SECTION B - SUPPLIES OR SERVICES AND PRICES/COSTS SCHEDULE OF ITEMS
B.1 NON DISCRIMINATION STATEMENT
The U.S. Department of Agriculture (USDA) prohibits discrimination in all its programs and activities on the basis of race, color, national origin, age, disability, and where applicable sex, marital status, familial status, parental status, religion, sexual orientation, genetic information, political beliefs, reprisal, or because all or part of an individual’s income is derived from any public assistance program. (Not all prohibited bases apply to all programs.)
Persons with disabilities who require alternative means of communication of program information (Braille, large print, audiotape, etc.) should contact USDA’s TARGET Center at (202) 720-2600 (voice and TDD). To file a complaint, write to USDA, Director, Office of Civil Rights, 1400 Independence Avenue, S.W., Washington, D.C 20250-9410, or call (800) 795-3272 (voice) or (202) 720-6382 (TDD). USDA is an equal opportunity provider and employer.
B.2 ESTIMATED QUANTITY
All quantities listed in the contract schedule are estimates only and do not reflect actual quantities to be ordered over the life of the contract. Actual quantities to be ordered in any given year are dependent on the needs of Forest Service, weather conditions and/or budget. Not all scheduled items may be included on every task order in any given year. Anticipate ordering individual task orders for either service or construction; applicable wage rates will be identified in each task order.
It is anticipated that more than one contract may result from this solicitation. This is a performance based indefinite delivery, indefinite quantity contract (IDIQ). The bid total will be determined for evaluation by taking the quantity times the maximum unit price. This contract has two options which may be exercised by the Government.
Reference FAR 52.216-18, FAR 52.216-19, FAR 52.216-22, and AGAR 452.216-72.
Prices provided are to be the maximum price a contract can offer for those items on a task order. Individual task orders will be issued in accordance with Section G.1. Orders may be issued by fascimile or by electronic commerce methods (email).
NOTES:
1. Unit prices prevail.
2. All Contractors must be registered in the System for Award Management (https:://SAM.gov) to be eligible for award under this solicitation. If not registered by time of proposal evaluations, you will be found non-responsive. This is a free service.
3. Each successful contractor will be guaranteed minimum amount or an award of a task order equaling or exceeding guaranteed minimum amount during the base year only. Option Year renewals do not carry the guaranteed minimum.
4. All contractors being awarded a contract under this anticipated multiple award IDIQ solicitation will be given a fair opportunity to competitively quote on individual task orders. See section G.1 for information on issuance of task orders.
5. Mobilization costs for Construction Schedule Items shall be negotiated when the task order is issued, a blank line item will be added to the task order for the contractor to provide mobilization cost. For Service Schedule Items the cost for mobilization and move between job locations will be considered incidental to the ordered work, therefore the Contractor must consider this expense in the pricing.

SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C.1 SCOPE OF CONTRACT
The contract is a performance based Indefinite Delivery Indefinite Quantity (IDIQ) Contract for road maintenance, road decommissioning, and construction and related services. Work may be performed at any location within the North Zone (Wapiti, Greybull, and Clarks Fork Ranger Districts) of the Shoshone National Forest. Work includes maintenance, general road, bridge, and structure work.
• Road: Work includes maintenance, repair and reconstruction of native surface, gravel or paved roads;
minor culvert installation; pit run and aggregate base installation; road repair due to damage from human or natural causes; construction of drainage dips and boulder placement.
• Road decommissioning: Work includes de-compaction, partial or full re-contour to restore the roadway to a hydrological stable condition; removal of drainage structures and associated fill to restore site to natural contour; work may include excavation of stream channels without drainage structures; and the construction of waterbars.
• Bridge: Work includes installation of riprap.
• Related work includes signs; closure devices such as gates and cattleguard cleaning.
• Campgrounds: maintaining roads in the project area to prevent rutting, maintaining road prism and drain structures, placement of boulders, and road and spur improvements in campgrounds.
C.2 PROJECT LOCATION
Each task order will identify a project specific location. Work may be performed at any location within the boundaries of the North Zone of the Shoshone National Forest. The Shoshone National Forest is located in Northwest Wyoming.
