Middle Fork Blacks Fork Gravel Pit Show-Me-Trip October 16, 2014 Questions/Discussion
Discussion
1
Does the material placed on the floor of the pit count in the total crushed amount?
There is a requirement that a 6” base be place on the floor of the pit on which the crushed material will be placed. That 6” floor material does not count towards the paid-for crushed amount. However, as the contractor is adjusting screens and crushing efforts to achieve the desired gradation, that material can be used to line the floor of the pit and does not need to be stockpiled elsewhere.
2
What happens if the material being crushed goes out of specification or does not satisfy the proposed gradation requirements? Is it accepted or rejected and does it need to be removed?
Any material that is crushed and stockpiled and is subsequently tested and rejected will need to be removed from the stockpile and replaced at the contractors expense.
3
How often does the material need to be tested?
The reference to testing frequency is listed in the FP-03, Section 301, Table 301-1, every 1,000 tons for gradation. Additional testing frequencies are listed in this table also.
4
Which County are we in for Davis Bacon wages determination?
This pit lies in the Summit County in Utah. Davis Bacon wages shall apply for the year of award of contract.
5
How is the pit to drain after processing?
The contractor is required to slope the pit to the north to drain towards the road. The road is not to be the drain but the drainage will need to drain alongside the road.
6
The access road to the pit is not wide enough and is too winding for easy access with crushing equipment. Is the contractor required to do road work prior to bringing in equipment?
The Forest Service will allow the contractor to straighten out the road from the gate to the pit for easier access. The road will need to be left accessible for hauling trucks after crushing is completed. The contractor shall be required to leave the road prism such that it drains properly for weather and run-off that occurs yearly. That effort will need to be accounted for in the contractors’ “Pit Development” bid item.
7
If the gate is not wide enough on the fence coming in can it be taken out?
Yes the gate can be taken out but the gate and any damaged fence needs to be put back in at the contractors expense
8
There is an additional road that proceeds from the north of the pit to the west and south of the pit. What needs does the FS have for that road?
The road in question accesses a trailhead and needs to be preserved; however, if the contractor wants to push the limits of the pit to the west, the road in question can also be moved further to the west. If the road is moved over, the contractor will need to establish the new road and ensure drainage is adequate.
9
There is a pile of larger rock located near the entrance of the pit to the north just west of the entrance road, can that be used?
Yes, that rock can be used. That location is also the place where any larger rock such as is found there right now and which could be used as barrier rock or buttress rock at some other time or place, can be stockpiled.
10
Is there any water available for use in the crushing process?
The contractor has the option of using water in the vicinity as long as that use does not exceed 4,000 gallons. Any need that might exceed that amount will be subject to requesting special use and involve a special use permit.
11
Is material testing the responsibility of the contractor and does it have to be an independent testing lab?
All testing for acceptance of material is the responsibility of the contractor and needs to be performed by an independent, qualified and certified testing lab. The Forest Service has the right to test any material for quality assurance at the Forest Service expense.
12
What is to happen with the trees that would need to be removed when the pit is expanded?
All the trees and slash that are removed for pit development shall be piled on the east or south/east part of the pit for later burning by the Forest Service.
13
What are the stockpiling procedures for the accepted material?
In Section 320 of the project specification it outlines that the material is to be stockpiled in 3 ft. layers and formed so that each layer is completed prior to the next layer being formed. It also states that material from the upper layers is not to be allowed to cascade down the sides of the previous layers that have been formed. It is also stated that stockpiling equipment is to be with equipment having pneumatic tires only and is not to be pushed into piles.
