Questions and Answers – Duchesne Bunkhouse, AG-84N8-S-14-0052
1) Are the optional items to be completed in the 180 calendar days?
a. Yes. See General Description Specification 1.8, A and B
2) Is the Electrical connection to the building to be run underground or Overhead?
a. Underground. See sheet E1, General Electrical Notes 1 and 2.
3) Can the existing Fence on the West and North of the Existing Property be re-used to construct the East “new fenceline” shown on sheet L1
a. Yes. The existing fence may be re-used, but it shall not have cut marks, extra sleeves, and shall match the existing fence now. It shall be constructed, powder coated, and finished as shown in details on sheet D3 and in specification 323119.
4) Can the Contractor use the Civil and Landscape sheets as construction documents?
a. Yes. It is preferred that the contractor submit a building floor plan that matches or is very similar in layout and footprint as the Forest Service requested floor plan. Contractor may vary construction means and methods and submit plans according to the Drawings and Specification’s directions. If the building floor plan is altered in such a way that site work and design is needed, then the contractor shall submit the necessary civil, landscape, and site drawings to the full extent that all the changed effects are addressed. With changes to the building design, it is at the discretion of the Forest Service to decide whether additional site, civil, and landscape designs must be done, although it is certainly not the preference of the Forest Service that the contractor change the original design.
5) Is a Value engineered Bid Proposal allowed?
a. No. A Value engineered proposal is not allowed at this stage of the bid process. All bids are to be proposed as per the Drawings and Specifications. Per FAR 52.248 (listed in Section I of Solicitation) Value Engineering Change Proposals (VECP) are encouraged but apply after contract award as opposed to during the initial proposal/bid phase.
6) Does the construction of the building have to be modular?
a. No
7) Does the contractor have to get a building permit with Duchesne City?
a. Yes. Building and site are in Duchesne City.
8) When do you plan on awarding the contract?
a. Within 2-3 weeks of solicitation closing date
9) If the Government decides to not award any of the Option items, is there a chance that those items might be included in a future solicitation and resultant contract?
a. Yes, that is a possibility.
10) Will Duchesne City remove existing trees?
a. The contractor is responsible for removing the trees from the site. Duchesne City may or may not be willing to remove the trees once they have been cut. Contractors should plan to remove them themselves and should price accordingly.
11) I noticed that the North Arrows were inverted on one of the pages in the Drawings.
a. The North arrow on Sheet A1, page 20 is inverted.
12) Are fire sprinklers required?
a. Yes. Even though the building will be less than 5000 square feet, the Forest Service still requires fire sprinklers.
13) I noticed that you’re calling for IBC 2006 stamped plans. Per state law, all of the Utah municipalities adopted the 2012 IBC CODE. Was this an oversight?
a. Yes. All contract drawings and specifications shall be in accordance with IBC 2012.
14) You have the California Rep listed for Poligon. Was this an oversight?
a. Yes. The correct Utah POC is Diana Ross, Diana@goplayspace.com, 801-274-0212
15) Does the 180 days for completion include the design phase, or does the 180 days start after design?
a. The 180 days includes the design phase.
16) Can the contractor assume that the provided survey data is accurate and can be utilized to complete the design package?
a. Yes, the survey data and the site design provided in the drawings are accurate. The site drawings can be used as final design drawing
17) Regarding Past Performance, is the offeror to provide at least 3 but not more than 5 projects for the prime and also for each key subcontractor, or is this quantity combined with the Prime and subcontractors?
a. Offerors do not need to provide 3 projects for each key subcontractor. If an offeror is proposing to use subcontracting for major/key portions of the contract, past performance should be provided for that subcontractor. Offerors should provide enough past performance information that will allow the Government to evaluate how well the offeror (prime + major subs) has/have performed this type of work in the past.
