall be as nearly vertical as practicable. Equipment used for trenching may include trenching machines.
However all equipment shall be approved by the Contracting Officer for use within the environmental constraints.
2. All roots shall be cut off at trench walls. Any roots, 3 inches in diameter or greater, which interfere with the laying of pipe and which cannot be bypassed, shall only be removed with the Contracting Officer’s approval. Where cutting is approved and necessary, the tree side of the cut root shall be treated with an approved commercial product specifically manufactured for that purpose.
3. The bottoms of trenches shall be uniformly graded. Whenever unsuitable material is encountered in the bottom of the trench, such material shall be over-excavated to a depth of 6 inches minimum below trench bottom, and filled back to bottom grade with compacted select material. The bottom of trenches shall be scarified and compacted to a depth of 4 inches below bedding.
3.02 Control of Ground Water:
A. Should water be encountered during excavation, the Contractor shall conduct dewatering in accordance with that conduct dewatering in accordance with that section until after the placing of the bedding material, laying and jointing of he pipe, and placing of concrete, if required. The water-free condition shall be maintained until all work had been completed, inspected, and approved.
B. Trenches excavated below the water table or in wet areas shall be over-excavated 8 inches below the select backfill elevation, and backfilled with drain rock. Prior to placing select backfill, filter fabric shall be placed on top of the drain rock; the top surface of the rock shall be free of water.

3.03 Existing Utility Lines: The Contractor’s attention is directed to the possible existence of pipe and other underground improvements, which may or may not be shown on the drawings. Reasonable precautions shall be taken to protect any such improvements.
3.04 Utilization of Excavated Material:
A. Unclassified Excavation: All material excavated shall be used. Unsuitable material, which cannot be utilized, shall be removed.
3.05 Backfilling Utility Trench:
A. Trenches and excavations shall not be backfilled until all subgrade installations have been approved by the Contracting Officer.
B. Bedding and select backfill as indicated or specified shall be placed in 6 inch maximum lifts and compacted to 95% of AASHTO T-180.
C. Unclassified Backfill shall be placed in 12 inch maximum lifts and compacted to 90% of AASHTO T-180. Under roads and structural sections, the upper 12 inches shall be compacted to 95% of AASHTO T-180.
D. The surface shall be restored to its original grade and condition, or to its finished grade or shape. Where surface is to receive topsoil during landscaping, and allowance for such shall be made.
3.06 Deficit in Material: If, in the process of fulfilling the backfill requirements of this
Section, a deficit of material result, the Contractor shall use suitable material from other site excavations, as approved by the Contracting Officer.
3.07 Marking Tape: The marking tape as specified shall be placed in the trench as SHOWN
ON THE DRAWINGS.

SECTION 02223
STRUCTURAL EXCAVATION AND BACKFILL
PART 1 - GENERAL
1.01 Scope:
A. This work consists of excavating and backfilling for the construction of installation of all structures.
B. This work shall include all necessary bailing, draining, sheeting, bracing, and the construction or cribs or cofferdams. This section shall also include clearing and grubbing the excavation areas to the clearing limits AS SHOWN ON THE
DRAWINGS or staked on the ground.
PART 2 - PRODUCTS
2.01 Fill Materials:
A. General: Backfill shall be made from non-select or surplus select materials.
B. Nonselect Backfill: Material shall be native, and a nonexpansive and predominantly granular soil or soil-rock mixture free from organic matter and deleterious substances, and shall not contain materials over 8 inches in greatest dimension. Materials having a dimension greater than 4 inches shall not be used in the upper 6 inches of fill.
C. Select Backfill Material: Select backfill material shall be native or other approved material, 1-1/2 inch maximum size or ¾ inch maximum size as indicated below, free of organic, vegetative or other deleterious material.
D. Sand Cushion: The 2-inch layer of sand under slabs shall be composed of a dry natural mineral, free from organic material and deleterious substances.
Material passing No. 200 sieve shall not exceed 45 percent.
2.02 Water: Reference Section 01600.
PART 3 - EXECUTION
3.01 Excavation:
A. Trenches or foundation pits for structures or their footings shall be excavated to the lines and grades or elevations AS SHOWN ON THE DRAWINGS or as staked on the ground. The elevations or the bottoms or the footings, AS SHOWN ON THE
DRAWINGS, shall be considered as approximate only, as finished elevations above grade shall control.

Boulders, logs, or any other objectionable material encountered shall be removed.
All rock or other hard foundation material shall be cleaned of all loose material and cut to a firm surface, either level, stepped or serrated. All seems or crevices shall be cleaned out and grouted. All loose and disintegrated rock, and thin strata, shall be removed.
B. Excavation for formed concrete shall be of sufficient width to allow for construction and removal of forms.
C. Excavation for on-grade slabs shall be of sufficient to allow for gravel bedding material AS INDICATED ON THE DRAWINGS.
D. Where subgrade soils, which are expansive in nature, occur beneath foundations and slabs, they shall be maintained in a moist condition and not allowed to dry out and crack prior to covering with foundation or slab. Where necessary, such soils shall be slowly and uniformly moistened as required to close any shrinkage cracks and to minimize expansion of soil subsequent to construction.
E. Excavations over 5 feet in depth shall be sheeted and shored as required in Section
02142, and applicable safety regulations.
F. Water, when encountered in excavation, shall be removed in accordance with Section
02161,
3.02 Approval of Foundation: After each excavation is completed, the Contractor shall notify the Contracting Officer. No further work shall be performed until the excavation and the foundation are approved.
3.03 Backfill:
A. All cut surfaces which form structures or other foundations, shall be scarified 6 inches deep, or as otherwise specified, and compacted. The moisture content of the material to be compacted shall be adjusted, if necessary, to obtain sufficient moisture for compaction.
All scarified foundations shall be compacted to not less than the minimum percentages as shown below, of the maximum dry density as determined by
AASHTO T-180, test method C, including a rock correction factor.
1. Scarified foundations – 95 percent
2. Structural backfill – 95 percent
3. Select trench backfill – 85 percent
4. Non-select backfill – equal to or greater than density of adjacent material.
B. After a structure has been completed, the areas around the structure shall be filled with select material placed in vertical layers not over 8 inches in depth, and compacted to the level of the original ground face, or to finished grade AS SHOWN

ON THE DRAWINGS. Proper precautions shall be used to insure that the backfill construction does not cause movement of or undue strain on any structures.
All suitable excavated material shall be utilized as backfill or embankment. Excess
Excess material, shall be disposed of in accordance with Section 01800. No excavated material shall be deposited at any time so as to endanger the partly finished structure, either by direct pressure, or by overloading bank contiguous to the operation or in any other manner. No backfilling shall be placed against any structure until permission is given by the Contracting Officer. In the case of concrete or other masonry, such permission will not be given until the masonry has been in place 14 days.

PART 1 - GENERAL