C.3 CONTRACT DEFINITIONS
C.3.1 Acceptable Quality Level: The allowable leeway or variance from a standard before the government will reject the specific service. An AQL does not say that the contractor may knowingly offer defective service. It implies that the government recognizes that defective performance sometimes happens unintentionally. As long as the percent of defective performance does not exceed the AQL, the service will not be rejected by the government.
The contractor, however, must re-perform the defective service when possible.
C.3.2 Biobased Products: The procurement of biobased products is established in section 9002 of FSRIA and EO 13423. In addition to the biobased products designated by the U.S. Department of Agriculture in the BioPreferred Program, the Contractor is encouraged to use other Environmentally Preferable Products (EPP). The Contractor shall comply with the provision at FAR 52.223-1, Biobased Product Certification. The Contractor shall comply with the clause at FAR 52.223-2, Affirmative Procurement of Biobased Products Under Service and Construction Contracts. (Also see Sustainable Acquisitions.)
C.3.3 Contract Time: See Period of Performance
C.3.4 Contracting Officer (CO): Individual with authority to bind the government with their signature on the contract.
North Zone Roads Maintenance & Construction IDIQ Page 16 of 75
C.3.5 Contracting Officer Representative (COR): Individual(s) designated to act on the behalf of the CO within the delegation given to them in writing.
C.3.6 Environmentally Preferable Products (EPP): Environmentally preferable products are products or services that have a lesser or reduced effect on human health and the environment when compared with competing products or services that serve the same purpose. This comparison may consider raw materials acquisition, production, manufacturing, packaging, distribution, reuse, operation, maintenance, or disposal of the products or services. Examples of EPP include cleaning products that are non-toxic, non-volatile, and biodegradable; paint with no or low volatile organic compounds; and d100 percent post-consumer paper that is not chemically de-inked and is process chlorine free. This program is managed by EPA which maintains a database of products and specifications defined by Federal, state, and local agencies, and other nations. The database can be found at www.epa.gov/epp.
C.3.7 Period of Performance: (also Performance period or Contract Time). All calendar days allowed for completion of contract work. Includes all days of the week including weekends and holidays.
C.3.8 Quality Assurance. Those actions taken by the government to check goods or services to determine that they meet the requirements of the Statement Of Work (SOW).
C.3.9 Quality Assurance Surveillance Plan. An organized written document used for quality assurance surveillance. The document contains information about how the government will assess performance, checklists, and may contain decision tables.
C.3.10 Quality Control. Those actions taken by a contractor to control the production of goods or services so that they will meet the requirements of the SOW. Refer to FAR 52.246-4 Inspection of Services -- Fixed-Price (Aug.
1996) for services and FAR 52.246-12 Inspection of Construction (Aug. 1996) for construction.
and Contractors Quality Control Plan as described in Section E.
C.3.11 Quality Control Plan. Contractors plan for self-monitoring work prior to Government inspection and acceptance. See Section E.3.
C.3.12 Random Sampling. A method of looking at a few individual items in a lot to determine the quality of that lot against a standard.
C.3.13 Sustainable Acquisitions (FAR Part 23.4 – Use of Recovered Materials and Biobased Products)
C.3.13.1 Biobased Products: Managed by the U.S. Department of Agriculture (USDA), the goal of the BioPreferred program is to increase the purchase and use of biobased products. The BioPreferred program was created by the 2002 Farm Bill and reauthorized and expanded as part of the Agricultural Act of 2014 (the 2014 Farm Bill). The program's purpose is to spur economic development, create new jobs and provide new markets for farm commodities. The increased development, purchase, and use of biobased products reduce our nation's reliance on petroleum, increase the use of renewable agricultural resources, and contribute to reducing adverse environmental and health impacts. Information on biobased/biopreferred products can be found at the BioPreferred Site . The Contractor shall comply with the clause at FAR 52.223-2, Affirmative Procurement of Biobased Products Under Service and Construction Contracts and the provision at FAR 52.223-1, Biobased Product Certification.
C.3.13.2 EPA-designated items: Products that are or can be made with recovered material. The Comprehensive Procurement Guideline (CPG) program is part of EPA's continuing effort to promote the use of materials recovered from solid waste. Buying recycled-content products ensures that the materials collected in recycling programs will be used again in the manufacture of new products.
